Safety Management System for Hazardous Chemical Warehouses 1. Purpose: This system is established to strengthen the management of the storage and handling of hazardous chemicals. 2. Inventory Entry 2.1 All hazardous chemicals entering the warehouse must be inspected to ensure they meet the requirements based on their physical and chemical properties, as well as the precautions specified in the safety data sheets; only after passing such inspections can they be stored in or taken out of the warehouse, and proper records must be kept. 2.2 The custodian must conduct thorough inspections of the hazardous chemicals under his/her responsibility; chemicals with loose or damaged packaging, those whose product labels and markings are not clear, as well as gas cylinders that do not meet safety management requirements or are leaking, shall not be allowed into the warehouse. 3. Storage 3.1 The hazardous chemicals storage warehouse shall determine the types, quantities, and storage duration of hazardous chemicals based on the actual production conditions of the company, adhering to the principle of keeping the number of types and quantities as low as possible and the storage duration as short as possible. 3.2 Hazardous chemical warehouses shall designate specific areas for storing such chemicals as required, and can only be put into use after passing the inspection by the company’s safety and environmental protection department. The storage location and type must not be changed arbitrarily without permission. 3.3 Staff shall conduct regular inspections and tests on the storage warehouse’s buildings, accessories, lightning protection and grounding systems, drainage facilities, electrical equipment and fire alarm systems, as well as locks, to ensure they are in good condition. 3.4 Staff should, on a daily basis, check the types and quantities of stored items against the records kept to ensure consistency. 3.5 For chemical substances that are prone to combustion, explosion, or the production of toxic gases when exposed to heat or moisture, measures such as insulation, cooling, or protection from moisture and rain should be taken. 3.6 Hazardous chemicals stored in the warehouse must be clearly labeled, stored in categories, and the area must be kept well-ventilated. 3.7 Warehouses storing hazardous chemicals should be well-ventilated ； It is also equipped with specialized personal protective equipment and fire-fighting equipment. 3.8 Warehouses storing flammable and explosive hazardous chemicals must use explosion-proof electrical equipment, while other warehouses must comply with relevant requirements for safe electricity use. 3.9 Unrelated personnel are prohibited from entering the warehouse. Offices or rest rooms are not allowed in hazardous chemicals warehouses, and no one is permitted to live there. Safety inspections are conducted on a weekly basis; after work is finished, the doors and windows must be closed and the power supply turned off before leaving. 3.10 Implement the “five doubles” management system (double ledgers, double locks, dual-person receipt and dispatch, dual-person inspection, dual-person storage). 4. Transportation 4.1 When handlers are loading and unloading hazardous chemicals stored in the warehouse, warehouse managers should provide them with information on their physical and chemical properties. Only after the handlers understand the hazards involved and take appropriate safety precautions can they proceed with the loading and unloading. 4.2 During handling, it is necessary to be gentle to prevent collisions, dragging, and spills of hazardous chemicals. 4.3 The storage and transportation of highly toxic chemicals shall be carried out in such a way as to prevent loss, theft, or accidental dispatch; any abnormal situations detected must be reported to higher-level management promptly. 4.4 Direct contact with highly toxic substances is strictly prohibited. It is necessary to wear appropriate personal protective equipment; after completing work, one must change into clean work clothes and wash oneself before leaving the work area. Eating or drinking is not allowed in areas where toxic and harmful substances are present. 5. Shipping: When shipping, the warehouse staff must verify the name and quantity of the items being dispatched; misshipping or sending the wrong items is strictly prohibited. Safety technical requirements for hazardous chemicals warehouses: 1. Warehouses that store chemical hazards such as those that are explosive, flammable, or highly toxic shall not be located in areas with dense urban populations. 2. The hazardous chemicals warehouse should be located downwind of the local prevailing wind direction and in an area with adequate transportation facilities. 3. For ordinary hazardous chemical warehouses, buildings with a fire resistance rating of three levels are used. 4. There is an appropriate distance between the hazardous chemicals storage area and the production area as well as the living area. 5. Hazardous chemical warehouses must use isolated, enclosed, explosion-proof, or other appropriate safe electrical lighting equipment. 8. Hazardous chemicals should be stored in categories and in separate piles; the piles should not be too high or too dense, and adequate spacing, passages, and ventilation areas should be provided between them. 9. Explosives and radioactive materials should be stored in specialized warehouses; detonation and ignition materials must not be stored in the same warehouse. 10. Hazardous chemicals that catch fire when exposed to water, are sensitive to cold, or are vulnerable to sunlight must not be stored in outdoor areas, as well as in environments with low or high temperatures. Safety management measures for hazardous chemical warehouses: 1. Strengthen security measures and enforce strict rules for entering and leaving the warehouse; tractors and similar vehicles are prohibited from entering. 2. Open flames and smoking are strictly prohibited in hazardous chemicals warehouses. If fire is necessary for work purposes, an application must be submitted, and use of fire is allowed only after approval is granted. 3. Resting inside a hazardous chemicals warehouse is prohibited. 4. Containers and packaging must be sealed and intact; if any damage or leakage is detected, immediate safety measures must be taken. 5. Strengthen the inspection procedures for goods upon receipt and during regular checks; for hazardous chemicals that are unstable, prone to decomposition, or prone to deterioration and can cause fires or explosions, regular inspections should be conducted. 6. Empty containers and transport vehicles used to hold hazardous chemicals must be inspected and thoroughly cleaned before and after use. 7. Warehouses storing highly toxic and radioactive materials should be equipped with gas masks as well as facilities for isolating, eliminating, and absorbing toxins. 12. Strictly abide by the management regulations for hazardous chemicals warehouses, the security access registration system, and the five-pair system (two persons for management, two persons for receipt and dispatch, two persons for transportation, two locks, and two persons for use). 13. Hazardous chemical warehouses should have prominent signs stating “No Smoking or Open Flames”. 14. Hazardous chemical warehouses should be inspected regularly, and expired or deteriorated flammable and explosive materials must be dealt with promptly. Precautions for storing hazardous chemicals: 1. Hazardous chemicals should be stored in dedicated warehouses, and only in limited quantities. 2. A strict management system for the entry and exit of materials must be established in the hazardous chemicals storage area. 3. Before storing hazardous chemicals, it is necessary to carefully verify the name and quantity of the items, as well as inspect the packaging and labeling. 4. The location where hazardous chemicals are stored must be specifically indicated and marked, with warning signs posted. 5. The storage of hazardous chemicals should be carried out in zones, categories, and separate warehouses based on their hazardous properties. 6. The storage area must be equipped with reliable personal protective equipment. 11. It is prohibited to pile up combustible waste materials in areas where hazardous chemicals are stored. Hazardous chemicals warehouse keepers should be familiar with the properties of the hazardous chemicals stored and used in their facility, as well as with the knowledge related to storage procedures and relevant fire safety regulations. 2. Regularly ventilate the warehouse at set intervals; do not stay far away from the warehouse during ventilation. Ensure moisture resistance, fire resistance, corrosion resistance, and theft prevention. 6. Conduct supervision and inspections on employees who need to enter hazardous chemical warehouses for work purposes, in order to prevent the loss of such chemicals. 7. Hazardous chemicals shall be stored and arranged in stacks in accordance with the requirements of laws, regulations, and industry standards. Leave a fire escape path. 8.
