01. Purpose: It is of great significance to standardize employees’ organization of the production site, achieve balanced, safe, and civilized production, improve professional competence, enhance economic efficiency, and attain high quality, high efficiency, and low consumption. 02. Scope: All production workshops in the Pressure Vessel Production Department of Jin Dun. 03. Content 1. Quality Management: Each workshop shall strictly comply with the provisions of the Procedure Documents, fulfill its own responsibilities, and coordinate tasks. The key processes are strictly controlled in accordance with the provisions of the Procedure Documents; in the event of any abnormalities, their causes must be identified and resolved promptly to ensure that quality remains in a stable and controlled state at all times. The \"three-inspection\" system (self-inspection, mutual inspection, and patrol inspection) must be strictly implemented. Operators are required to conduct self-inspections on the products they produce; only after passing such inspections can the products proceed to the next stage of production. The subsequent stages shall inspect the products from the previous stage, and have the right to reject any products that do not meet the standards. In the event of a quality incident, it is not permissible to let go until the responsible party is identified; it is not permissible to let go until the cause of the incident is resolved; and it is not permissible to let go until preventive measures are established. The workshop is responsible for the quality of the products it produces, ensuring that substandard materials are not used in production and that defective semi-finished products do not proceed to the next stage of processing. Strictly separate the “three zones” (zone for items to be processed, zone for scrapped items, and zone for item circulation), ensuring clear labeling, accurate quantities, and timely processing. 2. Process management: Strictly implement the process specifications. New workers and those changing jobs receive training in the skills required for their positions; they may start working only after passing examinations and under the supervision of a mentor. The Production Technology Department conducts regular inspections to ensure compliance with procedural rules. Strictly adhere to production in accordance with standards, processes, and drawings; the process parameters and technical requirements specified in the drawings and process documents must be strictly followed and carefully implemented. Inspections shall be carried out as required, and records must be kept. Upon entry into the workshop, raw materials, semi-finished products, and accessories are first subject to self-inspection; they can only be used in production if they meet the standards or have undergone approval procedures for conditional acceptance, otherwise they shall not be used in production. Strictly adhere to standards, drawings, and product manufacturing requirements. Any modifications or changes must be submitted as an application; after being tested and evaluated, they must be approved by the Technical Department before they can be used in production. Rationalization suggestions, technical improvements, and the use of new materials must undergo testing, evaluation, and approval before they can be included in relevant technical and process documents and used in production. Newly manufactured tooling must be inspected and tested; only when no abnormalities are found and the first piece produced meets the requirements can it be put into production. The production department should maintain records of molds and tooling, follow the established procedures for their issuance, maintenance, and disposal, and keep proper records of all activities. Use equipment, measuring tools, and workbench fixtures properly to maintain accuracy and optimal technical condition. 3. Fixed-position management: Items are placed in fixed locations, workpieces are arranged by area and category, and work station tools are used efficiently. Check frequently, transfer frequently, and clean frequently. Ensure that each item matches, with the transfer cards corresponding to the quantity of products. Strengthen the management of defective products: maintain records, ensure clear labeling, and handle them promptly. No items shall be placed in the emergency exit. Fire-fighting equipment should be placed in designated locations; it must not be used for other purposes, and the area must be kept clean and tidy. 4. Equipment management: Designated personnel are assigned to manage the workshop equipment. Strictly implement the company’s policies regarding the use, maintenance, and upkeep of equipment; earnestly follow the equipment maintenance procedures and strictly abide by the operating guidelines. Adopt the \"three-step method\" for equipment management: carry out daily cleaning, weekly maintenance, and monthly upkeep. After starting work each day, check the equipment’s control system and safety devices to ensure they are functioning properly; verify that the oil supply lines are unobstructed, that the oil pressure and level are within normal ranges, and apply oil according to the specified schedule. Only when everything is checked and found to be in order can the equipment be used for actual operations. The equipment inspection records and operation records are complete and thorough, with the accounts matching the records; they are filled out in a timely, accurate, and neat manner. Implement the requirement to operate key equipment only with the corresponding permit, ensuring that the permit matches the equipment. A strict equipment accident reporting system is in place: minor accidents must be reported to the production supervisor or company management within 3 days, while major accidents must be reported within 24 hours. Adhere to the eight requirements, namely: neatness, cleanliness, safety, and lubrication, and achieve the \"three excellences,\" \"four skills,\" and \"five disciplines.\" Mihoshi: Manage it well, use it well, and maintain it well. Four skills: namely, knowing how to use it, know how to maintain it, know how to inspect it, and know how to troubleshoot common faults. Five disciplines: namely, abide by safety operating procedures, keep the equipment clean at all times and refuel as specified, follow the shift handover system; take good care of tools and accessories to prevent them from getting lost; stop the machine immediately in case of any faults, and notify maintenance personnel to inspect and address them. During equipment operation, if any abnormalities are observed in the sound, temperature, or pressure of the equipment, they should be addressed promptly and reported; regular inspections, adjustments, and maintenance are necessary. When the operator leaves their post, the machine must be shut down; it is strictly prohibited for the equipment to run idle. Keep the equipment clean; soaking, splashing, dripping, or leaking is strictly prohibited. The equipment should have an operational control system, with complete and reliable safety devices. 5. Tool Management: Tools must match their records. For tools used personally on a long-term basis, the issue records must correspond to the actual tools; compensation is required for any losses. When using measuring instruments, handle them with care—do not strike the blades or disassemble tooling and molds recklessly. Various tools, measuring instruments, and cutting tools should be used in accordance with regulations; it is strictly prohibited to use them improperly or assign them to other purposes. Precision, valuable tools, and measuring instruments should be stored and used in strict accordance with regulations. Knocking, hitting, scratching, rusting, or deformation under pressure are strictly prohibited. Workshops must not use unqualified or damaged tools, measuring instruments, or cutting tools. 6. Personnel responsible for measurement management should strive to ensure that the measuring equipment is in good condition, accurate, clean, and submitted for inspection in a timely manner. The measuring tools must remain in good condition, and no parts or accessories must be missing. In the event of either of the above situations, they must be promptly sent to the Technical Quality Department for inspection, repair, and evaluation. The use of expired or substandard measuring tools is prohibited; they must be used correctly, handled with care, and must not be subjected to any collisions. After use, they should be wiped clean, oiled when not in use for an extended period of time, and stored properly. All self-made or newly purchased measuring instruments are sent to the Inspection Center of the Technical Quality Department for testing; once they pass the inspection, procedures for storage and issuance are carried out. It is strictly prohibited to use highly precise measuring tools to measure rough workpieces, nor shall they be used for other purposes; measuring instruments with illegal units are also not allowed to be used. Documents, reports, records, etc. must not use non-metric units. Any measuring instruments that need to be scrapped must be submitted for approval to the Technical Department. Each unit should reasonably equip itself with measuring instruments as needed. Those who fail to use measuring instruments in accordance with regulations or cause damage or loss to them shall be given criticism and education or fined, depending on the severity of the situation. 7. Energy management: Actively fulfill energy-saving responsibilities and conduct thorough evaluations. Carry out statistical accounting of energy consumption. Strictly implement the energy consumption quotas set by the company. Regularly check the operation of energy-consuming equipment to prevent leaks and wastage of water, eliminate the phenomenon of water running continuously, strictly control the preheating time of equipment, and avoid operating them without a load. Unauthorized connection of energy-consuming equipment, facilities, or appliances is prohibited. 8. Labor discipline: The workshop may formulate specific management rules in accordance with the company’s policies, and these rules shall be put into effect after approval by the supervising manager. The workshop ensures clear rewards and punishments, complete accounting records, and open and fair distribution. Strict on-site management is required, ensuring excellence in production tasks, technical quality, management work, labor discipline, and ideological work. Regularly and irregularly, internal self-inspections and corrections regarding processes, discipline, and product quality are carried out. Actively participate in technical training, carry out intensive on-the-job skill development, and strive to meet the requirements for job-related skills. Carefully fill out all records, control forms, and ledgers, ensuring they are timely, accurate, clear, complete, and standardized. 9. Civilized production: The workshop is clean and tidy; all charts are aesthetically pleasing, well-designed, filled in promptly and accurately; original records and logs are complete and filled out in accordance with regulations. Production records must be filled out accurately, including information such as the production team, product specifications, quantity produced, quantity that met quality standards, quantity scrapped, and team members. 5 to 10 minutes before quitting work, clean the floor, maintain the equipment, and arrange items properly. There should be no water accumulation, oil buildup, or dust on the workshop floor. The pipelines/wires in the workshop are arranged reasonably and installed neatly; any leakage, spillage, dripping or seepage is strictly prohibited. The covers of the pipe trenches in the workshop are intact, and there is no debris inside the trenches; they should be cleaned promptly, and blockages are strictly prohibited. In the workshop, workbench accessories, equipment attachments, workbenches, toolboxes, product racks, and various handling carts should all be placed in designated locations to maintain a clean and orderly environment. Proper lighting should be provided in the workshop; leaving lights on continuously, water flowing constantly, or fans running non-stop is strictly prohibited. Adhere to civilized management, production, operation at the work site, and take measures to eliminate issues such as bumps, scratches, and rust. Before leaving work each day, ensure that the equipment is properly maintained without being wiped clean, that workpieces are placed in order before leaving, that tools are neatly arranged after being counted, that relevant records are completed, and that the work area is cleaned thoroughly before departing. 10. Safe production: Strictly follow all safety operating procedures. Safety activities are carried out regularly, weekly meetings are held properly, and thorough rectifications are made from time to time to eliminate potential hazards. Adhere to the principle of \"safety first, prevention foremost.\" Wear protective equipment as required and strictly adhere to safety production protocols. Those working in special types of jobs must hold a special operation permit to be on duty. Apprentices and other trainees must operate under the supervision of a master; they are not allowed to work independently. Even if production and inspection records are filled out, they should be carefully checked after each shift, the work area should be cleaned up, doors and windows should be closed, and important materials must be properly managed to prevent loss. Persons not qualified for this type of work or not affiliated with this machine are not allowed to operate the equipment. Key equipment (such as CNC centers) must be under the supervision of dedicated personnel, kept clean, and must not be damaged. Fire-fighting equipment must be sensitive and reliable; it should be inspected and replaced regularly (both the equipment and supplies), with clear markings indicating its expiration date. Strengthen accident management by ensuring that no major near-misses are overlooked. Original accident records must be kept and reports submitted promptly; the records should be accurate, and reporting must be timely. In the event of an accident, it must be reported promptly in accordance with relevant regulations and procedures. 04. Rewards and Punishments: The Production Department conducts unannounced inspections of the production sites at least twice a week, assigning scores based on the aforementioned criteria. It also inspects each production site at the start and end of each workday, assigns scores according to those criteria, and publishes the results throughout the factory. For those whose overall score for the entire month exceeds 90 points, the top three winners will be rewarded with amounts of A yuan, B yuan, and C yuan respectively. If the award is received for three consecutive months, the prize amount is doubled. For those whose monthly score is below 60 points, the amount by which it falls short of 60 points will be penalized at D yuan per point, and they will be subject to notification. The bonuses and penalties for on-site workshop management are distributed together at the end of the month.
