Can the settlement monitoring plates of storage tanks be replaced by expansion bolts or anchor bolts?

Dear experts, the construction party suggests that expansion bolts or anchor bolts be used to fix the settlement monitoring plates of the storage tanks, instead of integrating them with the foundation rebar through embedded components. Is this approach acceptable? I would appreciate your advice
There are 3 or 6 conventional settlement observation points around the tank foundation, evenly distributed; these points are made of Z-shaped φ25 round steel and are embedded in the formwork. Welding them to the load-bearing rebar of the foundation would be troublesome, and it is theoretically not acceptable for the construction party to fail to follow the drawings. However, in practice it should be possible to do so, as these elements do not bear any load and do not affect the appearance.
