**The 8th Plenary Session of the 11th Hubei Provincial Party Committee conducted in-depth study and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as well as the spirit of the 5th Plenary Session of the 19th Central Committee of the Party, and put forward the following recommendations regarding the formulation of the province’s 14th Five-Year Plan for national economic and social development and the long-term goals for 2035. Achieving decisive success in completing the building of a moderately prosperous society in all respects. “During the 13th Five-Year Plan period, the development of our province was truly extraordinary and remarkable. Faced with an extremely severe and complex external environment as well as arduous tasks related to reform, development, and stability, under the strong leadership of Comrade ** at its core, the Provincial Party Committee has united and led the people of the entire province in thoroughly studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and in resolutely carrying out the decisions and arrangements set forth by **. As a result, new and significant achievements have been made in the province’s economic and social development. The overall strength has improved significantly, with the regional GDP exceeding the 3 trillion and 4 trillion yuan marks successively ； The momentum for innovation continues to grow, with the number of high-tech enterprises approaching 10,000 ； 5.81 million people living in poverty across the province have been lifted out of poverty on a sustainable basis; the production and living conditions in impoverished areas have improved significantly, and the issue of absolute poverty is on the verge of being resolved once and for all ； The ecological environment is improving at an accelerated pace. The “Double Ten Project” for the comprehensive protection of the Yangtze River, along with the four major ecological projects under the “Four Threes” initiative, are being implemented steadily, and significant progress has been made in the efforts to combat pollution ； Reform and opening up continue to deepen, with reforms in key areas and critical links advancing further, as China actively participates in the joint construction of the Belt and Road Initiative” ； Cultural undertakings and the cultural industry have thrived, the level of public cultural services has continued to improve, and the 7th World Military Games were held successfully ； People's well-being continues to improve; the income gap between urban and rural residents has doubled since 2010. The quantity and quality of employment are steadily improving, education is developing in an all-round manner, the social security system is constantly being enhanced, and society remains harmonious and stable. Especially in the face of the sudden COVID-19 pandemic, under the personal guidance and deployment of **** and the strong leadership of ****, the entire province made coordinated efforts to address pandemic control as well as economic and social development. Striving to win the battle against the pandemic and to revive the economy as well as protect people’s livelihoods, decisive results were achieved in the battles to defend Wuhan and Hubei, and economic and social order was restored at an accelerated pace. The achievements of five years of development have laid a solid foundation for embarking on a new journey toward comprehensively building a modern socialist society. 2. The general guiding principle for economic and social development during the 14th Five-Year Plan period. The Fifth Plenary Session of the 19th Central Committee of the Party outlined a grand blueprint for China’s economic and social development over the next five years and up to 2035, and made a series of major decisions and arrangements that serve as a guiding framework for embarking on a new journey toward fully building a modern socialist society and striving toward the second centenary goal. To plan for and advance the economic and social development of our province during the 14th Five-Year Plan period, it is essential to fully grasp the profound implications and practical requirements of entering a new stage of development, implementing new development concepts, and establishing a new development pattern. We must effectively translate the spirit of the Fifth Plenary Session of the 19th Central Committee of the Party into a concrete action plan for Hubei. Entering a new stage of development, uneven and inadequate progress remains the biggest reality in our province, and focusing on development remains the top priority. Development in the new stage must adhere to the new development philosophy, adapt to changes in the main social contradictions as well as in the domestic and international development landscape. With high-quality development as the theme, it is necessary to effectively transform the mode of development, optimize the industrial structure, and continuously improve the quality and efficiency of development. To contribute to the establishment of a new development pattern, our province has the foundation, conditions, and advantages necessary for this. We must adhere to the strategic focus on expanding domestic demand, follow the strategic direction of supply-side structural reform, build a new system for an open economy, create new hubs for openness in inland areas, make better use of both international and domestic markets as well as various resources, and continuously pursue new levels of high-quality development. 3. Opportunities and challenges faced by our province in the new stage of development. “During the 14th Five-Year Plan period, the development of our province remains in an important strategic opportunity period, but both opportunities and challenges have undergone new changes. The profound changes unseen in a century are accelerating around the world. China’s international influence, appeal, and ability to shape events have increased significantly, creating a favorable external environment that enables us to gain strategic advantages. At the same time, the COVID-19 pandemic has had wide-ranging and deep-reaching impacts; economic globalization is facing headwinds, and instability and uncertainty have risen markedly. Our country has entered a phase of high-quality development, and the accelerated establishment of a new pattern of growth has opened up new opportunities for us. At the same time, our province lacks sufficient innovation capacity, its level of open economic development is not high enough, there is uneven development between urban and rural areas as well as among different regions, there are still many shortcomings in terms of people’s livelihood support, and much work remains to be done in terms of environmental protection. The fundamental trend of positive economic growth in our province remains unchanged, as do the comprehensive advantages that have been built up over the years. Its important role in national and regional development has not changed either. The package of policies designed to support Hubei provides strong backing for its development. The great spirit displayed during the fight against the pandemic is transforming into a powerful driving force for progress. At the same time, as the province hardest hit by the pandemic and under the longest period of control, it faces many challenges in recovering and achieving high-quality development after the outbreak. Overall, during the 14th Five-Year Plan period, our province will be in a phase characterized by overlapping strategic opportunities, the realization of policy benefits, optimization of development strategies, the accumulation of momentum ready to be unleashed, and improvements in provincial governance. The opportunities outweigh the challenges, offering very promising prospects. The entire province must focus on the \"two overarching situations,\" deeply understand the new changes in the development environment faced by our province, enhance awareness of both opportunities and risks, and make full use of Hubei’s advantages as a major economic, scientific, educational, and agricultural province. It is necessary to seize time, opportunities, and resources, accurately recognize changes, respond to them scientifically, and take proactive steps to address them; by relying on the certainty of its own development, the province can cope with the uncertainties in the external environment, striving to turn crises into opportunities and create new prospects amid changing circumstances. 4. By 2035, basically achieve the long-term goals of socialist modernization. Looking ahead to 2035, the economic, technological, and overall strength of our province will see a significant increase; the per capita GDP will reach the level of moderately developed economies. The proportion of the middle-income group has increased significantly; the quality of life for the people has improved markedly, and solid progress has been made toward common prosperity. A green production and lifestyle has been widely adopted, the ecological environment has improved significantly, and a beautiful Hubei has been largely established. The modernization of the provincial governance system and governance capabilities has been largely achieved; the development of a civilized, safe, and honest Hubei has reached a higher level, and a law-based Hubei, as well as a law-based society, have been essentially established. With the ultimate goal of meeting the people’s ever-growing needs for a better life, we balance development and security, accelerate the construction of a modern economic system, contribute to the formation of a new development pattern, and strive to become an important node in China’s domestic economic cycle as well as a strategic link in both domestic and international economic circulations. We promote the modernization of regional governance to ensure stable and sustainable economic growth and social harmony. We are committed to turning Hubei into a key strategic hub for the development of the central region, taking the lead in transforming the mode of economic development, and striving to write a new chapter in Hubei’s high-quality development in the new era, thus laying a solid foundation for the comprehensive construction of a socialist modern society. 6. Principles that must be followed in the economic and social development of our province during the 14th Five-Year Plan period. ——Adhere to the Party’s overall leadership. We will strengthen forward-looking thinking, comprehensive planning, strategic deployment, and overall advancement, focus on consolidating foundations, leveraging strengths, addressing weaknesses, and improving shortcomings. We will pay attention to preventing and mitigating major risks and challenges, so as to achieve a balance among development quality, structure, scale, speed, efficiency, and safety. 7. The main goals for the economic and social development of our province during the 14th Five-Year Plan period. Aiming at the long-term goal for 2035, and taking into account the development stage, environment, and conditions of our province, we will strive to achieve the following key objectives over the next five years. ——The overall strength has reached a new level. The province’s total economic output exceeded 6 trillion yuan. A modern industrial system has been basically established, and the role of market hubs has been further strengthened. The province has initially become an important national center for scientific and technological innovation, advanced manufacturing, commerce and logistics, as well as a regional financial hub. It leads the country in development driven by innovation. Significant progress has been made in building a strong manufacturing province, a strong agricultural province, and a province with high standards in quality control. Significant progress has been made in ecological protection and green development within the Yangtze River Economic Belt. Wuhan’s East Lake High-Tech Zone and Yangtze River New Area are planned and developed to high standards, while the areas along the two rivers and their banks are systematically planned and upgraded. Enhance the capacity of Wuhan’s headquarters economy, research and development, design, and sales markets to serve and drive industrial development, technological innovation, and opening up across the province. Promote the orderly relocation of capital- and technology-intensive as well as labor-intensive industries within the province, and explore the establishment of a mechanism for sharing benefits. To create an upgraded version of the Wuhan city cluster, a sound mechanism for coordinated advancement will be established, and plans for urban integration will be formulated. By focusing on the Optics Valley Science and Technology Innovation Corridor, the Aviation Port Economic Comprehensive Experimental Zone, and the development of Wuhan New Port, efforts will be made to foster a modern metropolitan area around Wuhan characterized by complementary urban functions, optimal allocation of resources, industrial cooperation, convenient transportation, equitable public services, and a harmonious and livable environment, thereby accelerating the process of urban integration within the Wuhan city cluster. 9. Strengthen the “dual-drive” approach. Adhere to a clustered and fan-shaped development approach, promote the transformation of the \"Xiangshi-Suizhou-Shenzheng\" and \"Yichang-Jingmen-Jingzhou-Enshi\" urban clusters from a point-axis pattern to a fan-shaped pattern, and establish two \"wings\" in the north and south to support the high-quality development of the entire province. Strengthen the development of Xiangyang and Yichang as provincial sub-capital cities; support Xiangyang in accelerating its growth into a central city in the Han River basin, and support Yichang in becoming a regional central city in the upper and middle reaches of the Yangtze River, thereby enhancing their overall strength and enabling them to play a leading role in driving development in the surrounding areas. It supports the \"Xiangshi Suishen\" urban cluster in implementing the development strategy for the Hanjiang Ecological Economic Belt, aims to create a high-quality economic development zone focused on industrial transformation and upgrading as well as advanced manufacturing, and seeks to establish it as an important link connecting the urban clusters in the middle reaches of the Yangtze River, the Central Plains region, and the Guanzhong Plain. It supports the \"Yi-Jing-Jing-En\" city cluster in implementing the development strategy for the Yangtze River Economic Belt, aims to create a high-quality economic belt characterized by a green economy and strategic emerging industries, and seeks to establish it as an important link connecting the cities in the middle reaches of the Yangtze River with the Chengdu-Chongqing twin-city economic zone. Advance the interconnection of infrastructure, mutual promotion of industrial development, joint protection and management of the ecological environment, shared construction of public services, and open cooperation for mutual benefit within the urban clusters of \"Xiangshi-Suizhou-Shenzheng\" and \"Yichang-Jingmen-Jingzhou-Enshi\", in order to accelerate integrated development. Promote planning coordination, complementary advantages, and optimized layout among the \"Xiangshi Suishen\" and \"Yijing Jing’en\" city clusters as well as the Wuhan urban agglomeration, to achieve coordinated development. 10. Promote “holistic coordination”. We must adhere to a combination of overall and targeted support, with efforts being made at multiple fronts. Accelerate the advancement of people-centered new urbanization, respect and treat cities with care, strengthen life-cycle management, and speed up the development of livable, resilient, smart, green, and culturally rich cities. Advance urbanization by using county towns as key hubs, fostering population concentration, industrial clustering, functional integration, and efficient use of resources. Leverage the role of small towns in connecting urban and rural areas. Vigorously develop the county-level economy by fostering “one product per county” and “one industry per county” based on local conditions. This will help create a number of industrial clusters with distinct characteristics, high concentration, strong interconnections, and strong competitiveness, thereby promoting the efforts to “advance the top 100 counties, strive for even greater achievements among them, and cultivate potential candidates for the top 100.” Support the revitalization and development of old revolutionary areas, and promote cohesive development in ethnic regions. Deepen the targeted cooperation between the Danjiangkou Reservoir area and Beijing, and further improve efforts in aiding Tibet and Xinjiang. IV. Uphold innovation as the primary driving force and boost new drivers of development. Keep innovation at the core of all aspects of development; focusing on the \"four orientations,\" thoroughly implement strategies to strengthen the province through science, education, talent, and innovation. Align the innovation chain with the industrial chain, and arrange the industrial chain around the innovation chain, thereby improving the ability to convert money into assets and assets into money, and accelerating the construction of a province strong in science and technology. 11. Strengthen the principal role of enterprises in innovation. Facilitate the aggregation of various innovation elements within enterprises, and encourage them to become the main actors in making technological innovation decisions, investing in research and development, organizing scientific research, and translating results into practical applications. Strengthen collaborative innovation among industry, academia, and research institutions; support enterprises in taking the lead in integrating innovative resources from universities, research organizations, and upstream and downstream enterprises, in order to accelerate the establishment of high-level industrial innovation consortia. Optimize the recognition mechanism for high-tech enterprises to promote their high-quality development. Strengthen fiscal and tax policy support, leverage the role of entrepreneurs, and encourage enterprises to increase investment in research and development, as well as to carry out applied basic research, technology development and integration, and the pilot testing and industrialization of research results. Accelerate the upgrading of various innovation and entrepreneurship platforms toward professionalism and refinement, and support the innovative development of small, medium, and micro enterprises. Vigorously develop the technology service industry and improve the public service system for corporate innovation. 14. Unleash the innovation and entrepreneurship vitality of talents. Deepen reforms to the talent development system and mechanisms, cultivate, attract, make effective use of, and retain talents in all aspects, and build a high-level team of innovative and entrepreneurial talents. Focusing on cultivating and attracting talent for the industry, using the aggregation of talent to promote industrial development, and leveraging industrial development to attract more talent. Strengthen the cultivation of innovative, applied, and skilled talents, and advance the development of talent pools such as strategic science and technology professionals, leading scientists and technologists, young scientists and technologists, and highly skilled workers. We will make further efforts to encourage college graduates to stay in Hubei for employment and entrepreneurship, actively attract high-level talents and innovative teams, and improve policies to support these talents in terms of housing, children’s education, healthcare, and social security. We will implement the project for the inheritance and development of major historical sites in the Jingchu region, advance the construction of the Long March Cultural Park (Hubei section), and revitalize Wuhan as a major hub for opera, thereby highlighting the unique charm of Jingchu culture. Regularly carry out cultural initiatives aimed at benefiting the public, such as the “Jingchu Red Arts Cavalry” and “Culture to Every Home” programs. The “Double Ten Project” for the comprehensive protection of the Yangtze River: Implementing ten key initiatives for the protection of this river in Hubei, such as shutting down, reforming, or relocating chemical enterprises along the riverbank, addressing polluted urban water bodies, and controlling agricultural non-point source pollution. Additionally, there are ten strategic measures to promote green development in the Yangtze River economic belt (accelerating the development of green industries, creating comprehensive green transportation networks, building green and livable towns, promoting circular development in industrial parks, establishing models for green development, exploring ways to put the concept of “lucid waters and lush mountains” into practice, developing core areas for international green tourism along the Yangtze River, advancing green finance, supporting the development of green trading platforms, and promoting green lifestyles and consumption patterns). 2. The “Four Threes” major ecological projects: Starting from the end of 2017, our province has made every effort over three years to advance the “toilet revolution,” targeted desertification control, the treatment of domestic wastewater in towns and villages, and the harmless disposal of municipal solid waste in both urban and rural areas. 3. Three Rivers, Four Ridges, A Thousand Lakes, and One Plain: The three rivers are the Yangtze River, the Han River, and the Qingjiang River. The four zones represent the four ecological barriers: the Dabie Mountains area in northeastern Hubei, the Qinling-Bashan Mountains area in northwestern Hubei, the Wuling Mountains area in southwestern Hubei, and the Mufu Mountains area in southeastern Hubei. The Thousand Lakes refer to all types of lakes, reservoirs, and wetlands in the province. One plain is the Jianghan Plain. 4. “Four orientations”: oriented towards the global frontiers of science and technology, the main economic fronts, **major needs, and the health and well-being of the people. 5. The “10, 100, 1,000, 10,000” project: Focusing on 10 key agricultural industries, it aims to cultivate 100 leading enterprises in specific sub-sectors and 1,000 growing enterprises, thereby helping nearly 10 million farmers increase their incomes. It involves the development of competitive agricultural industry clusters across the entire region and throughout the entire value chain, enabling farmers to participate in this value chain and reap greater economic benefits. 6. Three hubs, two corridors, three regions, nine channels: The three hubs refer to the development of Wuhan as an international comprehensive transportation hub, and Xiangyang and Yichang as national comprehensive transportation hubs ； The two corridors refer to the creation of comprehensive three-dimensional transportation corridors along the Yangtze River and Han River ； The three regions refer to the creation of three transportation development demonstration zones in western Hubei, central Hubei, and eastern Hubei ； The nine corridors refer to the optimization, improvement, and enhancement of nine major comprehensive transportation routes: the five vertical corridors in the north-south direction such as Jingjiu, Jingguang, Suiyue, Xiangjingyi, and Shi’en, as well as the four horizontal corridors in the east-west direction such as Fuyin, Huhanrong, Huhanyu, and Hangrui. 7. The Two Lakes and One River: the three provinces of Hubei, Hunan, and Jiangxi. 8. One River, Two Mountains: The Three Gorges of the Yangtze River, Shennongjia, and Wudang Mountain. 9. Integrated management of water resources: water pollution control, water ecosystem restoration, and water resource protection. 10. Three lines and one list: ecological protection red lines, environmental quality bottom lines, upper limits on resource utilization, and the list of ecological and environmental access criteria. 11. Development of high-quality vocational education: In March 2019, the Ministry of Education and the Ministry of Finance, with a view to improving vocational education in the new era, proposed implementing a plan for building high-level vocational colleges and programs with Chinese characteristics. 12.
