I. Conditions for applying for the assessment of compliance with safety production standardization (1) Conditions for applying for the assessment of compliance as a company at level 3 of safety production standardization. 1. The corresponding administrative licenses for work safety as stipulated by relevant laws and administrative regulations have been obtained in accordance with the law ； 2. The work on standardizing work safety has been carried out for 1 year (or more), self-evaluations have been conducted as required, with a self-evaluation score of 80 points (or more); in addition, the score for each A-grade element in such self-evaluations is also 60 points (or more) ； 3. No production safety accidents resulting in deaths, or accidents such as explosions, fires, leaks, or poisonings that caused direct economic losses of over 10 million within 1 year prior to the date of application. (II) Conditions for applying for the assessment to achieve Level 2 safety production standardization for enterprises. 1. Enterprises that have passed the evaluation for Level 3 safety production standardization and have been operating at this level for 2 years or more, or those whose score in the Level 3 evaluation is 90 points or higher and have obtained approval from the municipal safety supervision department, may apply for the evaluation for Level 2 safety production standardization ； 2. Have been engaged in the production, storage, or use of hazardous chemicals (for chemical enterprises that use hazardous chemicals in production and use quantities reaching a certain level) for 5 years or more, and no production safety accidents resulting in deaths, or accidents causing serious injuries to 10 or more persons, or explosion, fire, leakage, or poisoning incidents resulting in direct economic losses of over 10 million yuan have occurred within 3 years prior to the date of application. (III) Conditions for applying for the evaluation to achieve Level 1 safety production standardization for enterprises. 1. Enterprises that have passed the evaluation for Level 2 safety production standardization and have been in operation for 2 years or more, or those whose equipment, facilities, and safety management systems are at an advanced level in China, may apply for the Level 1 evaluation upon recommendation by the group company and with the approval of the provincial safety supervision authorities ； 2. No production safety accidents resulting in deaths (including those involving contractors) within 5 years prior to the date of application, nor any accidents causing serious injuries to 10 or more people (including those involving contractors), nor any explosions, fires, leaks, or poisoning incidents resulting in direct economic losses of over 10 million yuan (including those involving contractors). Management and Procedures for the Assessment and Rating of Safety Production Standardization (I) Assessment Management **The State Administration for Work Safety is responsible for supervising and guiding the work related to safety production standardization in hazardous chemicals enterprises across the country. It formulates standards for such standardization and publishes a list of enterprises that have achieved the first level of safety production standardization. The Autonomous Region Work Safety Supervision Bureau is responsible for supervising and guiding the work related to the standardization of safety production in hazardous chemicals enterprises within its jurisdiction, formulating implementation guidelines for such standardization at the second and third levels, and publishing a list of enterprises that have achieved this standardization at the second level within its jurisdiction. The work safety supervision bureaus of each prefecture-level city are responsible for organizing and implementing the work safety standardization initiatives for hazardous chemicals enterprises within their respective jurisdictions, and for publishing a list of enterprises that have achieved level 3 work safety standardization. (II) The assessment agency, in conjunction with the Autonomous Region Work Safety Supervision Bureau, has entrusted the Guangxi Chemicals Registration Office with the task of assessing enterprises in our region that apply to become standardized enterprises for safe production of Class II hazardous chemicals. The work safety supervision bureaus of various prefecture-level cities may, in accordance with the relevant regulations at the national level and those of the autonomous region, designate an assessment agency to be responsible for evaluating enterprises in their respective areas that apply for third-level standards in terms of safe production of hazardous chemicals, or they may organize experts to conduct such evaluations on their own. For regions that do not meet the conditions to establish assessment agencies, it is possible to entrust assessment tasks to autonomous region-level assessment agencies. (III) Application and Assessment Procedures 1. Enterprises shall implement safety production standardization management in accordance with the Requirements of the Basic Specifications for Enterprise Safety Production Standardization (AQ/T 9006-2018, hereinafter referred to as the \"Basic Specifications\"), the General Specifications for Safety Standardization of Hazardous Chemicals Handling Enterprises (AQ 3013-2018, hereinafter referred to as the \"General Specifications\"), the Guidelines for Implementing Safety Standardization in Chlor-alkali Industry Production Enterprises (AQ/T 3016-2018), and the Guidelines for Implementing Safety Standardization in Ammonia Synthesis Production Enterprises (AQ/T 3017-2018). 2. The enterprise conducts a self-assessment of its own work in terms of safety production standardization. Enterprises should establish a team headed by the main person in charge of the enterprise, with the participation of relevant responsible persons, safety production management departments, trade unions, other relevant departments, and employees. Based on the \"Work Safety Law of the People’s Republic of China\" and related laws and regulations, as well as the \"Basic Standards\" and \"General Standards\", on-site assessments and scoring shall be carried out in accordance with the \"Assessment and Scoring Methods for Safety Standardization of Hazardous Chemicals Handling Enterprises\" and the provisions of these \"Standardization Guidelines\", so as to prepare a self-assessment report. 3. Enterprise assessment application: Enterprises wishing to undergo an assessment to determine compliance with safety production standards must submit a written application to the safety supervision agencies of the autonomous region or the respective prefecture-level cities, along with the following documents: (1) “Application Form for Safety Standardization Assessment of Hazardous Chemicals Handling Enterprises” (hereinafter referred to as the “Application Form”) ； (2) “Approval Form for the Safety Standardization Assessment and Rating of Hazardous Chemicals Handling Units” (hereinafter referred to as the “Approval Form”) ； (3) Enterprise self-assessment report ； (4) Opinion from the work safety supervision agency at the location of the enterprise. Enterprises applying for Level 2 safety production standardization shall fill out the \"Application Form\" in triplicate. After obtaining approval and the official seal from the safety supervision bureau of their respective county (city, district) or city with districts, one copy shall be submitted to the safety supervision bureau of the prefecture-level city for record-keeping, while the other two copies shall be submitted along with the required documents to the safety supervision bureau of the autonomous region. Enterprises applying for the third-level safety production standardization shall fill out the \"Application Form\" in three copies. After obtaining approval and the official seal from the local county (city, district) safety supervision bureau, one copy shall be submitted to the county (city, district) safety supervision bureau for record-keeping, while the other two copies shall be submitted along with the required documents to the safety supervision bureaus of the respective prefecture-level cities. 4. Safety supervision departments at all levels determine whether to accept the enterprise’s application. 5. The work safety supervision department entrusts an assessment agency or organizes experts on its own to formulate an assessment plan and form an assessment team. 6. The assessment team conducts on-site evaluations. (1) Organize an evaluation team to conduct the assessment within 15 days of receiving the enterprise’s application ； (2) Determine the schedule for on-site evaluations, formulate an evaluation plan, and notify the enterprise 5 days in advance ； (3) The on-site assessment duration is determined based on the size of the enterprise, usually ranging from 1 to 3 days. 7. Within 7 working days after the completion of the evaluation, the evaluation team shall submit an evaluation report along with relevant attachments (evaluation notice, evaluation plan, evaluation record forms, non-conformity reports, sign-in sheets for the initial and final meetings, etc.) to the safety supervision department or the evaluation agency. (III) Approval and Certification: For the approval and certification of level 2 safety standardization, the Guangxi Chemicals Registration Office reviews the assessment opinions provided by the evaluation team, submits them to the relevant department of the Autonomous Region Work Safety Bureau, and after approval through the administrative licensing committee of the bureau, the assessment rating for the enterprise is determined. The Autonomous Region Work Safety Supervision Bureau issues certificates and plaques certifying compliance with Level 2 safety standards for entities dealing with hazardous chemicals, and publishes announcements on a regular basis. Approval and issuance of Level 3 safety standardization certification: The relevant departments in various cities review the assessment opinions provided by the assessment teams. After being reviewed and approved by the local work safety bureaus, these bureaus issue certificates of compliance at Level 3 to hazardous chemicals handling enterprises. Such certificates are then submitted to the regional work safety bureau for record-keeping, and regular announcements are made regarding them. For enterprises that fail the assessment, the evaluation team issues a \"Notice of Failure in Safety Standardization Assessment\" within 10 working days after the assessment is completed. Once an enterprise receives this notice, it may submit an application again after making the necessary improvements. The Safety Standardization Level Certificate for hazardous chemicals is designed and supervised by the **General Administration of Work Safety, with the safety supervision departments at various levels responsible for its issuance.
