Decisive achievements have been made in the fight against poverty: 5.5606 million rural poor people registered in the poverty alleviation programs have been lifted out of poverty, 8,502 poor villages have been removed from the list of poor areas, and 88 poor counties have ceased to be classified as such. 1.5 million people have managed to get rid of poverty by being relocated to other areas, thus breaking the cycle of poverty. Be fully aware of and firmly seize the important strategic period for China’s development. On the international stage, peace and development remain the themes of the times. Significant and complex changes are taking place in various aspects such as the international economy, technology, culture, security, and politics, meaning that China’s development faces an unprecedentedly complex environment. The fundamental trend of sustained economic growth remains unchanged, and the country is still in an important period of strategic opportunity. China possesses unique advantages in terms of governance, systems, development, and opportunities, which provide many favorable conditions for economic and social progress; however, it also faces numerous difficulties and challenges. From the perspective of our province, challenges and opportunities coexist, but the opportunities outweigh the challenges. In the whole province, synergies are gradually emerging in areas such as comprehensive transportation, industrial infrastructure, resource conditions, ecological environment, reform and innovation, and opening up to the outside world. The directions, goals, strategies, and measures for development have become clearer, the foundation for development is stronger, and the driving forces for development are more robust. In particular, with the emergence of a new development pattern characterized by a domestic cycle as the core, along with mutual promotion between the domestic and international cycles, major strategic initiatives and policies such as the Belt and Road Initiative, the development of the Yangtze River Economic Belt, and the large-scale development of the western region converge in Yunnan. Firmly uphold and practice the concept that lucid waters and lush mountains are invaluable assets; prioritize conservation, give priority to protection, and rely mainly on natural restoration. Resolutely safeguard the bottom line of natural ecological security, strengthen the ecological security barrier in the southwest, and enhance Yunnan’s reputation as a \"Kingdom of Plants,\" a \"Kingdom of Animals,\" and a \"World Garden.\" We will thoroughly implement the sustainable development strategy, strengthen the coordination mechanisms in the field of ecological civilization, deepen reforms to the ecological civilization system, promote a comprehensive green transformation of the province’s economic and social development, and build a modern society where humanity and nature coexist in harmony. 10. Comprehensively promote green and low-carbon development. Formulate and implement territorial spatial plans at all levels, designate and strictly enforce spatial control boundaries for ecological protection, prime farmland, and urban development, and establish a zoned management system for the ecological environment. Strengthen the institutional safeguards for green development policies, support green technological innovation, and develop green finance. Adhering to the principle of \"focusing on comprehensive protection rather than large-scale development,\" we will make strenuous efforts to address the prominent environmental issues in the Yangtze River Economic Belt that have been handed over for management. We will intensify efforts to protect and restore the environment in the Chishui River basin (Yunnan section), implement a 10-year fishing ban on the Yangtze River, and enhance ecological restoration in areas such as the karst desertification zones in the upper and middle reaches of the Yangtze River as well as the arid river valleys along the Jinsha River. We will promote orderly and sustainable development along the upper reaches of the Yangtze River, safeguard its ecosystem, and ensure that clean water flows out of Yunnan. Strengthen the river (lake) chief system, and take revolutionary measures to ensure the protection and management of the nine major plateau lakes. Adhering to the principle of \"protection first,\" and taking into account local conditions as well as the need for tailored strategies for each lake, efforts are being made to accelerate the implementation of ecological protection and restoration projects for nine major plateau lakes, including Erhai Lake, Dianchi Lake, and Fuxian Lake. Projects related to sewage collection and treatment, waste management, ecological restoration of rivers feeding into these lakes, water diversion and replenishment, ecological restoration of lake shore buffers and wetland development, ecological relocation, and resource recycling are also being expedited. This approach aims to completely change the existing development pattern of building cities around lakes, the governance approach focused solely on the lakes themselves, the reactive manner of handling environmental issues, and the passive attitude of not carrying out any actions unless funded. The goal is to improve the water quality of these nine major plateau lakes, resulting in clear waters, unobstructed rivers, and green shores. We will continue to advance the construction of a “Forestry Yunnan” and national afforestation efforts, strengthen the management of forest resources, continuously rectify acts of deforestation for planting purposes, and fully implement the forest chief system. Implement major projects for the protection and restoration of key ecosystems, advance the ecological restoration of mines left over from historical periods, strengthen the prevention and control of geological disasters, and continue to carry out comprehensive management of rocky desertification and soil erosion as well as of small watersheds. Promote the restoration of grasslands, forests, rivers, and lakes, implement crop rotation systems, and strengthen the protection and restoration of wetlands. Successfully host the 15th Conference of the Parties to the United Nations Convention on Biological Diversity and enhance its follow-up impact. 13. Comprehensively improve resource utilization efficiency. Improve the property rights system and regulations for natural resource assets, and strengthen the survey, assessment, monitoring, and registration of natural resources. Establish a mechanism for realizing the value of ecological products, and improve market-based and diversified ecological compensation. Establish and improve a system for the paid use of resources, refine the mechanism for determining resource prices, and promote overall resource management, rational allocation, comprehensive conservation, and recycling. Implement water-saving measures and establish a strict regulatory system for water resources, determining urban development and industrial activities based on water availability. Adhere to the strictest systems for the protection of arable land and efficient use of land, strengthen regulatory controls over land use, protect the fertile fields in dam areas, strictly uphold the red line for arable land, and prohibit the conversion of arable land to non-agricultural uses as well as its use for purposes other than growing crops. Carry out comprehensive land consolidation across the entire area, and actively promote the mixed use of land. Strengthen basic geological survey work. Promote energy-saving and low-carbon upgrades in key industries to improve enterprises’ energy efficiency. Promote the development of green mines and improve the level of exploration and protection of mineral resources. Promote waste sorting, reduction, and resource utilization. Accelerate the establishment of a recycling system for waste materials and develop the renewable resources industry. 14. Comprehensively improve the ecological environment governance system. Establish a list of responsibilities for ecological and environmental protection, and improve the provincial system for inspecting ecological and environmental protection efforts. Improve the systems for public interest litigation and damage compensation in the field of ecological environment, refine the regulatory framework as well as law enforcement and judicial systems related to ecological protection, and establish a comprehensive supervision system that ensures strict prevention at the source, strict control during the process, severe punishment for consequences, and accountability. Adjust and optimize the management rules for nature reserves and ecological red lines, strengthen supervision and law enforcement inspections, and conduct monitoring and evaluation of the effectiveness of ecosystem protection. Fully implement the pollution discharge permit system, and accelerate the improvement of trading mechanisms for pollution discharge rights, energy use rights, water use rights, and carbon emission rights. Improve the management of mandatory indicators for environmental protection and energy conservation and emission reduction. Strengthen ecological and environmental protection cooperation across provinces and borders, and improve the cooperation mechanisms for ecological protection in Yunnan, Sichuan, Guizhou, and Guangxi. V. Accelerate the development of our country into a radiation center for South Asia and Southeast Asia. Adhere to a coordinated approach both domestically and internationally, as well as to two-way openness; integrate deeper participation in the new development framework with major strategic initiatives such as the Belt and Road Initiative and the development of the Yangtze River Economic Belt. Pursue greater-scale, broader-ranging, and deeper-level openness in order to create new highlands for foreign engagement. 15. Accelerate the development of international connectivity corridors. Improve the provincial comprehensive transportation network and inter-provincial transport routes, make significant progress in the development of the China-Myanmar international transport route, and ensure full connectivity of the China-Vietnam and China-Laos-Thailand international transport routes. Build a international aviation hub in Kunming. Accelerate the development of international communication hubs for South Asia and Southeast Asia, and promote the establishment of pilot zones for the digital economy industry in these regions. Accelerate the construction of interconnection channels with neighboring regions for high-grade power and other utilities, so as to build an international energy hub serving South Asia and Southeast Asia. Plan the cross-border logistics network system in a scientific and rational manner, establish cross-border logistics centers, improve the level of trade facilitation at customs checkpoints, and build international logistics hubs for South Asia and Southeast Asia. 16. Build a new system for a higher-level open economy. Improve the regulatory frameworks, policies, and service systems in areas such as foreign trade, foreign investment, outbound investment, domestic trade, logistics, open platforms, and ports, to promote the liberalization and facilitation of trade and investment. Support the conditional regional development of foreign-invested headquarters economy. Expand the opening up of the service sector in an orderly manner, support social capital from entering the financial services industry in accordance with the law, broaden market access for social service industries, and advance pilot projects for innovative development in service trade. Advance alignment with neighboring **strategies, plans, and mechanisms, and strengthen the connection of policies, rules, and standards. Promote the innovative development of trade by continuously optimizing the layout in international markets, the entities involved in trade, the product structure, and trade methods. Accelerate the establishment of bases for the transformation and upgrading of foreign trade, trade promotion platforms, and international marketing networks. Increase the import of high-quality products that are in short supply domestically and that can meet the needs of rising consumer demands. Vigorously develop processing trade, as well as new business models such as cross-border e-commerce, market procurement trade, bonded processing trade, bonded logistics, and comprehensive foreign trade services. Foster digital trade to promote the integration of domestic and foreign trade. Innovate and develop border trade, and build markets for border trade goods as well as processing bases for imported goods. Promote cross-border financing and use of the RMB, and increase its share in cross-border trade settlements. High-quality development of the China (Yunnan) Free Trade Pilot Zone, coordinated growth with various open cooperation zones within the province, enhanced cooperation with other free trade pilot zones (ports) across the country, timely replication and dissemination of reform achievements, and leadership in driving greater openness throughout the province. Innovate and upgrade open platforms such as key development and opening-up pilot zones, national-level economic development zones, border (cross-border) economic cooperation zones, overseas economic and trade cooperation zones, comprehensive bonded zones, and comprehensive pilot zones for cross-border e-commerce. Strengthen and expand the dominant industrial chains, and build key hubs for the gradient transfer of processing trade. Improve the internationalization and professionalism of events and forums such as the China-South Asia Expo, China International Tourism Fair, and China-South Asia Cooperation Forum, and establish a commodity exhibition and trading center focused on imported and exported goods from South Asia and Southeast Asia, in order to enhance their appeal and international influence. 18. Deepen Lancang-Mekong cooperation and Greater Mekong Subregion economic cooperation to establish a comprehensive mechanism for foreign exchanges and cooperation. Strengthen regional cooperation and coordination to jointly advance the development of the Western Land-Sea New Corridor, the Pearl River-Xijiang Economic Belt, and the high-speed rail economic belt in Guangdong, Guangxi, Guizhou, and Yunnan, and establish a mechanism for coordinated and open development among adjacent regions. Innovate mechanisms for inter-regional industrial development cooperation, support the joint establishment of industrial parks across regions, and establish cooperative frameworks for sharing benefits from industrial relocation across regions. Promote the development of border tourism pilot zones, cross-border tourism cooperation areas, and pilot zones for agricultural opening-up and cooperation. Innovate the construction and operation models of overseas industrial parks to enhance economic and trade cooperation with neighboring countries. Deepen cooperation in areas such as border governance, public health, science, technology, and education, culture and media, epidemic prevention, poverty reduction, and disaster relief, promote people-to-people exchanges, and enhance mutual understanding among the peoples. Strengthen efforts to establish international sister cities, enhance exchanges between enterprises, think tanks, and the media, leverage the advantages and roles of overseas Chinese, and promote people-to-people friendly exchanges. Make better use of both domestic and international markets and resources to ensure smooth economic circulation and industrial linkages. Transform Yunnan into a strategic link between the robust domestic market and the international markets in South Asia and Southeast Asia, serving as a key pillar for the “dual circulation” model. Domestically, it deepens cooperation with the Yangtze River Delta, Beijing-Tianjin-Hebei region, Guangdong-Hong Kong-Macao Greater Bay Area, and Chengdu-Chongqing Twin-City Economic Circle by establishing paired cooperation mechanisms for industrial transfer, and guides leading enterprises to establish industrial chains in Yunnan. Seize the significant opportunities arising after the signing and entry into force of the Regional Comprehensive Economic Partnership. Actively participate, both domestically and internationally, in the development of the China-Indochina Peninsula Economic Corridor, the Bangladesh-China-India-Myanmar Economic Corridor, as well as the China-Myanmar, China-Vietnam, and China-Laos economic corridors. Optimize the layout and functional positioning of various open cooperation zones; jointly build international industrial capacity cooperation zones and cross-border economic cooperation zones; and actively engage in and promote cooperation on ensuring the stability of industrial chains and supply chains in South and Southeast Asia. Focusing on various aspects such as production, distribution, circulation, and consumption, it is necessary to improve the policy framework that supports the expansion of domestic and international market sizes. Obstacles in areas such as cross-border industries, trade, logistics, finance, and e-commerce should be removed, so as to enhance the ability of markets, resources, technology, industries, capital, and talent to converge and work together effectively. This will facilitate deeper integration with the industrial chains, supply chains, and value chains in South Asia and Southeast Asia. 20. Precisely address weaknesses to expand investment opportunities. Optimize the investment structure, maintain reasonable investment growth, improve investment efficiency, and give better play to the key role of investment in optimizing the supply structure. Accelerate efforts to address the shortcomings in areas such as infrastructure, municipal projects, agriculture and rural development, public safety, ecological protection, technological innovation, public culture, public health, material reserves, emergency rescue, disaster prevention and mitigation, and livelihood support. Continue to advance the development of projects related to \"two new areas and one major sector,\" implement major infrastructure projects such as those under the \"Double Ten\" initiative, and actively plan for major projects that can help promote coordinated urbanization and rural revitalization, foster balanced development between urban and rural areas, drive technological innovation and industrial upgrading, ensure ecological safety, and strengthen foundational support capabilities. Promote the renewal of enterprise equipment and technological upgrades, increase investment in strategic emerging industries as well as in industry-related projects focused on green manufacturing, and significantly raise the share of industrial investment in the province’s total fixed asset investments. Reform the investment and financing system and mechanisms, leverage the role of investment, standardize the management of public-private partnership (PPP) models, stimulate private investment, and establish a market-driven mechanism for endogenous investment growth. Promote the development of diverse investment and financing models. 21. Strengthen the fundamental role of consumption in economic development. In line with the trend of rising consumer spending, we will boost traditional consumption, foster new forms of consumption, and appropriately increase public spending. Focusing on quality brands, it promotes consumption to develop in a green, healthy, and safe direction. Promote the innovative transformation and cross-sector integration of physical retail. Accelerate the development of services consumption, digital consumption, green consumption, and customized consumption, and encourage the growth of new models and forms of consumption. Unleash and activate the potential for rural consumption. Strengthen the development of a tiered system of international consumer cities in Kunming, regional consumer cities, and small and medium-sized consumer cities; develop commercial, tourism, and cultural consumption hubs tailored to local conditions, and create distinctive consumer districts along the border areas. Building an Innovative Yunnan: Adhering to the central role of innovation in the overall process of modernization, with a focus on fostering new drivers of growth, we will thoroughly implement the strategies of developing Yunnan through science and education, strengthening the province through talent, and driving progress through innovation, in order to stimulate endogenous momentum driven by innovation. 22. Strengthen the construction of regional innovation systems. Formulate the Yunnan implementation plan for the Action Plan to Build a Strong Science and Technology Nation, and accelerate the establishment of a coordinated and efficient innovation system. Enhance the innovation capacity of central Yunnan, and establish regional innovation hubs in southern and western Yunnan as well as along the border areas; improve the quality of development in **innovation demonstration zones for the sustainable development agenda**, **innovative cities (counties)**, and **high-tech zones**. Strengthen the integrated development of basic research and applied research, promote interdisciplinary integration, and fully leverage the role of key laboratories in fields such as phytochemistry, evolution and genetics of animals and plants, new materials made from non-ferrous metals and rare precious metals, as well as biodiversity conservation and utilization in serving economic and social development. Key laboratories will also be established in areas with strengths and characteristics, including biomedical research on non-human primates, natural medicines, ecology and environment in high-altitude and mountainous regions, astronomy, and natural language processing for South Asia and Southeast Asia. Optimize and restructure the provincial key laboratories, and establish high-level Yunnan laboratories in areas such as alloy aluminum, extracts from specialty plants and health products, and precious metals. Increase efforts to tackle key products and core technologies, develop advanced and applicable technologies, and organize the implementation of several major scientific and technological projects targeting weaknesses in areas such as core basic components, advanced basic processes, key basic materials, and industrial technology foundations. Focusing on areas such as aluminum materials, silicon materials, new energy, new materials, advanced equipment manufacturing, multilingual technologies, artificial intelligence, big data, blockchain, life sciences, biological seed industry, green foods, prevention and treatment of major diseases, and ecological environment protection, a number of major scientific and technological projects will be implemented to establish industrial technology innovation platforms. Optimize the allocation of scientific research resources and the sharing of resources, give full play to the research resources of universities, research institutes, and enterprises in Yunnan, as well as those of central government research institutions based there, and vigorously introduce and develop new types of R&D institutions. Deepen exchanges and cooperation with renowned universities and research institutions at home and abroad to create an upgraded version of technology integration in Yunnan. Promote the development of technology in Yunnan and leverage its role as a hub for scientific and technological innovation serving South Asia and Southeast Asia. 23. Strengthen the central role of enterprises in innovation. Deploy the innovation chain around the industrial chain, and organize the industrial chain around the innovation chain, in order to facilitate the concentration of various innovation elements in key industries and key enterprises. Promote deep integration of industry, academia, and research; support enterprises in leading the establishment of innovation consortia to undertake national and provincial key scientific and technological projects; and increase innovation support for industries with advantages in replacing imports of key new materials such as those used in biomedicine, vaccines, rare and precious metals, and liquid metals. Explore the establishment of a **—Corporate Basic Research Joint Fund to encourage companies to invest in basic research. Enterprises are encouraged to increase their investment in research and development, thereby significantly raising the proportion of industrial enterprises above a certain scale that establish R&D institutions. Place talent development in a more prominent position, and build the talent chain alongside the research and innovation chain as well as the industrial chain. Deepen reforms to the talent development system and mechanisms, and cultivate and attract a group of strategic scientific research talents, leading figures in science and technology, young scientific and technological talents, high-level innovation teams, and senior management personnel. Strengthen the cultivation of young talents in scientific and technological innovation, focus on developing innovative, applied, and skilled professionals, implement programs for knowledge updating and skill enhancement, and expand the ranks of high-level engineers and highly skilled workers. By pursuing a new path characterized by industrial clustering, efficient use of resources, land conservation, and green development, we will strive to build world-class industries with competitive advantages. We will accelerate the development of a \"Digital Yunnan,\" foster the growth of strategic emerging industries, and create a modern industrial system that is distinctive in features, advanced in technology, green and safe, and capable of continuous improvement. 26. Strengthen key industries. Expand the scope and content of the eight key industries, and develop industries worth trillions of yuan in areas such as advanced manufacturing, tourism and culture, modern agriculture with plateau characteristics, modern logistics, and life sciences and health, as well as industries worth hundreds of billions of yuan in fields such as green energy, the digital economy, biomedicine, new materials, and environmental protection. Accelerate the high-end, intelligent, and green transformation of traditional industries, and further promote intelligent manufacturing, green manufacturing, and service-oriented manufacturing. We will promote the development of a strong province in green manufacturing, build a world-class \"China Aluminum Valley\", establish bases for the advanced processing of green silicon, and foster the growth of a range of strategic new materials such as high-end titanium alloys, aluminum alloys, and rare precious metals. Vigorously develop new forms and models of logistics such as cross-border logistics, cold-chain logistics, air logistics, and smart logistics. Foster deep integration among health and medical care, elderly care, culture, tourism, the Internet, sports, finance, and other sectors. Explore the establishment of international cooperation bases for the research, development, and production of generic drugs. Strengthen and improve the tobacco industry. Accelerate the development of service industries such as research and development design, legal services, financial services, technology services, consulting and intermediary services, and exhibition services, and promote the advancement of productive service industries toward specialization and higher levels of the value chain. Foster strategic emerging industries. Aiming at the trends of future technological revolutions and industrial changes, we will foster and strengthen strategic emerging industries such as next-generation information technology, high-end equipment, and green environmental protection. We will also actively develop future industries like artificial intelligence, advanced communication networks, satellite applications, and biotechnology, in order to create a range of new technologies, products, business models, and approaches that can drive proactive adjustments in the province’s industrial structure. Foster the development of platform economy and sharing economy, and cultivate a number of \"unicorn\" enterprises. Fully accelerate the digital transformation of the economy and society, promote the digitization of resources, the industrialization of digital technologies, and the digitization of industries, foster deep integration between the digital economy and the real economy, and turn the digital economy into a powerful engine for driving high-quality economic development. By following the approach of attracting enterprises through applications and replacing industries with the market, we aim to draw top-tier companies to Yunnan to promote and apply new digital technologies and business models, thereby driving the comprehensive digitalization of the province’s economy and society. Focusing on the industrial internet, we will accelerate the development of the industrial internet ecosystem, speed up the digital transformation of agriculture, promote the digital growth of the service sector, and deepen the integrated application of next-generation information technologies with the development of key industries in order to build world-class competitive advantages. Strengthen the development of digital societies and digital infrastructure, build smart cities, expand digital public services, and improve the level of digitization and intelligence in areas such as government services, smart education, telemedicine, environmental protection, social governance, law enforcement and justice, border control, and emergency rescue. Accelerate the construction of big data centers. Improve data security management systems, standards, and norms, strengthen data sharing and security protection, and enhance the protection of personal information. Establish a system for the open sharing of data resources and their market-based allocation, to promote the orderly open sharing of **data, as well as public information data in key industries and sectors. IX. Building a modern infrastructure network: Guided by the principles of integrated utilization of all resources, coordinated management throughout the entire lifecycle, comprehensive integration, and seamless operation across the whole chain, efforts are made to promote the high-quality development of infrastructure, thereby creating a modern infrastructure system that is systematic, efficient, intelligent, green, safe, and reliable. 30. Seizing the opportunity to become a pilot province for building a strong transportation sector, we will pursue a path of \"networkization, integration, and intelligence,\" improve the multi-level structure of transportation networks to achieve comprehensive connectivity, and develop a modern, high-quality integrated transportation network. This will help transform the transportation system from one that is merely \"basically adequate\" to one that is \"of higher quality and more efficient, with a degree of forward-thinking.\" Optimize the structure of goods transportation, comprehensively enhance the capacity of freight railways and air freight, and significantly reduce the logistics costs associated with goods transportation in our province. Build new international corridors across the province that enable the parallel development of various modes of international transport, linking the country to South and Southeast Asia. Deeply advance the efforts to improve railway networks and increase speeds, strengthen aviation infrastructure and expand routes, and upgrade water transport systems and extend their coverage. By connecting the coastal expressways and the major tourism routes in western Yunnan, efforts are being made to advance the construction of a number of key transportation infrastructure projects, so as to ensure that all counties have access to expressways and that these networks are interconnected. Accelerate the development of comprehensive transportation hubs in Kunming, Dali, Honghe, and other areas. Systematically plan new infrastructure. Implement a new round of \"Cloud on Cloud\" action plans, advance projects to address the shortcomings in 4G networks, accelerate the development of new infrastructure such as 5G, artificial intelligence, industrial Internet, the Internet of Things, data centers, and supercomputing centers, enhance international communication capabilities, and boost the capacity for Internet of Things connectivity. Promote the development of digital factories, smart scenic areas, and smart media, and build a “city brain”. In accordance with the principle of \"matching vehicles to charging stations and ensuring appropriate lead time,\" efforts will be focused on the central Yunnan region, key tourist cities, and major highway routes to accelerate the development of charging (battery-swapping) infrastructure. Carry out \"digital+\" and \"intelligent+\" upgrade initiatives for traditional infrastructure, promote the application of the Internet of Things and intelligent transformation in infrastructure such as transportation, logistics, energy, water resources, meteorology, healthcare, education, culture, sports, urban public facilities, construction, power grids, and underground pipelines, and foster the deep integrated development of traditional and new types of infrastructure. 32. Vigorously implement the “Develop Water Resources to Revitalize Yunnan” project. Aiming to basically resolve the bottleneck of engineered water scarcity in Yunnan and largely eliminate regional and large-scale droughts, efforts are being accelerated to build modern water network infrastructure, thereby improving the optimal allocation of water resources across the province as well as its capacity to defend against floods and droughts. Accelerate the construction of major water conservancy projects such as the Central Yunnan Water Diversion Project; start building a number of large-scale reservoirs and irrigation areas, as well as some smaller reservoirs; implement various projects for the comprehensive utilization of water resources, for connecting water sources, for water diversion, and for the development of urban water supply sources. Take multiple measures to optimize the spatial and temporal distribution of water resources, and speed up the resolution of the engineering-related water shortages in our province. 33. Accelerate the development of a modern integrated logistics system. Rationally arrange logistics hubs, accelerate the development of overseas logistics markets, and establish a modern logistics operation system comprising \"corridors + hubs + networks + platforms\" to foster the formation of a multi-modal logistics network across the province. Yunnan shall be developed into a regional international freight hub, while Kunming shall become a regional international air freight hub. Adhering to the principle of \"remaining unwavering on both fronts,\" we will deepen reforms in state-owned assets and enterprises, improve the supervision system for state assets focused on capital management, and continue to optimize the allocation and structural adjustment of state capital by concentrating on core responsibilities and main business areas. We will also advance mixed-ownership reforms in a proactive and cautious manner, enhance market-oriented operation mechanisms, and strengthen, improve, and expand state capital and state-owned enterprises. Advance market-oriented reforms in the competitive segments of industries such as electricity, oil and gas, and utilities. We will unswervingly encourage, support, and guide the development of the private economy, address the practical difficulties faced by it, allow its sources of innovation to flow freely, and unleash its creative vitality, thereby significantly increasing its share and contribution to the province’s economic development. Equally protect the property rights of private enterprises and the interests of their entrepreneurs in accordance with the law, remove various explicit and implicit barriers, improve the policy framework to support the development of \"specialized, refined, distinctive, and innovative\" enterprises, small and medium-sized enterprises, as well as individual business owners, and encourage private enterprises to participate in mixed-ownership reforms. Optimize the development environment for the private economy. Highlighting the characteristics of border and cross-border finance, it promotes two-way openness in the financial sector, fosters innovation in cross-border RMB transactions, enhances the convenience of cross-border investment and financing, accelerates the development of a financial service center for South Asia and Southeast Asia, and actively participates in the international financial cooperation initiatives under the Belt and Road Initiative. 38. Improve the rural social security and assistance systems, strengthen comprehensive support measures such as minimum living standards guarantees, assistance for those in extreme poverty, temporary relief, and support for persons with disabilities, so as to effectively ensure the basic living needs of people in difficulty. Consolidate the achievements made in using party building to combat poverty. Develop innovative practical approaches that combine poverty alleviation with efforts to boost motivation and knowledge, helping those who have emerged from poverty to overcome mental and spiritual poverty and take action to build a better home for themselves. XII. Vigorously promote rural revitalization and new-type urbanization. Adhere to the path of integrated urban-rural development, advance the strategies for rural revitalization and new-type urbanization in a coordinated manner, strengthen the support of industry for agriculture and cities for rural areas, and foster a new type of relationship between industry and agriculture, as well as between cities and rural areas—one characterized by mutual promotion, complementary development, full integration, and shared prosperity. Improve the quality, efficiency, and competitiveness of agriculture with plateau characteristics. Fully implement the strategies of storing grain in the land and in technology, and advance the high-quality grain project. Improve the scale and sustainability of pig farming, and promote the transformation and upgrading of the livestock industry. Increase investment in agricultural water conservancy facilities, carry out projects for high-standard farmland and improved seed varieties, strengthen support through agricultural science and technology as well as equipment, and develop green and smart agriculture. Deepen structural reforms on the agricultural supply side, optimize the structure of agricultural production and its regional distribution, strengthen the development of grain production zones, areas dedicated to the production of key agricultural products, and regions with advantages in the production of specialty agricultural products. Establish model counties focused on a single industry per county, specialized villages specializing in one product per village, as well as strong towns in modern agricultural industries, industrial parks, demonstration areas for agricultural modernization, and clusters of advantageous and specialty industries. Play a key role in the state-owned agricultural economy of reclamation. Strengthen the green orientation, standard-based guidance, and quality and safety supervision, build large-scale, standardized, high-quality agricultural production bases, and establish **pilot zones for the green development of agriculture. Improve the animal disease prevention and control system as well as the prevention and control system for crop pests and diseases. Carry out actions to save food. Place rural development in an important position within the drive for socialist modernization, coordinate the planning and construction of towns and villages at the county level, and ensure comprehensive coverage in the planning, construction, and management of villages. Advance village development in a categorized manner to create ecological, livable, and beautiful villages, while preserving and making use of traditional villages and their rural landscapes. Fully implement the “Hundred-Thousand-Ten Thousand” project for rural revitalization, and carry out the “Beautiful Villages: Ten Thousand Model Villages” initiative. Implement projects to improve village infrastructure, enhancing rural infrastructure such as water supply, electricity, roads, gas, communications, radio and television, and logistics, while raising the design standards and construction quality of rural houses. Coordinate the development of infrastructure and public service facilities in county towns, central towns, and administrative villages, enhance the comprehensive service capabilities of county towns, and strengthen the public service functions of towns and villages. Deepen rural reforms. Improve the mechanism for integrated urban-rural development, strengthen the integration of urban and rural planning, factors, industries, as well as infrastructure and public services, and promote two-way flow of production factors between urban and rural areas as well as rational allocation of public resources. Implement the policy of extending the contract period for the second round of land leases by another 30 years, to maintain stability and continuity in land contracting relations. Deepen the reform of the rural land system to make better use of rural land resources. Actively explore the implementation of a system for allowing rural collective commercial construction land to enter the market. Adjust and improve the scope of use for land transfer revenues, and steadily increase the proportion of such revenues allocated to agriculture and rural areas. Strengthen the protection of historical and cultural sites, cities, towns, as well as historical and cultural districts, preserve the historical context, promote their active utilization, enhance urban design capabilities, and shape the city’s distinctive features for the modern era. Adhere to the principle that \"houses are for living in, not for speculation,\" adopt a combination of leasing and purchasing approaches, and implement policies tailored to specific cities, in order to promote the stable and healthy development of the real estate market. Coordinate the development of affordable housing and high-quality housing, effectively increase the supply of affordable housing, and improve the standards of housing design and construction. Deepen the reform of the household registration system, innovate and improve the management system for population services, strengthen the provision of basic public services, and accelerate the urbanization of rural migrants. Innovate urban governance methods, deepen the reform of the urban management system, and raise the level of scientific, refined, intelligent, and law-based urban governance. Optimize the setup of administrative divisions in accordance with laws and regulations, advance adjustments to the administrative structure of central cities as well as the conversion of counties into cities (districts) in a steady and orderly manner, actively promote the transformation of towns that meet the criteria for becoming cities, and accelerate the establishment of new streets. 13. Optimize the spatial layout of the country’s territory: Implement major regional strategies, strategies for coordinated regional development, and strategies related to functional zones. Following a development approach that focuses on strengthening the central part of Yunnan, revitalizing areas along the borders, providing support from multiple locations, and establishing interconnected corridors, it is necessary to create more effective mechanisms for coordinated regional development, thereby fostering a new pattern of territorial development and protection characterized by clear functional divisions, complementary advantages, and high-quality growth. 47. Establish a new pattern for the development and protection of national territorial space. Establish a unified territorial spatial planning system that integrates various plans, improve the system for the development and protection of territorial spaces, and gradually form three distinct spatial patterns: urbanized areas, major agricultural production areas, and ecological function areas. This will help to achieve equal access to basic public services as well as a more balanced distribution of infrastructure. Urbanized areas such as the Central Yunnan City Cluster adopt a policy that emphasizes both development and protection, fostering the rational flow of resources, enabling efficient aggregation of economy, industries, and population, while safeguarding prime farmland and ecological spaces. In the main agricultural production areas, a policy of giving priority to protection over development should be adopted, the structure and layout of agricultural production optimized, and the comprehensive production capacity for agricultural products, particularly grains, maintained and improved. Improve and refine the working mechanisms through which Party committees study strategies for economic and social development, regularly analyze the economic and social situation, and consider major policy measures; enhance the decision-making consultation system, strengthen research and investigations, and raise the level of scientific decision-making. Improve coordination mechanisms, effectively coordinate the relationships among the Party committee and departments such as the People’s Congress, **, and the Political Consultative Conference, and refine the working mechanism of \"Party building driving community building\" to create a work framework in which the Party committee takes overall control while all parties work together to promote development. 67. Promote high-quality development through high-quality party building. Earnestly implement the general requirements for Party building in the new era, fulfill the main responsibilities and supervision responsibilities for comprehensively strengthening Party discipline, and improve the quality of Party building. Consolidate and expand the achievements of the theme education on \"remaining true to our original aspiration and keeping our mission firmly in mind,\" and continue to delve deeper into the study of Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era as well as the important speeches he delivered during his visits to Yunnan, so as to help Party members and cadres truly understand, grasp, apply, and put into practice these principles. Fully implement the Party’s organizational guidelines for the new era, enforce the standards for qualified cadres, broaden the scope for selecting and appointing personnel, and carry out such selections in a precise and scientific manner. Implement programs for young cadres, cadres from ethnic minorities, and professional cadres, and make great efforts to train and select cadres with solid political skills and the ability to lead modernization efforts. Strengthen ideological tempering, political experience, practical training, and professional development, in order to continuously improve the ability of leadership teams and cadres at all levels to implement the new development concepts and build a new development pattern. Strengthen the incentives and protection for officials who are willing to take responsibility and perform well, clearly establish a talent selection approach that values integrity, competence, a sense of responsibility, practical results, and recognition, and promote the advancement of those who are capable, the reward of those who excel, the removal of those who are mediocre, and the elimination of those who are poor performers. Maintain a strict overall tone for the long term, and take firm action to improve work styles, enforce discipline, and combat corruption. We will persevere in implementing the spirit of the Central Committee’s Eight-point Decision, continuously address formalism and bureaucracy, and effectively reduce the burden on grassroots levels. Improve the Party’s and ** supervision systems, focusing on governmental supervision while giving priority to intra-Party supervision; integrate various forms of supervision to strengthen oversight and restraint over the exercise of public power, and address the challenges related to supervising top leaders. Adhere to the principles of no off-limits areas, full coverage, and zero tolerance, and advance simultaneously efforts to prevent corruption, make it impossible to engage in corruption, and dissuade people from wanting to corrupt, so as to create a clean and upright political environment. 68. Advance the construction of a socialist political system. Adhere to the organic unity of the Party’s leadership, the people being the masters of the country, and governance in accordance with the law. Adhere to and improve the system of people's congresses, strengthen the supervision mechanism of people's congresses over the government, commissions, and courts, and support and ensure that the people exercise their **powers through people's congresses. Adhere to the system of multi-party cooperation and political consultation under China’s leadership, strengthen the development of the Chinese People’s Political Consultative Conference as a specialized consultative body, promote the extensive, multi-level, and institutionalized advancement of consultation, and enhance the ability to offer policy recommendations and build consensus. Fully implement the Party’s basic guidelines for religious work, manage religious affairs in accordance with the law, adhere to the direction of adapting religions to Chinese conditions, actively guide religions to adapt to socialist society, and maintain harmony and stability in the religious sphere. Improve the system of grassroots mass self-governance and enhance the effectiveness of mass self-management, self-service, self-education, and self-supervision. Leverage the roles of people’s organizations such as trade unions, the Communist Youth League, and women’s federations to closely unite the masses they represent around the Party. Improve the overall framework for united front work, strengthen the development of political parties practicing socialism with Chinese characteristics, enhance united front efforts regarding the private economy, improve the systems for uniting and guiding intellectuals outside the Party, returnees from abroad, and representatives of new social strata, and refine the mechanisms for united front work in Hong Kong, Macao, Taiwan, and overseas in the new era, so as to promote harmony in party relations, ethnic relations, religious relations, class relations, and relations among compatriots at home and abroad. Fully implement the Party’s policies on overseas Chinese affairs, unite the hearts of overseas Chinese, and serve the overall interests. 69. Advance the construction of a law-based Yunnan. Thoroughly implement the **concept of the rule of law, and resolutely uphold the authority of the constitution and laws. Improve the systems and working mechanisms for the Party to lead the comprehensive governance of the province in accordance with the law, and advance in a thorough manner scientific legislation, strict law enforcement, impartial justice, and law-abiding among all citizens, so as to promote the sustainable and healthy development of the economy, society, and various undertakings along the path of the rule of law. Deepen the comprehensive reform of the judicial responsibility system, accelerate the reform and development of the system for restricting and supervising law enforcement and judicial activities, improve the operational mechanisms for investigation, prosecution, adjudication, and enforcement, and promote judicial fairness. Improve the public legal service system and carry out in-depth legal education and publicity. Build a high-quality legal workforce with both competence and integrity. 70. Improve the mechanisms for planning formulation and implementation. In line with the spirit of this plenary session, the provincial and regional plans for the 14th Five-Year Period as well as specific plans will be formulated to establish a planning system that is guided by development plans, based on spatial planning, and supported by regional and specific plans. Improve mechanisms for policy coordination and collaborative efforts, refine systems for dynamic monitoring, mid-term evaluation, and final assessment during plan implementation, enhance the seriousness, authority, and enforceability of the plans, and ensure that all objectives and tasks set out in them are effectively implemented.
