Can hoses be used for loading and unloading at oil depots?

Can fuel oil be loaded and unloaded from a tank farm using tank trucks, via hoses?
Flexible metal hose, with proper grounding in place
Depending on the category of the oil product, according to GB50160-2008, section 6.4.2, sub-items A B and C A, submersible loading nozzles should be used for loading liquids of these categories.
It seems that, according to a recent notice from the Ministry of Emergency Management, hoses can no longer be used
The loading and unloading equipment we inspect here does not allow the use of hoses for connection； Especially for Class A and B, flexible hoses are required.
The latest revision to the petrochemical regulations removes clause 6.4.2 regarding unloading, meaning that metal hoses can be used for unloading； But in actual inspections, the experts don’t acknowledge it!
