**Suggestions of the Shandong Provincial Party Committee on Formulating the 14th Five-Year Plan for National Economic and Social Development in Shandong Province and the Long-Term Goals for 2035 (adopted at the 12th Plenary Session of the 11th Shandong Provincial Party Committee on December 2, 2020). The 12th Plenary Session of the 11th Shandong Provincial Party Committee, in order to thoroughly study and implement the spirit of the 5th Plenary Session of the 19th Central Committee of the Party, carefully analyze the current situation, and take into account the actual conditions of Shandong, put forward the following suggestions regarding the formulation of the 14th Five-Year Plan for national economic and social development and the long-term goals for 2035. 　　I. It advances the overall development strategy of \"five-sphere integration\" in a coordinated manner, as well as the strategic plan of \"four comprehensives.\" Adhering to the general principle of making progress while maintaining stability, and upholding the new development concepts, it deepens supply-side structural reforms. With the goal of \"taking the lead in building a moderately prosperous society in all respects and in the new journey of socialist modernization, thereby creating a new landscape for building a modern, strong province in the new era,\" it implements eight major development strategies, focuses on ensuring and improving people’s livelihoods, and pursues comprehensive and strict governance over the Party. Over the past five years, Shandong’s economic and social development has achieved historic progress. A clean and upright political environment, a pragmatic and efficient governance framework, an economy characterized by high-quality development, a dynamic environment for innovation and entrepreneurship, a beautiful natural landscape, and a civilized and harmonious society have all been gradually established, laying a solid foundation for future development. 　　2. The new stage of development brings new opportunities and challenges. At present and for some time to come, China’s development remains in an important period of strategic opportunity, but both opportunities and challenges have undergone new developments and changes. The world today is undergoing profound changes on a scale not seen in a century. A new round of scientific and technological revolution and industrial transformation is advancing rapidly. Peace and development remain the themes of our time; yet the international environment is becoming increasingly complex. The COVID-19 pandemic has had wide-ranging and deep-reaching impacts, leading to a clear increase in instability and uncertainty. Our country has entered a stage of high-quality development, boasting significant institutional advantages and improved governance efficiency. The economy is on an upward trajectory, and there are various advantages and conditions that support sustainable development. At the same time, changes in the main social contradictions have given rise to a series of new characteristics and requirements. Our province has embarked on a new journey toward building a modern and strong province in this new era; various positive factors are accelerating their convergence. It is well-positioned to participate in the joint development of the Belt and Road Initiative, and to take advantage of the strategic advantages of the Beijing-Tianjin-Hebei region as well as the Yangtze River Delta. The entire province must align its thoughts and actions with the decision-making and strategic plans centered around Comrade **. We will earnestly implement the important instructions given by **** regarding work in Shandong, focus on advancing the “five-sphere integrated plan” as well as the “four-pronged comprehensive strategy,” unswervingly uphold the new development philosophy, adhere to the general principle of making progress while maintaining stability. Basic requirements for economic and social development during the 14th Five-Year Plan period. 　　——We must uphold the Party’s overall leadership.
