For a legitimate project, the design institute must first prepare a feasibility study report (which will require assessments related to the environment, energy use, noise levels, and occupational health and safety). Only after this report is discussed and approved can the application be submitted for one of the five permits and one document required for project implementation, namely the construction permit.
The feasibility study report does not include environmental impact assessment, energy assessment, noise assessment, or occupational health assessments; these need to be prepared by separate third-party consulting firms.
