Improve urban digital management platforms and sensing systems to further advance the unified governance of cities through a single network. Promote the development of digital villages, accelerate the construction of rural information infrastructure, and drive the digital transformation of agricultural production. Strengthen the development of digital societies and digital **, and improve the digital and intelligent level of public services and social governance. Pilot projects for the \"East Data, West Computing\" initiative will be carried out, efforts to \"move data to the cloud, utilize it for intelligence-driven applications\" will be promoted, and **supercomputing centers and regional intelligent computing centers** will be established. Accelerate the open sharing of public data, ensure data security, and strengthen the protection of personal information. V. Improve the infrastructure framework to significantly enhance development conditions. By giving priority to infrastructure development, we will coordinate the construction of both traditional and new types of infrastructure, and accelerate the establishment of an infrastructure system that covers both urban and rural areas, is fully functional, and provides strong support. This will enhance the capacity to support economic development as well as to improve the living standards of urban and rural residents. 16. Build a modern integrated transportation system. Strengthen the interconnection of transportation infrastructure, and build a comprehensive three-dimensional transportation network that is well-connected both internally and externally and features efficient links. Build a railway passenger transport network supported by high-speed railways, accelerate the implementation of a number of key projects, and develop a high-capacity railway freight transport network. Coordinate the development of rapid highway networks in urban agglomerations, national and provincial highway networks, rural transportation infrastructure, as well as urban public transportation facilities; foster efficient and smooth tourism transportation; accelerate the construction of paved roads connecting villages and groups; and improve the overall capacity of the road network. Strengthen the support for civil aviation infrastructure, complete the third-phase expansion project of Lanzhou Zhongchuan Airport, accelerate the construction of regional airports, general aviation airports, and airports shared by military and civilian use, and actively develop modern air cargo transportation. 17. Enhance the capacity to ensure water resources. Adhere to water control in the Hexi region, water conservation in the southern area, water transfer from eastern Gansu, and optimized water use in central Gansu, in order to build a water infrastructure system that is suited to economic and social development. Accelerate the implementation of a number of key water conservancy projects to improve the efficiency of water resource allocation and utilization. Accelerate the construction of small and medium-sized water conservancy facilities, and focus on addressing weaknesses in areas such as water supply, flood control, water ecology, and drought resistance. Implement the strictest water resources management system, improve and enforce systems for controlling both the total volume and intensity of water use, carry out extensive water-saving initiatives, and advance the development of a water-conserving society. Deepen the reform of the water management system, advance the integrated operation and management of urban and rural water services, develop and regulate the water rights trading market, push forward reforms in water pricing, encourage private investment in water conservancy projects, and promote the sustainable and healthy development of water resources management. 18. Advance the construction of energy bases. Make good use of the opportunities to optimize the layout of power transmission channels, explore electricity consumption markets outside the province, build large-scale power transmission networks supported by multiple ultra-high voltage DC transmission lines, intensify the development of new energy bases, and continuously enhance the capacity for transmitting electricity overseas. Promote the improvement of quality and efficiency in existing new energy stations, so as to enhance the supply capacity of the Hexi clean energy base and its local conversion efficiency. Strengthen the exploration and development of oil, gas, and coal, and accelerate the construction of green development, utilization, and conversion bases for coal in eastern Gansu. Strengthen the development of the coal production, supply, storage, distribution, and sales system, and advance the construction of channels for transporting coal from the north to the south and from Mongolia to the interior. Promote the construction of transportation routes for natural gas and refined oil products, expand the coverage of natural gas pipelines, and actively extend them to rural areas. 19. Accelerate the development of new infrastructure. Strengthen the construction of information infrastructure, build a new type of information and communication network that covers the entire province, is technologically advanced, and is secure and reliable, and advance the development of industrial Internet, the Internet of Things, and other similar initiatives. Emphasize the development of integrated infrastructure, coordinate the construction and application of integrated data centers, and accelerate the development and demonstration applications of 5G, big data, cloud computing, blockchain, and artificial intelligence. Build cybersecurity industrial parks to promote the integration of industry, academia, research, and application in cybersecurity. Vigorously develop intelligent transportation and intelligent logistics, widely promote new energy vehicles, and build the necessary supporting facilities. Actively develop smart education, smart healthcare, and smart governance, and comprehensively advance the construction of new smart cities. Strengthen innovation infrastructure by building large-scale neutron research facilities as well as other key laboratories and industrial technology innovation centers. 　　VI. Implement the strategy of expanding domestic demand and actively integrate into the new development paradigm. Adhering to the strategic focus on expanding domestic demand, and leveraging regional advantages, resource endowments, and industrial strengths, we will improve the quality of supply and promote consumer upgrading, thereby turning Gansu into an important support point for the domestic economic cycle as well as a key link in both the domestic and international economic cycles. 20. Achieve better integration into the domestic economic cycle as well as the dual circulation of domestic and international markets. We will be deeply involved in the development of industrial and supply chain frameworks, actively integrate into the domestic market, strive to enhance the role of our province as a logistics hub, promote the advancement of the modern logistics system in the direction of a more comprehensive circular economy, ensure seamless and efficient connectivity within and outside the logistics network, and establish high-quality raw material supply bases as well as advanced processing facilities for this internal circulation system. Focusing on supply-side structural reform and emphasizing demand-side management, it integrates all aspects of production, distribution, circulation, and consumption, allocates resources on a broader scale, promotes smooth economic circulation and industrial linkages, enhances the ability to gather development factors and deepen economic cooperation, thereby achieving a higher level of dynamic balance in which demand drives supply while supply creates demand. With a focus on the domestic market while looking to the international stage, it aims to facilitate the circulation of various elements such as markets, resources, technology, talent, industries, capital, and data. It seeks to create a commodity distribution hub that connects the five provinces in the northwest region, serves the entire country, and has an impact on Central Asia, Eastern Europe, and ASEAN. The initiative supports the development of new forms of trade such as cross-border e-commerce, market procurement, and comprehensive foreign trade services, and takes multiple measures to increase the overall volume of foreign trade, thereby promoting coordinated development between domestic and external demand, imports and exports, as well as investment attraction and overseas investment. 21. Optimize the investment structure, maintain reasonable investment growth, and leverage the key role of investment in optimizing the supply structure. Increase investment in areas such as infrastructure, agriculture and rural areas, public services, ecological protection, disaster prevention and mitigation, and people’s livelihood support; encourage enterprises to invest in equipment upgrades and technological transformation; expand investment in strategic emerging industries; and promote steady growth in investment in high-tech industries. Support the development of projects that contribute to coordinated growth between urban and rural areas, and implement a series of major projects that strengthen infrastructure, enhance functions, and bring long-term benefits. Deepen the reform of the investment and financing system, make better use of **bonds and corporate bonds to support the construction of major projects, and strengthen cooperation with social capital. Leverage **investment to boost efforts in attracting investment, encourage private investment, and establish an endogenous investment growth mechanism driven by **guidance and market forces. 　　VII. Improve the local financial system, develop supply chain finance, make use of capital markets at various levels, promote the development of new financing methods, and strive to meet the funding needs of different types of financing entities. Revitalize the resources of listed companies, optimize their structure and development environment, support high-quality enterprises in accelerating their listing process, and improve the quality of listed companies. 26. Build a modern market system. Carry out actions to build a high-standard market system and promote the implementation of a unified negative list system for market access. Improve the modern property rights system characterized by clear ownership, defined responsibilities and rights, strict protection, and smooth transfer, and refine the property rights incentive mechanism. Fully implement the **list of powers and responsibilities system**, so as to establish a governance system characterized by clearly defined powers and responsibilities and law-based administration. Deepen the implementation of \"Internet + government services,\" build integrated government service platforms, enhance the integration and sharing of public resource trading platforms, improve the \"service without leaving home\" mechanism, and expand the scope and raise the standards of available policies and services. Adhere to addressing the issues related to agriculture, rural areas, and farmers as the top priority in the province’s work, fully implement the strategy for rural revitalization, accelerate the modernization of agriculture and rural areas, promote continuous improvement in the agricultural structure, steady increases in farmers’ incomes, and substantial progress in rural development. Strive to establish a new type of relationship between industry and agriculture, as well as between urban and rural areas, one characterized by mutual promotion, complementary development, and shared prosperity. 28. Ensure an effective connection between consolidating and expanding the achievements in poverty alleviation and rural revitalization. We must regard consolidating and expanding the achievements in poverty alleviation as the top priority in implementing the rural revitalization strategy. We should strictly adhere to the requirement of “four non-removals” and maintain the overall stability of key assistance policies. Improve the dynamic monitoring and support mechanisms to prevent poverty recurrence, with a focus on monitoring income and expenditure levels, as well as the fulfillment of the requirements related to food and clothing security, healthcare, and access to safe drinking water. Establish effective mechanisms for quickly identifying those at risk of falling back into poverty or becoming poor, so as to eliminate such risks on a dynamic basis. Consolidate the achievements of ensuring no poverty and no food insecurity, as well as providing three types of basic safeguards; carry out proper follow-up support for those who have been relocated as part of poverty alleviation efforts; and strengthen the management and supervision of assets related to poverty alleviation projects. Improve the regular assistance mechanism for low-income rural populations; implement social assistance in a tiered and categorized manner; enhance elderly care services and child welfare programs; and ensure a solid safety net for people who have lost their ability to work by guaranteeing their basic living standards. Adhere to and improve mechanisms such as cooperation between the eastern and western regions, targeted support, and the involvement of social forces in providing assistance. 29. Improve the quality, efficiency, and competitiveness of agriculture. Make industrial revitalization the fundamental strategy for consolidating and expanding the achievements in poverty alleviation and implementing the rural revitalization strategy. Implement the strictest possible systems for protecting arable land and regulating the use of contracted arable land, so as to effectively prevent arable land from being converted to non-agricultural uses or used for non-grain crops. Strengthen agricultural water conservancy facilities and the construction of high-standard farmland, enhance support through agricultural science and technology as well as equipment, and improve the capacity to ensure the production of grain and other key agricultural products. Strengthen the protection of germplasm resources and the development of seed banks to promote the better growth of the seed production industry and its production bases. Implement the three-year action plan to double the output of modern characteristic industries in the cold and arid agriculture along the Silk Road. Accelerate the development of ecological circular agriculture, animal husbandry, and specialty farming and breeding in the highlands along the upper reaches of the Yellow River. Furthermore, promote the growth and expansion of modern production and processing of specialty agricultural products as well as mountain-specific agriculture in southeastern Gansu. Increase efforts to attract external resources and cultivate internal talent, in order to accelerate the development of new types of business entities such as leading enterprises, farmer cooperatives, and family farms. Strengthen the branding of agricultural products and enhance the influence of the “Ganwei” brand. 30. Carry out rural development initiatives. Rural construction should be regarded as a key measure for consolidating and expanding the achievements of poverty alleviation and implementing the rural revitalization strategy. Full play must be given to the leading role of rural planning in rural construction efforts. It is necessary to coordinate the planning and construction of towns and villages within a county, scientifically formulate overall plans for adjusting the rural layout as well as detailed plans for rural construction. Rural construction should be integrated with the development of agricultural industries, ecological environment protection, new urbanization, improvement of rural functions, enhancement of public services, and the development of rural tourism, so as to optimize the spatial layout of production, living, and ecological areas in rural areas. Strengthen the comprehensive service capabilities of county towns, and turn townships into regional centers to serve farmers. Explore rural historical and cultural resources, and protect traditional villages and their rural landscapes. Implement projects to improve village infrastructure. Adhere to adapting measures to local conditions, implementing targeted policies, advancing in stages, and using differentiated evaluation methods, to ensure that every city or prefecture has counties that lead the way, every county has towns that lead the way, and every town has villages that lead the way. 31. Deepen reforms in agriculture and rural areas. Improve the institutional mechanisms for integrated urban-rural development, promote equal exchange and two-way flow of factors between urban and rural areas, and enhance the vitality of agricultural and rural development. Improve the agricultural specialization and socialization service system, develop various forms of moderate-scale operations, and achieve an organic connection between small farmers and modern agriculture. Implement the policy of extending the contract period for the second round of land leases by another 30 years. Improve the unified urban-rural market for construction land, and explore the entry of collectively-owned rural construction land into the market. Establish a mechanism for identifying land for public interest purposes in land expropriation, in order to narrow the scope of such expropriations. We will advance the pilot work on reforming rural homestead systems, explore ways to separate ownership, eligibility rights, and usage rights related to homesteads, safeguard the rights of farmers who move to cities to contract land, use homesteads, and receive collective income distributions, and encourage voluntary and compensated transfers in accordance with the law. Deepen the reform of the rural collective property rights system and develop a new type of rural collective economy. Develop digital inclusive finance, improve the rural financial service system, and innovate ways of providing financial services for agriculture, rural areas, and farmers. Expand the types and coverage of agricultural insurance. IX. Coordinate urban-rural and regional development to establish a territorial spatial layout and support system for high-quality development. Seize the opportunity presented by the formation of a new pattern in the Western Development Initiative; implement major regional strategies, strategies for regional coordinated development, and strategies for main functional zones. Foster and strengthen regional economic growth poles, accelerate the development of new urbanization, and promote coordinated urban-rural and regional development. 32. Optimize the pattern of national land space development and protection. Based on the resource endowments and comparative advantages of various regions, and taking into account the carrying capacity of resources and the environment, efforts should be made to establish three distinct spatial patterns: urbanized areas, major agricultural production areas, and ecological function areas. Urbanized areas adhere to giving equal emphasis to development and protection, aiming to create regions with efficient concentration of economy and population. In the main agricultural production areas, a focus is placed on protection with development playing a secondary role, in order to create areas that ensure the safety of agricultural products. Ecological function areas adhere to the principle of prioritizing protection and restricting development; they gradually and orderly relocate the population within their boundaries to create key zones for ensuring ecological security. 33. Strengthen regional economic growth poles. We must continue to highlight distinctive features and pursue differentiated development. Efforts should be made to enhance the comprehensive carrying capacity, population aggregation ability, and radiation and driving effects of central cities and city clusters, so as to foster a coordinated development pattern in which city clusters and metropolitan areas play a leading role, with large, medium, and small cities developing in a complementary manner. We will support the accelerated economic and social development of Lanzhou, and promote at a high level the construction of Lanzhou New Area, the Lanzhou-Baiyin **Independent Innovation Demonstration Zone, the Lanzhou-Baiyin Pilot Zone for Scientific and Technological Innovation and Reform, and the Yuzhong Ecological Innovation City. We will also expedite the development of the Lanzhou-Xining city cluster to enhance the overall strength and carrying capacity of the provincial capital city. With a view to promoting the overall development of the Hexi Corridor and facilitating the free flow of production factors, efforts will be made to advance ecological and environmental governance, infrastructure construction, and the development of characteristic industries in a coordinated manner. This will enhance the economic impact of Wuwei Land Port, Jiayuguan Airport, and Dunhuang Airport, thereby fostering the development of a green ecological industrial economic belt along the Hexi Corridor. Relying on the Guanzhong Plain urban agglomeration and the Chengdu-Chongqing twin-city economic circle, with the improvement of transportation infrastructure as a priority and the development of distinctive competitive industries as a focus, efforts will be made to support the upgrading of Tianshui’s advanced manufacturing sector and accelerate the integrated development of the southeastern Gansu region. It supports the accelerated development of revolutionary old areas and ethnic minority regions, and promotes the innovative transformation and development of resource-based cities and former industrial bases. 34. Promote people-centered new-type urbanization. Optimize the layout of urbanization and promote coordinated development of large, medium, small cities and towns. Carry out urban renewal initiatives, strengthen urban planning, construction, and management, preserve the historical context, enhance landscape control, highlight regional characteristics, and advance urban ecological restoration, functional improvement projects, and the development and utilization of underground spaces. Accelerate the renovation of old urban residential areas and community development to improve the level of refined urban management. Launch urban green transportation initiatives and promote the integration of urban and rural transportation. Adhere to the principle that houses are meant for living in, not for speculation. Regulate the real estate market based on the specific conditions of each city, increase the supply of affordable housing and rental housing, and promote the stable and healthy development of the real estate market. Deepen the reform of the household registration system, implement policies that link fiscal transfer payments and the scale of new urban construction land to the urbanization of rural migrants, strengthen the provision of basic public services, and accelerate the urbanization of rural migrants. 35. Strengthen the economic strength of county areas. Emphasizing planning first, innovation-driven development, industrial support, concentration of resources, and comprehensive chain promotion, efforts will be made to address the shortcomings in urbanization within county towns, expand the overall economic volume, improve the quality of development, and build a number of counties that are strong in agriculture, industry, or culture and tourism. Leveraging the existing industrial foundation, promote the integrated development of the primary, secondary, and tertiary industries, extend and expand the industrial chain, and foster the growth of key industries and leading enterprises. Deepen the delegation of powers to counties, grant them more autonomy, strengthen the financial support at the county level, and enhance their ability to allocate and manage resources. Accelerate the process of transforming eligible counties into districts and cities, as well as towns into cities, and advance the reform of the administrative management system in economically developed towns. X. Prosper and develop cultural endeavors and the cultural industry, and make concerted efforts to build a strong province in the field of culture and tourism. Adhere to the guiding role of Marxism in the ideological sphere, use the core socialist values to guide cultural development, fully implement the tasks of raising the banner, uniting the people’s hearts, nurturing new generations, promoting culture, and enhancing national image. Enhance the functions of the platform for the inheritance and innovation of Chinese civilization, and accelerate the transition from a province rich in cultural and tourism resources to a strong province in this field. 36. The focus should be on protection and governance; comprehensive, systematic, and source-based management of mountains, waters, forests, farmlands, lakes, grasslands, and deserts should be pursued, with the aim of establishing important water conservation areas in the Yellow River basin, pilot zones for high-quality development in the upper reaches of the Yellow River, and demonstration areas for the protection, preservation, and promotion of Yellow River culture. Efforts should be made to build a high-quality cadre team that is loyal, honest, and committed to fulfilling its responsibilities. We will make further progress in standardizing the construction of Party branches, digitizing Party building work, and implementing the key measures of “four focuses and two rectifications,” so as to build grassroots Party organizations into strong fighting fortresses that drive high-quality development. Improve the talent management system, optimize the environment for talent development, and strengthen teams of various types of talents.
