Questions regarding blind plate tickets

Dear colleagues, does it require a special permit for every blind flange on a production unit? Previously, we only issued permits for those blind flanges used to isolate sections of pipelines; blind flanges used for venting or draining purposes did not require such permits. However, during a recent inspection, it was stated that these venting and draining valves also need to be documented with drawings and assigned identifiers. Since there are hundreds of such blind flanges on a production unit, do any of you know the relevant regulations regarding whether permits and labeling are necessary for these blind flanges?

Previously, our company also had such a rule: blind flanges at the ends of equipment and pipes were not included in the management framework for blind flanges that are removed or installed, as it is obvious and visible at those locations. However, whether it is GB30871-2014, AQ3027-2008, or HG30012-2013, all explicitly require that such situations be included in the management of plug-and-blind plates. Therefore, it is reasonable to require this to be done; such requirements are established by the regulations

It’s mainly those drain outlets – there are too many of them. In the end, our company decided to issue invoices for all of them. There are 20 workshops, and now almost 2,000 invoices have been issued
