**The Guizhou Provincial Party Committee has earnestly studied and implemented the spirit of the Fifth Plenary Session of the 19th Central Committee of the Party. In light of the actual conditions in Guizhou, it puts forward the following suggestions regarding the formulation of the 14th Five-Year Plan for national economic and social development as well as the long-term goals for the year 2035. I. Historic achievements were made in Guizhou’s economic and social development during the 13th Five-Year Plan period. During this period, faced with an increasingly complex situation characterized by risks, challenges, and uncertainties both at home and abroad, under the strong leadership of Comrade ** as the core of the **** leadership team, the provincial Party committee united and led people of all ethnic groups in the province. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, they thoroughly implemented the important instructions of ****, remained true to their original aspirations and missions, kept in mind the entrusted responsibilities and strived forward with gratitude. They strengthened the “four consciousnesses,” firmened up the “four confidences,” and ensured adherence to the “two upholds.” Adhering to the new development concept and the general principle of making progress while maintaining stability, they focused on poverty alleviation as the key to driving economic and social development, carried out three major campaigns, promoted three strategic initiatives, and established three ****-level pilot zones. The goals and tasks set out in the 13th Five-Year Plan are on the verge of being achieved, and success in building a moderately prosperous society in all respects in line with the national schedule is within sight, laying a solid foundation for embarking on a new journey toward fully building a modern socialist country. The achievements made in Guizhou’s development have been praised by **** as a reflection of the rapid progress made in the Party’s cause since the Party’s * era. Over these five years, we have united our efforts and overcome difficulties to accomplish three major tasks of great significance and far-reaching impact. First, is to tear off the label of absolute poverty that has persisted for thousands of years. All 66 impoverished counties have been lifted out of poverty; over 5.07 million people have been freed from poverty over a period of five years, and nearly 2 million people have been relocated as part of poverty-alleviation programs. These figures represent the highest numbers of people helped to escape poverty and those who were relocated in the country. The drinking water safety issues of 7.41 million rural residents have been fully resolved, and 78,700 kilometers of hardened roads have been built to connect every village in rural areas. For four consecutive years, the assessment of the effectiveness of poverty-alleviation efforts has been rated as “good,” thus contributing to the creation of a remarkable chapter in China’s poverty-reduction story on the land of Guizhou. Second is overcoming the COVID-19 pandemic, which has not been seen in nearly a century. We have resolutely implemented measures such as the \"four early actions\" and \"four concentrations,\" achieving full coverage of nucleic acid testing for key populations first, lifting traffic restrictions within the province first, and resuming work, production, and school activities first. As a result, our province has become one of those with effective pandemic control and strong economic recovery. Third, maintain the nation’s leading economic growth rate over the past decade. The economic growth rate has ranked among the top 3 in the country for nine consecutive years, and it has been in first place for the past three years. The regional GDP rose from 25th place nationwide in 2015 to 22nd place in 2019, while the per capita regional GDP improved from 29th place to 25th place, marking a historic breakthrough in terms of advancement. Over these five years, we have pooled our efforts and worked hard to catch up, driving all aspects of our work forward by big strides. First, industrial development is making great strides forward. The rural industrial revolution is advancing steadily; twelve agricultural industries with distinctive advantages are developing rapidly. The \"Double Thousand Project\" and the ten initiatives aimed at revitalizing industrial sectors are being implemented effectively, and the growth rates of agricultural added value as well as that of industrial output above a certain scale remain among the highest in the country. The ten key initiatives for the innovative development of the service sector work together, driving explosive growth in the tourism industry. Second, infrastructure is making great progress. It was selected as one of the first pilot areas for building a strong transportation nation; the length of high-speed rail tracks in this area is 1,550 kilometers, making Guiyang one of the top ten high-speed rail hubs in the country. The length of highways in use is 7,600 kilometers, ranking 4th in the country. The annual passenger volume for civil aviation has exceeded 30 million people. The length of high-class waterways has exceeded 1,000 kilometers. A number of large and medium-sized reservoirs have been completed or are under construction, essentially ensuring that every county has a medium-sized reservoir. The power generation capacity has exceeded 70 million kilowatts, with the **new round of rural power grid upgrades completed a year ahead of schedule. 60 counties have access to natural gas. Third, big data is making great strides forward. By promoting the “four enhancements” and “four integrations” and achieving the “six major breakthroughs,” the digital economy has maintained the first place in the country in terms of growth rate for five consecutive years, and its contribution to job creation has been ranked first nationwide for two consecutive years. A number of big data centers belonging to various ministries, industries, and leading enterprises have been established in Guizhou, giving rise to the Guizhou·South China Data Center Demonstration Base. All administrative villages have full coverage of 4G networks and fiber-optic broadband, 5G has officially entered commercial use, and Guiyang has become an important hub for the Internet. The regional innovation capacity rose from 22nd in the country in 2015 to 16th in 2019. Fourth, ecological construction has made great progress. In cities at the county level and above, the proportion of days with good air quality reaches 98.3%, the forest coverage rate is 60%, and the quality of water in the outlets of major rivers is excellent in 100% of cases. “The \"Double Ten Project\" is being advanced with great momentum; the practice of determining production volumes for phosphorus chemical enterprises based on slag production was implemented first, and the reduction in energy consumption per 10,000 yuan of regional GDP ranks among the highest in the country. It ranks first in the country in terms of the number of World Natural Heritage sites, second in terms of public satisfaction regarding ecological civilization, and the Guiyang International Forum on Ecological Civilization has become an important international platform for promoting the concepts of ecological civilization. Fifth, reform and opening up have made great strides forward. Progress has been made in advancing supply-side structural reforms, and innovative approaches have been adopted to carry out the “three transformations” in rural areas. Reforms in the judicial system, the ecological civilization framework, and the “decentralization, regulation, and service improvement” initiatives are at the forefront nationwide. The new mechanisms for operating the energy industry have proven effective, and positive results have been achieved in the development of the new land-sea corridor in the western region. The construction of the “1+8” tiered open innovation platforms is accelerating, and major international events such as the Digital Economy Expo, the Wine Expo, and the International Mountain Tourism and Outdoor Sports Conference have yielded significant results. Sixth, there has been significant progress in people's well-being and the level of social governance. Continue to carry out effectively the “ten practical measures for people’s well-being.” The growth rate of per capita disposable income of residents has consistently remained among the highest in the country, and the employment situation continues to improve. The western region was the first to achieve basic balanced development of compulsory education at the county level, with the coverage and accessibility rate of preschool education exceeding the national average. The Healthy Guizhou initiative has been implemented in depth, with the country’s first unified remote medical service system at the provincial, municipal, county, and township levels, as well as a mountainous emergency medical rescue system covering the entire province, being established. Achieve full coverage of sports facilities in towns, townships, and administrative villages. A social security system covering urban and rural residents has been basically established. Defense mobilization and the development of reserve forces are progressing steadily, and efforts to support both the military and the people have been highly effective. Positive results have been achieved in preventing and mitigating major risks; the situation regarding public order continues to improve, the overall social environment remains safe and stable, the social governance system has been further enhanced, and the level of development in creating a safe Guizhou has continued to rise, resulting in a significant increase in the sense of fulfillment, happiness, and security among the people. Over these five years, we have maintained focus, improved discipline, and fostered a clean and upright political environment. Fully implement the general requirements for Party building in the new era, resolutely advance the comprehensive and strict governance of the Party at a deeper level, normalize and institutionalize the \"Study the Party Constitution, Study Party regulations, and Be a qualified Party member\" education campaign, carry out in earnest the theme education of \"Remaining true to our original aspiration and keeping our mission firmly in mind,\" and vigorously foster and promote the spirit of Guizhou in the new era; \"Remembering the mandates and striving with gratitude\" has become the guiding principle of Guizhou in this new era. To this end, we must always uphold and carry forward these principles, following the guidance set by ****, working generation after generation, sticking to the same plan from start to finish, moving from victory to new victories, and achieving new glories for Guizhou on this new journey. II. Comprehensively and accurately understand the challenges and tasks faced by Guizhou in the new era. The 14th Five-Year Plan period is the first five-year phase following the completion of building a moderately prosperous society in all respects and the achievement of the first centenary goal; it is a time to build on this success and embark on a new journey toward fully building a modern socialist country, with the aim of achieving the second centenary goal. To scientifically plan the goals, approaches, measures for development during the 14th Five-Year Plan period as well as the long-term objectives for 2035, it is essential to carefully assess the current situation, seize development opportunities, actively address challenges, maintain strategic focus, uphold confidence in success, and strive to embark on a new journey toward comprehensively building a modern socialist society. 1. Opportunities and challenges. The world today is undergoing profound changes on a scale not seen in a century. A new round of scientific and technological revolution and industrial transformation is advancing rapidly, and the balance of international power is shifting significantly. Peace and development remain the themes of our time; at the same time, the international environment is becoming increasingly complex, with greater instability and uncertainty. Our country’s development is still in an important period of strategic opportunity, but both opportunities and challenges have undergone new changes. The economy is on a positive trajectory for the long term, and there are various advantages and conditions that support further development. Overall, the general domestic and international environment is favorable for the development of our province. We need to enhance our awareness of opportunities and risks, be adept at seizing opportunities in crises and creating new prospects amid changes, seize these opportunities, build on the existing momentum, and further strengthen and improve the province’s positive development trend. 2. General requirements. Holding high the great banner of socialism with Chinese characteristics, we thoroughly implement the spirit of the Party’s * and the second, third, fourth, and fifth plenary sessions of the 19th Central Committee. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we fully apply the Party’s basic theories, lines, and strategies. We earnestly carry out the important instructions given by **** regarding work in Guizhou, keeping those instructions in mind and striving forward with gratitude. We advance the overall strategy of \"five-sphere integration\" and coordinate the implementation of the \"four-pronged comprehensive strategy.\" Based on the new stage of development, we adopt new development concepts and integrate into the new development pattern. Adhering to the general principle of making progress while maintaining stability, we prioritize high-quality development as the overarching goal, firmly upholding the bottom lines of development and ecological protection. We vigorously implement the three strategic initiatives of rural revitalization, big data development, and ecological protection. We push forward with new forms of industrialization, urbanization, agricultural modernization, and tourism development. We balance development and security, consolidate and expand the achievements made in poverty alleviation, and continue to fulfill the people’s aspirations for a better life. We resolutely pursue a path of development that differs from that of the eastern regions as well as other western provinces, laying a solid foundation for building a modern socialist society and striving to create a new future for Guizhou characterized by prosperous lives and beautiful ecosystems. 3. Main objectives. “During the 14th Five-Year Plan period, we must adhere to the principles of upholding the Party’s overall leadership, putting the people at the center, adhering to the new development philosophy, deepening reform and opening up, and adopting a systematic approach, in order to strive to achieve the following goals. ——Economic development has reached a new level. While achieving a significant improvement in quality and efficiency, maintain an economic growth rate higher than the national average. **New significant breakthroughs have been achieved in the development of big data comprehensive pilot zones, with continuous improvements in independent innovation capabilities. Significant progress has been made in the reform of market-based allocation of factors, rural reforms have continued to deepen, and market entities have become more dynamic. ——The level of social civilization has reached a new height. The core socialist values have taken root in people's hearts, and the people's ideological and moral standards, scientific and cultural literacy, as well as physical and mental health have improved significantly. Cultural traditions such as red culture, ethnic culture, and ecological culture continue to be passed down and developed; the level of social civilization has improved significantly. The public cultural service system and the cultural industry sector have become more robust, while the spiritual and cultural life of the people has become increasingly rich. Looking ahead to 2035, our province will, in line with the rest of the country, basically achieve socialist modernization, and build a vibrant Guizhou with a more developed economy, a more beautiful environment, a more prosperous culture, a more harmonious society, and happier people. Promote the transformation of basic materials into new materials, continuously optimize the industrial structure of steel, alloys, etc., and advance the expansion of industrial chains for aluminum, magnesium, titanium, manganese, gold, and other materials. Accelerate the development of the high-end advanced equipment manufacturing sector, focus on advancing the aviation, aerospace, and automotive industries, vigorously develop the power equipment, engineering, and mining machinery industries, and actively foster the growth of industries related to mountain farming machinery and food processing equipment, intelligent equipment, as well as other specialized types of equipment. Vigorously promote the optimization of production capacity and product upgrading in the new building materials industry, adhere to the principles of energy conservation, environmental protection, and low carbon emissions, and build it into a model industry for green development. Accelerate the development of processing for eco-friendly specialty foods, increase the added value of these products, and strengthen the image of \"Guizhou green foods\". Fully leverage the unique advantages of ethnic medicine, promote the deep processing of traditional Chinese medicinal materials, strengthen and improve the use of traditional Chinese and ethnic medicines, foster the development of biomedicine, and advance the research, development, and industrialization of new products derived from biological resources and drugs. Strengthen the big data and electronic information industry. 5. Focus on optimizing the industrial layout. Taking advantage of its geographical location and its early leadership in big data, central Guizhou should focus on developing the big data and electronic information industries as well as the advanced equipment manufacturing sector, in order to build itself into a \"Digital Valley of China\" and a hub for advanced equipment manufacturing. Qianbei should build on its industrial advantages by focusing on the development of high-quality tobacco and alcohol products, and continue to establish itself as the core area of a world-class baijiu industry hub featuring soy-flavor liquor. Bi Shuixing should leverage its resource advantages to focus on developing industries related to basic energy, clean and efficient power generation, and basic materials, while accelerating the construction of a major national corridor for energy and mineral resources. “Ethnic regions such as the “Three States” should leverage their ecological advantages to focus on developing ethnic medicine and eco-friendly specialty food industries, and accelerate the establishment of themselves as important national bases for the green food industry. Accelerate the development of the information technology services industry cluster in Guiyang, the new functional materials industry cluster in Tongren, and the national demonstration zone for industrial transformation and upgrading in Liupanshui. Implement a project to rebuild the industrial foundation, address the weaknesses in the industrial and supply chains, and create industrial and supply chains that possess greater innovation capacity, higher added value, and improved reliability. 6. Foster and strengthen enterprise entities. Build an industrial ecosystem in which large enterprises and small and medium-sized enterprises collaborate in innovation, share resources, and achieve integrated development. Accelerate the establishment of a tiered cultivation system for high-quality enterprises. Foster leading enterprises that occupy the mid- to high-end segments of the industrial chain, and cultivate a batch of industry leaders with annual revenues in the tens or even hundreds of billions, which possess strong competitiveness. Precisely attract and nurture a group of “hidden champions,” “single-product champions,” and unicorn enterprises. Actively promote the integrated development of large, medium, and small enterprises, give full play to the leading role of key enterprises as \"lead birds,\" encourage small and medium-sized enterprises to focus on specific niche markets, concentrate on developing their core businesses, and pursue a path of specialization, refinement, uniqueness, and innovation. Leverage the strategic role of the state-owned economy, strive to turn the Moutai Group into the first company in the province to be listed among the Fortune Global 500, and help companies such as the Phosphorus Chemical Group, Panjiang Coal and Electricity Group, and Wujiang Energy Group to grow and become stronger. IV. Vigorously promote new-type urbanization and build a high-quality urban system. Adhere to a new-type urbanization approach that puts people at its core, carry out initiatives to enhance urbanization, plan production, living, and ecological spaces in a scientific manner, emphasize the characteristics of mountainous areas, improve the mechanisms for integrated urban-rural development, and create a regional economic development pattern characterized by complementary advantages. 7. Optimize the development pattern of new-type urbanization. Accelerate the establishment of a new urbanization spatial pattern centered on the Qianzhong city cluster, with Guiyang and Gui’an as its leading hubs; the Guiyang–Gui’an–Anshun metropolitan area and the Zunyi metropolitan area as the core growth poles; other regional central cities in various prefectures and states as key elements; county towns as important platforms; and the cities along the Qian border region and characteristic small towns as supporting forces. Support the development of Guiyang, strictly enforce urban planning, improve urban management levels, promote integrated development between Guiyang and Gui’an, and enhance the prominence of this provincial capital city. It supports Zunyi in strengthening its capabilities for development, so that it can work together with Guiyang to create a successful \"twin-city story\". Support the Bijie Pilot Area in becoming a demonstration zone for implementing the new development concept. It supports the central cities in other cities (provinces) to become more excellent and distinctive, thereby creating regional central cities with greater driving force. Explore ways to promote the development of urban belts along the borders of Guizhou, such as Renhuai–*Shui–Chishui, Qixingguan–Weining, Shuicheng–Panzhou, Xingyi–Xingren, Dushan–Libo, Liping–Rongjiang, and Bijiang–Songtao. Deeply implement initiatives to build livable county towns, and foster the development of a number of key supporting cities with industrial foundations located at transportation nodes and hubs. Actively develop a number of small green towns that are efficient, beautiful, prosperous, and distinctive. Advance the transformation of counties into cities and the conversion of counties (cities) into districts in an orderly manner, and carry out adjustments to the administrative divisions of towns and townships in a rational way. Deepen the reform of the household registration system and accelerate the urbanization of the rural migrant population. 8. Expand and strengthen the urban economy. Adhere to the approach of gathering industries in cities, using industries to boost city development, and integrating industry with urban areas; elevate the level of industrial development, accelerate the aggregation of innovative elements, create a \"driving engine\" for cities, and enhance the capacity of towns and cities to support populations, stimulate domestic demand, and improve their competitiveness. Expand and strengthen the industrial economy in towns and cities, promote the integrated development of industrial parks and these towns, encourage the concentration of industrial activities in parks, and improve the productivity of these parks. Accelerate the development of the urban service economy, and vigorously promote the growth of modern logistics in cities, urban cultural and tourism industries, urban financial services, urban health and elderly care industries, as well as urban exhibition industries. Actively develop the urban consumer economy, improve the quality of urban consumption, innovate urban consumption patterns, and optimize the urban consumption environment. Effectively increase the supply of affordable housing to promote the healthy development of the real estate market. Vigorously develop the innovative economy in urban areas, support urban high-tech zones in aggregating innovation resources, build innovation platforms, foster and attract high-tech enterprises, and establish more innovation and entrepreneurship bases. Make every effort to develop the county economy and promote its transformation into an urban economy. 9. Comprehensively improve the quality of towns and cities. Vigorously improve the quality of urban infrastructure, housing, basic public services, the ecological environment, and social governance. Strengthen the protection and utilization of famous historical and cultural cities, towns, districts, and buildings. Widespread efforts are being made to develop \"smart cities\" and \"smart communities\"; digital twin city constructions are carried out in key areas, urban ecological restoration is promoted, and urban functions are improved. Accelerate the development of new infrastructure. Promote the development of new types of infrastructure and raise the level of innovation to national first-class standards, thereby establishing a development framework characterized by high speed, ubiquity, integration, and intelligence. Strengthen and improve local legislation, and refine the institutional mechanisms for local legislation. Deepen the reform of the comprehensive administrative law enforcement system, and improve the coordination mechanisms for such law enforcement as well as the links between administrative law enforcement, **supervision, and criminal justice. Improve and strengthen the legal supervision and guarantee system. Deepen the comprehensive reform of the judicial system and strengthen the construction of a supervision and restraint mechanism in the political and legal fields. Strengthen the whole population’s awareness of abiding by the law and enhance the effectiveness of the law popularization efforts during the Eighth Five-Year Plan period. Strengthen the development of regulatory systems that are related to and complementary to the Civil Code. Promote the experience of building a \"Law-based Bijie\". 54. Accelerate the innovation of social governance models. Advance the shift of the focus of social governance to the grassroots level, and delegate power and provide capabilities to them. Strengthen the grid-based management and services in urban and rural communities, vigorously foster the development of social organizations related to governance affairs, and explore the establishment of an incubation mechanism for community social organizations. Establish and improve a system for collecting public opinions. Innovate and improve the mechanism for using technology to support social governance, develop intelligent platforms for social governance, and establish a comprehensive information system, as well as systems for command and coordination and joint response at the grassroots level. 55. Prevent and resolve major risks. Strengthen the early warning, prevention, control mechanisms, and capacity building for economic security risks. Strictly implement the series of policies on **debt management, improve local **debt management mechanisms, and establish a sound and sustainable **investment framework. Strengthen the identification and assessment of financial risk vulnerabilities to firmly uphold the bottom line against systemic financial risks. Prevent and resolve major risks in the social sphere, improve the system for assessing the impact of major decisions on social stability, enhance the comprehensive mechanisms for preventing, resolving, and managing social conflicts and disputes, and do a good job in handling petitions. Establish a system for identifying public safety hazards and implementing safety prevention and control measures; improve the social early-warning mechanisms for public health emergencies as well as the response mechanisms for severe epidemics; and refine the mechanisms for jointly addressing public safety emergencies by military and civilian agencies. Effectively prevent biosecurity and data security risks. Prevent and mitigate the risks of geological disasters and natural disasters. Improve the management system and operational mechanisms for disaster prevention, mitigation, and relief; implement projects for relocating people to avoid geological disasters; and establish a five-level disaster emergency response system at the provincial, municipal, county, township, and village levels. Protect the lives and property of the people, improve the safety standards for products and services related to public health such as food and drugs, implement a three-year action plan for special efforts in ensuring safe production, prevent and address major safety risks in areas such as transportation and coal mining, and resolutely curb the occurrence of serious and catastrophic accidents. 15. Uphold and strengthen the Party’s overall leadership to provide a solid guarantee for high-quality development. Resolutely safeguard the authority of the **** and its centralized, unified leadership; fully implement the general requirements for Party building in the new era as well as the Party’s organizational principles for that era. Uphold and improve the institutional mechanisms through which the Party guides economic and social development, in order to build a strong collective force to promote high-quality development. 56. Improve the capacity of Party organizations at all levels to lead high-quality development. We will implement the Party’s requirements to set the direction, plan for the overall situation, formulate policies, and promote reform. We will study and apply in depth Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, resolutely carry out the important instructions given by **** regarding work in Guizhou, strengthen the \"four consciousnesses,\" firm up the \"four confidences,\" and uphold the \"two upholds.\" We will improve an organizational structure that ensures seamless coordination from top to bottom and effective implementation, so as to guarantee the effective execution of ****’s decisions and arrangements. A comprehensive cadre assessment system aimed at promoting high-quality development across the province shall be established; concepts, approaches, and methods for party organizations at all levels to lead economic work shall be innovated; and greater coordination shall be exerted over economic and social development. Improve the working mechanisms of Party committees for studying economic and social development as well as major policies and guidelines, and strengthen research on significant economic and social issues. Improve the decision-making consultation mechanism. Adhere to the simultaneous efforts of building the Party through ideology, strengthening it through discipline, and governing it through systems; maintain a strict tone as a long-term principle; advance the comprehensive and strict governance of the Party in depth; and continuously enhance the Party’s ability to self-purify, self-improve, self-renew, and self-enhance. We will persevere in implementing the spirit of the Central Committee’s eight-point regulations, continuously address formalism and bureaucracy, and effectively reduce the burden on grassroots levels. Deepen political inspections and audits. Strengthen the development of mass organizations and give full play to the bridging role of people’s organizations such as trade unions, the Communist Youth League, women’s federations, disability associations, and the Red Cross. Improve the quality of the Party’s oversight of military affairs, and do a good job in national defense mobilization, matters related to veterans, as well as efforts to promote mutual support between the military and the public. It supports the modernization of the People’s Liberation Army and **forces stationed in Guizhou, and accelerates the in-depth development of integration between the military and civilian sectors. 58. Effectively strengthen grassroots work. Strengthen the construction of grassroots Party organizations and promote the standardization and regularization of Party branches. Classify and advance the construction of Party organizations in areas such as rural areas, cities, government agencies, schools, state-owned enterprises, public hospitals, non-public economic organizations, and social organizations under the new circumstances, in order to expand the effective reach of the Party’s organizations and work.
