Recently, the Ministry of Industry and Information Technology issued the \"Action Plan for Promoting the High-Quality Development of Industrial Internet Platforms (2026–2028)\\" (hereinafter referred to as the \"Action Plan\"). China’s manufacturing sector is characterized by its large scale, wide range of industries, and comprehensive system, which provides industrial Internet platforms with a vast number of application scenarios and ample opportunities for value creation. The Action Plan states that by 2028, positive progress will have been made in the high-quality development of industrial internet platforms; a multi-level platform ecosystem comprising \"specialized\", \"industry-specific\" and \"collaborative\" platforms will continue to expand, with over 450 platforms possessing considerable influence ； The platform’s ability to connect various resources has been significantly enhanced; the capacity for data value addition, model development, and artificial intelligence applications in key platforms has improved markedly. The number of industrial devices connected to these platforms has exceeded 120 million units ； The penetration rate of the platform has exceeded 55%, and a new generation of industrial Internet platform ecosystem featuring ubiquitous connectivity, integration of digital and intelligent technologies, deep collaboration, and open-source principles has been essentially established. The Action Plan proposes four innovative measures to promote the development of industrial Internet platforms, which can be summarized as four \"actions\". The first is the platform development and improvement initiative. To promote the professional and specialized development of industrial internet platforms and create a platform ecosystem that is both distinctive and interconnected, the Action Plan proposes guiding the differentiated development of these platforms, accelerating the cultivation of three types of platforms—specialized, industry-specific, and collaborative—and establishing a four-tier improvement system consisting of \"basic, growing, leading, and ecosystem levels\" ； It is necessary to enhance the platform’s ability to empower applications, expand the supply of high-quality solutions, and create a resource pool of digital solutions that are efficient, fast, lightweight, and accurate, thereby supporting the platform in exploring diverse business models ； To enhance the integrated development level of the platforms, it is necessary to expedite the formulation of technical standards for platform interconnection, and to encourage these platforms to engage in cross-regional capacity cooperation as well as the sharing of innovative resources. The second is the platform’s initiative to gather data and enhance intelligence. To fully leverage the role of industrial Internet platforms in areas such as resource connection, data aggregation, knowledge dissemination, resource allocation, and application development, and to promote the deep integration of artificial intelligence in the industrial sector, the Action Plan proposes that the value of industrial data assets should be unlocked, platforms should be supported in enhancing their capabilities for data collection and aggregation, an industrial data labeling system centered around business scenarios should be established, data sets should be developed, and intellectual property rights must be protected throughout the entire process of utilizing industrial data resources ； To establish a high-quality industrial model ecosystem, it is necessary to develop model development toolchains and environments, as well as various types of industrial model libraries for general use, industry-specific applications, and specific use cases. This will enable platform-based enterprises to adopt a model-as-a-service model, thereby facilitating the aggregation and efficient circulation of model resources ； It is necessary to promote the use of artificial intelligence in industrial Internet platforms, support platform companies in accelerating the development of intelligent agents for industrial applications, explore an integrated architecture of \"platforms + intelligent agents\", and speed up the improvement of the level of intelligent applications in industry. Third is the action for large-scale application of the platform. To expand the coverage and deepen the application of industrial Internet platforms, to enhance applications through innovation, and to use applications to foster further innovation, the Action Plan proposes: deepening the application of typical use cases, supporting platform companies in developing more solutions for high-value scenarios, guiding manufacturing enterprises to make greater use of such scenarios, and fostering new business models and forms of operation supported by these platforms ； To improve the quality and efficiency of enterprise applications, large enterprises should be encouraged to make more extensive use of these platforms in order to enhance their ability to collaborate across departments, facilities, and regions. Small and medium-sized enterprises should be supported in accelerating the upgrading of their equipment and making greater use of platform resources. Platform-based enterprises should be guided to develop value-added services such as order-driven models and supply chain finance, thereby facilitating coordinated development among large, medium, and small enterprises ； It is necessary to innovate service promotion models, support platform companies in promoting services such as \"pay after use\" and \"subscription services\", and explore innovative models like \"pay based on results\". Fourth are actions to support the platform ecosystem. Aiming to build a new generation of industrial Internet platform ecosystem characterized by ubiquitous connectivity, integration of digital and intelligent technologies, deep collaboration, and openness, the Action Plan proposes to explore open-source mechanisms for such platforms, promote the creation of open-source communities for industrial Internet platforms, and encourage platform providers and manufacturing enterprises to work together to develop an open-source ecosystem ； To raise the level of openness and cooperation, leading enterprises should be encouraged to establish exchange platforms and collaboration mechanisms with international influence, thereby continuously enhancing the international impact of China’s industrial Internet platforms ； It is necessary to improve the standard system, establish a standard framework for the next generation of industrial Internet platforms, and accelerate the development of international standards ； It is necessary to strengthen platform security safeguards, provide better guidance on compliance for platform companies, implement classified and graded management for industrial internet security, and enhance technical capabilities in data security monitoring, early warning, and emergency response. The Ministry of Industry and Information Technology requires that, in order to implement the actions aimed at promoting the high-quality development of industrial internet platforms, industry and information technology authorities at all levels should improve their working mechanisms, tailor specific measures to local conditions, and advance the high-quality development of such platforms in a manner appropriate to each region. More efforts must be made to encourage areas with the necessary resources to innovate in terms of funding, taxation, and talent support; private enterprises and small and medium-sized enterprises should be treated equally; the quality of public services provided should be improved; and the implementation of platform-based solutions should be accelerated. It is necessary to strengthen publicity and guidance, summarize and promote through various channels the typical practices and experiences of platforms in enabling the digital transformation of the manufacturing sector, so as to foster a favorable environment for the high-quality development of such platforms.
