Everyone, as the title suggests, I’m wondering if there are any regulations specifying whether it is the ship’s side or the shore side that is responsible for attaching and removing the flanges on the ship; or if there are no such regulations and it’s merely a matter of convention, or if both parties need to negotiate this matter. So how is it implemented where you are? Who is responsible for installing and removing the flange on the ship’s side?
Normally, it is the ship’s crew who are responsible for installation and removal, which is also part of local management. However, to ensure safety, terminal staff must cooperate throughout the entire process during their operations, especially in matters such as the installation and removal of discharge pipes, the movement of valves, and verifying that all contents have been completely drained. Also, in the case of foreign ships arriving at the port, terminal staff usually do not have permission to board the ship.
Are there any documents governing this? Because sometimes when communicating with the shipowner, they require the shore side to get involved; not every ship is easy to communicate with. Do you have anything convincing to present?
