6. Q: Under what conditions is it unnecessary to sample and test solid waste to determine that it does not qualify as hazardous waste?
Must meet both of the following conditions: 1. Not listed in the **List of Hazardous Wastes**； 2. If it can be determined based on the raw and auxiliary materials used in its production as well as the manufacturing process that the waste lacks hazardous characteristics, then there is no need to conduct hazardous characteristic testing or supplementary tests. Instead, a determination can be made directly that the solid waste does not possess any hazardous properties, thereby avoiding excessive testing during the identification process of hazardous wastes.
