Purging of the oil unloading pipeline at the dock.

Has anyone encountered problems with purging the oil unloading pipelines at docks? What solutions have been adopted? Previously, after draining the oil, it was sufficient to close the valve. . Now, environmental concerns mean that oil stored in pipelines is feared to leak into rivers, so oil storage in pipelines is not allowed. . What methods is everyone using to get rid of them? We plan to purge with nitrogen and ball feed/take-off cylinders, but the problem is how to get the balls through the hoses. .
The hose connected to the ship is blown onto it using nitrogen, and no ball passing is required. It’s really a problem to get the hose in the pipe through the ball; it probably won’t fit.
