“The 14th Five-Year Plan period is the first five-year phase after China has completed the building of a moderately prosperous society in all respects and achieved its first centenary goal; it is a time to build socialism with Chinese characteristics on a comprehensive scale and move forward toward the second centenary goal. It is also a crucial period for Inner Mongolia to pursue a path of high-quality development focused on ecological priority and green growth, thereby achieving further and greater progress. The 13th plenary session of the 10th Committee of the Inner Mongolia Autonomous Region in China studied and implemented in depth the spirit of the Fifth Plenary Session of the 19th Central Committee of the Party, and put forward the following recommendations regarding the formulation of the 14th Five-Year Plan for national economic and social development as well as the long-term goals for 2035. I. Build a moderately prosperous society in all respects as scheduled, and write a new chapter in Inner Mongolia’s development on the new journey of building a modern socialist country. (1) Achieve decisive success in building a moderately prosperous society in all respects. “During the 13th Five-Year Plan period, faced with complex economic changes, historical issues, and the severe consequences of extensive development patterns, as well as the serious impact of the COVID-19 pandemic, under the kind care of **** and the strong leadership of ****, the Party committee of the autonomous region united and led people of all ethnic groups in the region to keep the instructions in mind, strive with gratitude, and make significant progress in the development of various fields. The economic structure continues to improve, with per capita GDP exceeding $10,000; the urbanization rate of the permanent population is over 64%. Grain and livestock production remain stable and productive, while the quality of development in industries with distinctive advantages is steadily improving. The well-being of people of all ethnic groups continues to improve; all poor individuals have been lifted out of poverty, and all impoverished counties, banners, and villages have been removed from the list of poor areas. Residents’ incomes are growing at a faster pace than the economic growth rate, the standard of basic public services in urban and rural areas has improved significantly, and the COVID-19 pandemic has been effectively controlled. The quality of the ecological environment has continued to improve; prominent ecological and environmental issues have been gradually resolved, and the phased goals and tasks of the battle against pollution have been successfully accomplished. The capacity to ensure infrastructure development continues to improve, with key projects in transportation, energy transmission channels, and water diversion being successively implemented. Reform and opening up have been further deepened, governance in the region is being carried out in accordance with the law, governance capabilities continue to improve, and society remains harmonious and stable. The comprehensive and strict governance of the Party has progressed further, significant results have been achieved in the special rectification of illegal and irregular activities in the coal resource sector, and the political ecosystem continues to improve. Everyone throughout the region must redouble their efforts and press on with determination to ensure that we win the battle against poverty on schedule and fully build a moderately prosperous society in all respects. This will lay a solid foundation for writing a new chapter in Inner Mongolia’s development in the new era and on the new journey. (II) The new stage of development brings new opportunities and challenges. The world is undergoing profound changes on a scale not seen in a century, and our country has entered a phase of high-quality development. The opportunities and challenges faced by Inner Mongolia’s development have also undergone new changes. With the in-depth implementation of a series of major strategies, our region enjoys multiple overlapping development opportunities and possesses various favorable conditions for better promoting high-quality development that prioritizes ecological conservation and green growth. In particular, the accelerated establishment of a new development paradigm creates significant opportunities for our region to transform its comparative advantages in terms of resources, ecology, and location into advantages for development. Inner Mongolia has the confidence, capability, and conditions to achieve greater success in this new stage of development. At the same time, it must be recognized that Inner Mongolia still has many prominent weaknesses in its development and faces numerous risks and challenges. The comprehensive development level of our region still does not meet the requirements of the new stage of development. There are prominent bottlenecks in infrastructure, a significant backlog in public services, shortcomings in ensuring people’s well-being, and weaknesses in social governance. The business environment needs to be improved urgently, and the tasks related to ecological protection are arduous. Deep-seated structural problems and institutional contradictions have yet to be resolved. In particular, the pressures arising from fiscal and financial risks, constraints related to resources and the environment, insufficient capabilities in technological innovation, reliance on traditional development models, and an economy dependent on certain industries remain severe. It is urgent and challenging to shift development patterns, adjust the economic structure, and improve quality; thus, there is still a long way to go in comprehensively advancing modernization. Party organizations at all levels and the vast number of Party members and cadres throughout the region must bear in mind the “two overall situations,” deeply understand the new characteristics and requirements arising from changes in the principal contradiction in Chinese society, accurately grasp the evolving opportunities and challenges. They should enhance their awareness of both opportunities and risks, promote their own development while serving the overall interests of the Party and the country, carry out work creatively based on actual conditions, and seize this crucial strategic opportunity period to strive for a new landscape of development. (III) By 2035, basically achieve the long-term goals of socialist modernization. In line with ****’s strategic plans for achieving the second centenary goal and the long-term objective of basically realizing socialist modernization, by 2035 Inner Mongolia will, together with the rest of the country, have basically achieved socialist modernization. The comprehensive economic strength and the level of green development have seen a significant boost, with the total economic volume as well as the per capita income of urban and rural residents reaching new heights ; New-type industrialization, informatization, urbanization, and modernization of agriculture and animal husbandry have been largely achieved; a regional innovation system with distinct advantages, as well as a modern industrial system, a new-type urban system, and an infrastructure system that align with strategic objectives, have all been fully established ; The modernization of the governance system and governance capabilities has been largely achieved; the great unity among all ethnic groups has been further strengthened; a law-based Inner Mongolia has been basically established, and efforts to create a safe Inner Mongolia have been comprehensively deepened ; Cultural soft power has been significantly enhanced, with the quality of people from all ethnic groups and the level of civilization across society reaching new heights ; Green production and lifestyle patterns have been widely adopted, economic and social development has undergone a comprehensive green transformation, the ecological environment has improved significantly, and a beautiful Inner Mongolia has been essentially established ; Create a new pattern of regional cooperation within the country and opening up towards the north, and establish an open platform that facilitates the aggregation and distribution of resources as well as the integration of various factors across the entire region ; Per capita GDP ranks among the highest in the country; the middle-income group has expanded significantly; basic public services have been made equalized; the gaps in development between urban and rural areas as well as between different regions and among residents have narrowed markedly; the lives of people of all ethnic groups have improved, and more substantial progress has been made in the comprehensive development of individuals and the common prosperity of the people. (IV) General requirements for economic and social development during the 14th Five-Year Plan period. Holding high the great banner of socialism with Chinese characteristics, we will thoroughly implement the spirit of the Party’s * and the second, third, fourth, and fifth plenary sessions of the 19th Central Committee. Guided by Marxism-Leninism, * Thought, Deng Xiaoping Theory, the important thought of “Three Represents,” the Scientific Outlook on Development, and ** Thought on Socialism with Chinese Characteristics for a New Era, we will fully apply the Party’s basic theories, lines, and strategies. We will fully implement the important speeches, instructions, and directives of **** regarding work in Inner Mongolia, advance the overall layout of “five-sphere integration” in a coordinated manner, and promote the strategic plan of “four comprehensives.” Adhering to the Party’s overall leadership, putting the people at the center, upholding the new development philosophy, continuing to deepen reform and opening up, adopting a systematic approach, and maintaining a steady pace of progress, we will take high-quality development as our theme, deepen supply-side structural reforms as our main focus, rely on innovation and reform as our driving force, and aim to meet the people’s growing needs for a better life. We will balance development and security, resolutely pursue a path of high-quality development that gives priority to ecology and green development, firmly adhere to the strategic roles of “two barriers,” “two bases,” and “one bridgehead,” accelerate the construction of a modern economic system, contribute to integrating into the new development pattern, promote unity and progress among all ethnic groups, advance the modernization of the governance system and governance capabilities, and achieve development that is of higher quality, more efficient, fairer, more sustainable, and safer. We will make the northern border region of the motherland even more beautiful, and write a new chapter in Inner Mongolia’s development on the new journey of building a modern socialist **. (5) Main objectives for economic and social development during the 14th Five-Year Plan period. Aiming at the long-term goals set for 2035, through five years of unremitting efforts, substantial progress has been made in high-quality development that gives priority to ecology and green growth, and new and greater advancements have been achieved in all aspects of the autonomous region’s modernization drive. ——Significant breakthroughs have been achieved in economic transformation. The extensive mode of development, particularly the heavy reliance on resource exploitation in industrial growth, is seeing overall changes; a modern economic system is being rapidly established, innovation capabilities are improving significantly, and the capacity to provide infrastructure support is constantly enhancing. The \"two bases\" are accelerating their transformation toward higher sophistication, intelligence, and sustainability. Key links in various industrial and supply chains, as well as in innovation and value chains, are taking root. The level of coordinated development among the eastern, central, and western regions has improved markedly, and a development pattern characterized by distinct advantages, a rational structure, innovation-driven progress, regional coordination, and integrated urban-rural development has basically taken shape. ——Significant steps were taken in reform and opening up. Greater breakthroughs have been achieved in reforms of key areas and critical links; the market economy system has been further improved, a high-standard market system has been essentially established, significant progress has been made in reforms related to property rights systems and the market-based allocation of factors; the energy and resource sectors have developed in a regulated manner, the system for fair competition has been strengthened, and the business environment has seen notable improvements. The integration of port functions and resources has progressed efficiently, the pan-port economy has developed at a faster pace, a comprehensive opening-up platform has taken initial shape, and significant achievements have been made in building China’s key bridgehead for opening up to the north. ——The level of social civilization has improved significantly. The core socialist values have taken root in people's hearts, the sense of community among the Chinese nation has been firmly established, the public cultural service system and cultural industry system have become more robust, advanced socialist culture is widely promoted, and the people's ideological and moral standards, as well as their scientific and cultural knowledge and physical and mental health, have all seen improvements, resulting in an increasingly rich spiritual and cultural life for people of all ethnic groups. ——Significant progress has been made in ecological civilization construction. The systems for ecological civilization continue to be improved, and the pattern of land use and conservation has been significantly optimized. Areas where the ecological environment is deteriorating have been effectively addressed. Significant progress has been made in the green transformation of production and lifestyle patterns. The allocation of energy resources has become more rational, and their utilization efficiency has increased substantially. Efforts to reduce emissions, save energy, and control pollution have intensified, resulting in a continuous decline in the total amount of major pollutants emitted. The living conditions in both urban and rural areas have further improved, and the quality and stability of ecosystems have been enhanced. The supply of high-quality ecological products has increased, and mechanisms for realizing their value have been established. China’s important ecological security barriers in the northern region have become stronger as a result. ——People's well-being reaches a higher level. The income growth of urban and rural residents has largely kept pace with economic growth. The distribution structure has seen notable improvement; basic public services have become more high-quality and evenly distributed. Employment has become more abundant and of better quality. The level of education modernization has been significantly enhanced. Social security, elderly care services, and the health system have been further strengthened and improved. The achievements in poverty alleviation have been consolidated and expanded, while the rural revitalization strategy has been fully implemented. As a result, people’s aspirations for a better life are being better fulfilled. ——Governance efficiency has been further improved. Under socialism, the rule of law has been further strengthened; administrative efficiency and credibility have improved significantly. The great unity among all ethnic groups has been consolidated and developed. The level of social governance, especially at the grassroots level, has seen notable improvements. Mechanisms for preventing and addressing major risks have been continuously refined, emergency response capabilities for sudden public incidents have been greatly enhanced, the ability to defend against natural disasters has improved markedly, and social security measures have been continually strengthened. The safeguards for development have become more robust, and the security barrier along the northern border of the motherland has been made even more solid. II. Vigorously implement the innovation-driven development strategy, and resolutely pursue a path of high-quality development that gives priority to ecology and green development. We must uphold the central role of innovation in the overall process of modernization, using technological innovation as a strategic backbone for this approach to high-quality development. It is necessary to foster new drivers of growth for such development, and to promote an ecological and green-oriented layout for national territory and regional economies. This will lay a decisive foundation for better adapting to the new stage of development, fully implementing the new development concepts, and contributing to the integration into the new development framework. (1) Focus on fostering and strengthening new drivers of development to comprehensively enhance scientific and technological innovation capabilities. Focusing closely on the \"four orientations,\" we will vigorously implement the \"Revitalizing Inner Mongolia through Science and Technology\" initiative, making coordinated efforts to strengthen the foundations of innovation, the entities involved in innovation, the resources available for innovation, and the innovation environment. We will promote close integration among science and technology, education, industry, and finance, build a regional innovation system with distinct characteristics and advantages, and drive the shift in development from being driven primarily by factors to being driven primarily by innovation. Carry out initiatives to boost investment in research and development, strengthen the assessment of investment levels in research and experimental development, establish a **mechanism for guaranteed growth in such investments as well as incentives for multi-channel funding from society, encourage enterprises to increase their R&D spending, guide financial and private capital into the field of innovation, continuously raise R&D investment significantly, and gradually narrow the gap with the national average. High-quality development will be pursued for the Hohhot-Baotou-Ordos **Independent Innovation Demonstration Zone, the Ordos **Sustainable Development Agenda Innovation Demonstration Zone, and the Bayannur **Agricultural High-Tech Industry Demonstration Zone. Initiatives aimed at \"improving the quality and raising the level\" of high-tech zones at the national level, as well as efforts to \"foster excellence\" in high-tech zones at the autonomous region level, will be carried out to create several hubs where innovation resources can converge. Strengthen the role of enterprises as the main drivers of innovation, enhance their technological innovation capabilities, encourage the aggregation of various innovation elements within enterprises, promote deep integration among industry, academia, and research institutions, and support enterprises in leading the formation of innovation consortia, building common technology platforms, and undertaking major scientific and technological projects. Implement a \"double growth\" initiative for high-tech enterprises and small and medium-sized technology-based firms, leverage the leading and supporting role of large enterprises, support innovative small and medium-sized enterprises to become key hubs for innovation, develop specialized co-creation spaces, and promote integrated innovation across all stages of the industrial chain as well as among large, medium, and small enterprises. Carry out major scientific and technological innovation initiatives, focusing on key areas such as high-quality energy resources, ecological environment protection, industries with distinctive advantages, and the defense science and technology industry. Major scientific and technological projects are deployed in a concentrated manner to gather high-quality innovative resources; a number of key core technologies are overcome, and a range of innovative products are developed. The effectiveness of transferring and applying scientific and technological achievements is significantly improved, with innovation chains being established around industrial chains and industrial chain hubs being arranged in line with those innovation chains. Stimulate the innovative vitality of talents, align with **major talent initiatives, improve the mechanisms for talent cultivation, recruitment, evaluation, mobility, and motivation, enhance the “Grassland Talents” program and the excellence talent education and training scheme, attract leading scientific and technological experts, highly sought-after professionals, technical specialists, and high-level innovation teams, and establish a new talent development framework featuring a central hub and multiple locations. Vigorously promote the development of application-oriented undergraduate institutions, support the growth of high-level research universities, adjust academic disciplines and programs in line with the needs of high-quality development, and enhance the ability to independently cultivate innovative, application-oriented, and skilled talents. Deepen the reform of the science and technology system, improve the governance framework for scientific and technological innovation, optimize the mechanisms for organizing and implementing scientific and technology projects, adopt systems such as competitive project selection, targeted commissioning, and task-based assignment, and promote the integrated allocation of resources for projects, research bases, talent, and funding in key areas. Improve mechanisms for incentivizing and supporting innovation, optimize the systems for protecting and providing services related to intellectual property, establish a revenue distribution mechanism that fully reflects the value of innovative elements such as knowledge and technology, and refine the systems for sharing the benefits arising from research personnel’s occupational inventions. Accelerate the reform of research institutions, expand their autonomy in research, eliminate the reliance on papers, professional titles, educational qualifications, and awards, and establish a scientific and technological talent evaluation system focused on innovation ability, quality, practical results, and contributions. Strengthen political guidance and recruitment of talent, promote the scientific spirit and the craftsmanship ethos, and foster a social atmosphere that encourages, motivates, and embraces innovation. (II) Give prominence to the principle of giving priority to ecology and green development to foster a new pattern for the development and protection of territorial space. We must adhere to the principle of prioritizing environmental protection over large-scale development. Based on the carrying capacity of resources and the environment, we should leverage the comparative advantages of each region to gradually form three major spatial patterns: ecological function zones, major production areas for agricultural and livestock products, and urbanized areas. This will help to protect the ecological environment to the greatest extent possible and foster advantages in green development. Clarify the primary functional roles; assign the main function of ecological protection areas to preserving the ecological environment and providing ecological services. Strengthen the implementation of policies and measures related to ecological protection and restoration, as well as related engineering projects, in order to facilitate a gradual and orderly migration of the population to towns and cities where they can settle down ; The primary functions of the main areas for agricultural and livestock production should be focused on strengthening ecological environment protection, promoting sustainable development in agriculture and animal husbandry, and providing high-quality, green agricultural and livestock products. By emphasizing ecological priority and green development, and in line with the requirements for establishing a new pattern of land use and spatial development and protection, regional development policies are formulated accurately, the layout of industrial bases is adjusted and optimized, thereby promoting differentiated and coordinated development across the eastern, central, and western regions of the autonomous region. Efforts should be made to help the eastern allied cities and prefectures fully leverage their green ecological advantages to promote high-quality development. Protecting vast grasslands, forests, rivers, lakes, and wetlands must be regarded as a key task. Agricultural and livestock product production bases should be developed with high standards. A green industrial system should be established, with eco-friendly agriculture and animal husbandry as well as ecotourism serving as its main pillars. Leveraging the Manzhouli and Erenhot ports, efforts should be made to develop a broader port-oriented economy. The approval of new energy- and resource-based industrial projects must be strictly controlled, while emerging industries characterized by low consumption, minimal emissions, and high quality and efficiency should be actively fostered. This will help create distinctive advantages for a green and open economic development model. It aims to help the cities in the central region expand their environmental capacity and ecological space, and to promote high-quality development by building on their industrial foundations and cluster advantages. The goal is to raise the level of these industries and their development potential. Hohhot will serve as a hub for the development of a modern service-based economy, while Baotou and Ordos will be focused on becoming bases for energy and strategic resources. Ulanqab will function as a logistics hub and a strategic location for ports. By establishing **independent innovation zones, these regions will enhance their ability to develop through collaboration. A modern industrial system characterized by efficient division of labor, differentiated development, orderly competition, and mutual integration will be created, thereby forming strong and dynamic drivers of growth. We will help the western leagues and cities address their shortcomings in ecological environment protection and promote high-quality development. We will give top priority to strengthening ecological protection and desertification control in the Yellow River Basin, intensify efforts to prevent and control air pollution in Wuhai and its surrounding areas, strictly enforce development restrictions in ecologically extremely vulnerable regions, accelerate the transformation of Wuhai as a resource-exhausted city, advance the modernization of the Hetao Irrigation District to increase the supply of green, organic, and high-end agricultural and livestock products, jointly develop distinctive tourism industries, and collaboratively foster alternative industries, thereby enhancing the overall competitiveness of regional development. Improve mechanisms for regional interaction and mutual assistance, benefit compensation, and market integration, and optimize mechanisms for regional coordination, policy regulation, and development support to better promote common development across all regions. (IV) Adhere to concentrated and integrated development to foster a new pattern of urbanization, and comprehensively advance rural revitalization. In line with the needs of ecological and environmental protection, and taking into account the reality of a vast territory with a sparse population and scattered production factors, a new pattern of urbanization characterized by multi-center leadership, multi-level coordination, and interaction among various nodes should be established. This approach aims to reduce human activity’s impact on natural areas, optimize the allocation of resources, and create beautiful and livable urban and rural living environments. Advance steadily the people-centered new urbanization, focusing on the development of the Hohhot-Baotou-Ordos-Ulaanbaatar city cluster as well as the regional central cities of Chifeng and Tongliao; accelerate the integration of Hohhot, Baotou, Ordos, and Ulaanbaatar; steadily enhance the capacity of small and medium-sized cities; and promote coordinated development among large, medium-sized cities, and small towns. Implement urban renewal initiatives by coordinating urban planning, construction, and management. Adhere to the principle of developing cities and determining population levels based on water resources, strictly control the boundaries of urban development, advance projects for urban ecological restoration and functional improvement, strengthen the protection of historical culture to shape the city’s character, enhance the renovation of old residential areas, the energy efficiency improvement of existing buildings, and community development and management. Improve the housing market system and welfare framework, strengthen the provision of basic public services, and accelerate the process of integrating rural and agricultural migrant populations into urban life. Fully implement the rural revitalization strategy by giving priority to the development of agriculture and animal husbandry as well as rural and pastoral areas. Promote all-round revitalization of rural industries, talent, culture, ecology, and organizations, and accelerate the modernization of agriculture, animal husbandry, and rural and pastoral areas. Implement rural development initiatives by giving priority to rural development in the process of modernization; enhance the comprehensive service capabilities of county seats as well as the role of towns and villages as regional centers that serve farmers and herders; promote pilot projects for the modernization of pastoral areas; extend public services to rural and pastoral regions; improve the mechanisms for decision-making, funding, construction, and operation and maintenance of public facilities; and create productive fields, ecological homes, and comfortable living environments for farmers and herders. III. Maintain and strengthen the strategic commitment to building an ecological civilization, and solidify China’s important ecological security barrier in the north. Adhering to the principle that lucid waters and lush mountains are invaluable assets, we will enhance environmental protection across all regions and throughout the entire process, promote green transformation in all sectors and in every aspect, safeguard the boundaries of natural ecological security, foster green patterns of production and living, and construct a vast green Great Wall along the northern borders of the country. (1) Strengthen ecosystem protection. We will coordinate the systematic management of mountains, waters, forests, farmlands, lakes, grasslands, and deserts; enhance the ecological corridors and grassland ecosystem functions in the Greater Khingan Range, Yinshan Mountains, and Helan Mountains; strengthen the protection and management of aquatic ecosystems in river basins such as the Yellow River, Xiliao River, Nen River, Hei River, as well as the “one lake and two seas”; improve the systems for preventing and controlling desertification in the “five major deserts” and “five major sandy areas”; and establish an all-encompassing ecological security pattern integrating grasslands, forests, rivers, lakes, wetlands, deserts, and sandy lands. Protecting grasslands and forests should be regarded as a top priority. It is necessary to strictly implement the basic grassland protection system, enforce policies on subsidies and incentives for grassland ecological conservation, improve the systems governing the balance between livestock numbers and grassland resources as well as the prohibition and rotation of grazing. Additionally, efforts should be made to assess the ecological carrying capacity of grasslands and evaluate the health of grassland ecosystems, while intensifying efforts to convert degraded pastureland back into grassland. It is strictly prohibited to engage in random excavation on the grasslands or to launch industrial projects such as mineral resource development; mines, wind power, photovoltaic projects, etc., that have been approved for construction and operation must cease operations upon the expiration of their permits. Scientifically carry out large-scale efforts to green up the country, implement projects such as the construction of protective forest systems in the Three North regions, the protection of natural forest resources, the conservation of public welfare forests, and the precise improvement of forest quality. Advance the conversion of reclaimed forests and grasslands back into forests and grasslands, strengthen forest tending and the restoration of degraded forests, and enhance the control of pests and diseases in forests and grasslands. Vigorously promote the development of the Yellow River ecological belt, integrating water environment, water ecology, water resources, water security, and water culture. Pay special attention to soil and water conservation, adopt tailored strategies for the management of rivers and lakes, advance integrated management of main streams and tributaries, carry out comprehensive improvement projects for river channels and floodplains, improve mechanisms for regulating water and sediment flow, and plan population, urban development, and industrial growth in a manner that takes water resources into account. Deepen the comprehensive management of the ecological environment in the “one lake and two seas”, innovate measures for regional systematic governance and holistic basin management, and gradually improve the ecological environment. Increase efforts in the comprehensive management of soil erosion, expand the coverage of comprehensive management projects for small river basins, and carry out soil and water conservation as well as water source preservation projects in the source areas of key rivers and important water sources. Strengthen the development of parks in Hulunbuir, the Helan Mountains, and other areas to establish a system of nature reserves. Implement major projects for biodiversity conservation. Strengthen the river and lake chief system, implement the forest chief system, and improve the supervision mechanisms for nature reserves and ecological protection red lines. Establish a mechanism for realizing the value of ecological products, and improve market-based and diversified ecological compensation. (II) Make sustained efforts to combat pollution. Maintain the intensity and momentum in making efforts, deepen pollution prevention and control actions, and continuously improve environmental quality. Strengthen environmental zoning management, implement the \"three lines and one list,\" and establish a modern ecological environment governance system. Deepen the comprehensive management and joint prevention and control of air pollution in key areas, thoroughly implement the plan for ensuring that industrial pollution sources meet all emission standards, expand the scope of application of special emission limits for air pollutants, strengthen the coordinated control of multiple pollutants, and basically eliminate severe pollution episodes. Advance the development of urban sewage collection systems, accelerate the construction of sewage treatment facilities in industrial parks and development zones, completely eliminate polluted and odorous water bodies in cities, and strengthen the construction and protection of drinking water sources. Intensify efforts to prevent and control soil and groundwater pollution in key areas; strengthen the prevention and control of solid waste pollution with the goals of reduction, resource utilization, and harmlessness, and advance the development of \"waste-free cities\". Strengthen the prevention and control of agricultural non-point source pollution; promote toilet renovations, household waste management, and sewage treatment in rural and pastoral areas according to local conditions, so as to improve the living environment in these areas. Fully implement the pollution discharge permit system, and promote market-based trading of pollution discharge rights and carbon emission rights. Strengthen the management of mandatory indicators for environmental protection and energy conservation, improve incentive and restraint mechanisms as well as the system for joint governance by enterprises and the public, and implement and refine the environmental supervision system. (III) Accelerate the promotion of green and low-carbon development. Strengthen regulatory frameworks, systems, and policy support for green development, improve the indicator system for green development, and significantly increase its proportion in the assessment framework for high-quality development goals. Increase efforts to promote green transformation in key industries and critical sectors, vigorously develop clean production, comprehensively advance the growth of green industries, green enterprises, and green industrial parks, build green mines, and promote green buildings. Promote the green and low-carbon development of industry, strictly control industries with high energy consumption and high pollution levels, enforce strict environmental standards for entry into such industries, accelerate the phasing out of outdated production capacities, and carry out a new round of energy-saving technology upgrades. Promote green technology innovation, intensify efforts in developing green technologies, establish platforms for the transfer, trading, and industrialization of green technologies, and accelerate the development of green finance. Adjust the energy and transportation structures to reduce carbon emission intensity, deepen pilot projects for low-carbon industrial parks as well as climate-resilient and low-carbon cities, carry out actions to reach peak carbon emissions, and explore pathways for key industries to achieve such a peak. Deepen nationwide green initiatives, carry out activities to promote a green lifestyle, and enhance the ecological and environmental awareness across society. (IV) Strengthen the efficient use of resources. Improve the policy framework for resource conservation, intensive use, and circular utilization; strictly enforce systems for controlling both the total volume and intensity of energy and water consumption, as well as land use; and promote overall management of resources, their rational allocation, comprehensive conservation, and circular utilization. Strengthen energy use budget management, implement energy efficiency improvement plans, improve the market mechanisms for energy conservation, refine energy conservation standards, tap into potential for energy savings, accelerate the clean substitution of energy in industries, transportation, construction, etc., and drive key sectors, industries, and energy-intensive enterprises to significantly reduce their energy consumption. Carry out thorough measures to save and manage water resources, enhance water conservation and efficiency in agriculture, reduce water consumption and emissions in industry, and minimize water losses in urban areas. Strict controls should be imposed on water use in water-intensive sectors such as agriculture and services, while efforts should be made to develop and utilize alternative water sources. Strengthen the conservation and comprehensive utilization of mineral resources, and promote large-scale and intensive mining. Implement strict control over land use, and promote the adoption of land-saving technologies and models. Promote waste sorting as well as resource reduction and recycling. Deepen the reform of the property rights system for natural resource assets and improve the mechanism for determining resource prices. IV. Build a modern industrial system with green characteristics and advantages, and promote the green and high-quality development of **key energy and strategic resource bases as well as agricultural and livestock product production bases. Adhering to the principles of giving priority to ecology and green development, efforts will be made to drive industrial transformation and upgrading. With a view to better ensuring **ecological security, energy security, food security, and industrial security, focus will be placed on the development of these “two types of bases” to accelerate the adjustment and optimization of the industrial structure. Quality improvement initiatives will be fully implemented, and efforts will be made to upgrade the industrial foundation and modernize industrial chains, thereby creating a new modern industrial system characterized by diversified development and multi-polar support. (1) Promote the optimization and upgrading of energy and strategic resource bases. Based on the carrying capacity of water resources and the ecological environment, energy resources should be developed in an orderly and efficient manner. Efforts should be made to accelerate the establishment of **modern energy economy demonstration zones, promote a supply of energy that relies on the coordinated use of various energy sources, their comprehensive utilization, and efficient management, so as to create a green, friendly, intelligent, and innovative modern energy ecosystem. Promote the clean, low-carbon, safe, and efficient use of energy, strengthen the integrated development and utilization of energy resources, and raise the overall level of the entire energy industry chain. Strictly control the intensity of coal exploitation, promote clean coal production and intelligent, efficient mining methods, advance the graded and quality-based utilization of coal, significantly increase the rate of on-site conversion and the level of deep processing, and develop a complete coal-based industrial chain. Vigorously develop new energy sources, promote the high-scale use of renewable energy such as wind and solar power, expand the green hydrogen economy, advance the pilot application of large-scale energy storage, and build industrial clusters for wind, solar, hydrogen, and energy storage. Steadily promote the development and utilization of coalbed methane, shale gas, geothermal energy, biomass energy, etc., and advance joint demonstration projects for carbon capture, storage, and utilization. Develop rare earth resources in a sustainable manner, promote corporate restructuring, strengthen collaborative innovation in the “rare earth+” framework, utilize rare earth elements for high-value applications, develop high-end rare earth products, and create industrial clusters for new materials such as rare earths. (II) Promote the high-quality and efficient transformation of agricultural and livestock product production bases. Adhere to green development in agriculture and animal husbandry, follow the principle of acting in accordance with water availability and giving priority to water conservation, actively develop ecological agriculture and animal husbandry, improve the quality, efficiency, and competitiveness of these sectors, and increase the supply of high-quality green agricultural and livestock products. Focus on regional specialty varieties, optimize the structure of agricultural and livestock production, increase the supply of high-quality, high-protein and functional soybeans, develop high-quality japonica rice and medium-to-strong gluten wheat, establish potato seed potato bases, implement programs to revitalize the dairy industry, promote large-scale and standardized breeding of beef cattle and sheep, and build several industrial belts for specialty agricultural and livestock products as well as agricultural and livestock clusters according to local conditions, in order to create regional brand names. Implement projects that integrate planting, breeding, and processing as well as grass and livestock management, accelerate the development of the modern forage industry, make substantial adjustments to the layout and variety structure of corn cultivation, and foster the growth of industries such as corn-based biopharmaceuticals. Implement the strictest systems for farmland protection, determine land use and production levels based on water availability, and carry out initiatives such as the improvement of saline-alkali soil, the enhancement of farmland quality, and conservation tillage for black soil. Implement the strategies of storing grain in the land and in technology, and carry out projects to develop high-standard farmland. Strengthen the support provided by science, technology, and equipment in agriculture and animal husbandry to improve the quality of seed varieties in these sectors. Strengthen the development of food production zones, protected areas for the production of key agricultural products, and areas with advantages in the production of specialty agricultural and livestock products. Strengthen the green orientation, standard guidance, and quality and safety supervision to build modern demonstration areas for agriculture and animal husbandry. Promote the integrated development of the primary, secondary, and tertiary industries, extend the processing value chain for agricultural and livestock products, and improve the level of deep processing of such products. Cultivate and strengthen leading enterprises, and establish more effective and sustainable mechanisms for linking interests. (III) Accelerate the development of strategic emerging industries and advanced manufacturing. Leveraging industrial resources, scale, supporting infrastructure, and early-mover advantages in certain fields, strategic initiatives are undertaken to foster emerging industries. A hierarchical industrial development framework is established, with strong emphasis on the development of industries such as modern equipment manufacturing, energy conservation and environmental protection, biomedicine, electronic information, new chemical industries, and those related to airports. Efforts are made to develop branded products and leading enterprises, thereby creating a set of strategic emerging industry drivers that possess distinct characteristics, complementary strengths, and a rational structure. Promote the deep integration of the Internet, big data, artificial intelligence, and other industries; carry out initiatives to foster innovative development in the industrial Internet; advance the green transformation and intelligent upgrading of the manufacturing sector as well as its digital empowerment; and support the development of advanced manufacturing clusters. Promote the healthy development of the platform economy and sharing economy. Actively foster new technologies, new products, new business forms, and new models, and make forward-looking plans for future industries. (IV) Develop modern service industries. Promote innovation in service technologies, concepts, business forms, and models to elevate the development level of the service industry as well as its green development standards. Promote the development of productive service industries in the direction of specialization and higher stages of the value chain, accelerate the growth of services such as modern logistics, research and development design, and legal services, and foster deep integration between modern service industries and advanced manufacturing as well as modern agriculture and animal husbandry. Promote the upgrading of consumer services to higher quality and greater diversity, accelerate the development of services in areas such as health care, elderly care, childcare, housekeeping, and property management, and enhance the supply of public and essential services. Accelerate the improvement of quality and efficiency in the tourism industry as well as its transformation and upgrading, promote the integrated development of ecological and cultural tourism, create large-scale tourist attractions across different cities, establish \"golden routes\" across regions, and enhance the level of sustainability, cultural content, and technological advancement. This will enable the provision of more sophisticated and differentiated tourism products as well as more comfortable and reliable tourism services, turning the tourism industry into a key industry for the entire region, a pillar industry in the service sector, and a comprehensive industry that contributes to overall well-being. Accelerate the development of the health industry, promote the integration of medical care and elderly care, and foster large-scale health industry hubs. Establish a multi-level and diversified management system for the service industry, and promote the standardization and branding of services. (5) Accelerate digital development. Advance the development of a digital Inner Mongolia, enhance digital productivity, and drive digital optimization and upgrading in all areas of the economy and society. Vigorously develop the digital economy, advance the digitalization of industries and industries’ adoption of digital technologies, and establish **pilot zones for innovative development in the digital economy**. Vigorously develop the software and information services industry as well as the electronic information manufacturing industry, foster the growth of new-generation information technology sectors such as big data, blockchain, artificial intelligence, cloud computing, and the Internet of Things, and accelerate the construction of digital industrial parks. Promote the deep integration of the digital economy and the real economy, implement initiatives for digital transformation partnerships as well as plans to leverage cloud technologies and data for innovation, accelerate the digital, networked, and intelligent transformation of traditional industries, and advance the digitization of the service sector. Strengthen the development of digital societies and digital infrastructure, build new types of smart cities and digital villages, promote the open sharing of public data as well as the joint creation and utilization of information, and enhance the digital and intelligent level of public services and social governance. (VI) Coordinate and advance infrastructure construction. Promote the systematic and coordinated development of infrastructure, and build a modern infrastructure system that is intensive and efficient, cost-effective, intelligent and green, as well as safe and reliable. Plan and implement a series of key projects to connect to the national information network, transportation network, and energy network, in order to accelerate the improvement of the infrastructure network’s ‘one kilometer ahead and one kilometer behind’ areas as well as of key nodes. Improve the logistics network by establishing logistics hubs of the Ulanqab-Erenhot land border port type and the Manzhouli land border port type, and develop several cities that serve as hosts for such logistics hubs. Advance the construction of \"high-quality rural roads\" further, accelerate the development of national defense roads and roads along and near borders, and improve the level of transportation accessibility. Implement projects such as flexible grids, integrated sources, grids, loads, and storage, develop smart grids, and build intelligent energy systems. Implement the projects to gasify Inner Mongolia and re-electrify the region, and accelerate the construction of oil and gas storage facilities and pipelines. Implement a series of key water conservancy projects, major water diversion projects, and important water source projects, strengthen the construction of a comprehensive flood control and disaster reduction system, and improve the capacity for optimal allocation of water resources as well as defense against floods and droughts. Strengthen the systematic development of municipal infrastructure. V. Integrating into the domestic economic cycle and facilitating both domestic and international circulation to establish China’s key forward base for opening up toward the north: Adhering to the strategic focus of expanding domestic demand, stimulating investment and consumption, and creating a fully open platform for the aggregation and distribution of resources as well as the integration of various factors, in order to gain new advantages for development through full integration into domestic and international markets. (1) Reasonably expand effective investment. Focusing on improving the quality and efficiency of industries, upgrading and expanding infrastructure, as well as enhancing the standard and coverage of public services, we will optimize the investment structure and increase investment in key areas such as \"two new and one heavy\" projects, ecological protection, key industries, and social welfare, thereby leveraging investment’s crucial role in optimizing the supply structure. Align precisely with **major construction plans, strengthen the development of a database of major projects, improve mechanisms for project reservation and sequential implementation, and expand investment opportunities. Leverage **investment to stimulate private investment and establish a market-driven mechanism for endogenous investment growth. Innovate and optimize methods for attracting investment, improve and make effective use of various investment promotion platforms, focus on attracting large and strong enterprises as well as new and high-quality ones, strengthen investment attraction through existing businesses and industry chains, and promote multi-dimensional collaborative approaches to attracting investment. (II) Promote the expansion and improvement of consumption. Improve the systems and mechanisms to boost consumption, carry out initiatives for consumer upgrading, promote the green, healthy, and safe development of consumption, and enhance the fundamental role of consumption in economic development. Develop consumer sub-markets in key sectors, carry out initiatives to enhance brands labeled with the “Meng” symbol, create a favorable consumption environment, attract more demand and consumer activity, and help more high-quality products reach across the country and around the world. Boost traditional consumption, foster new types of consumption, and appropriately increase public consumption. Develop service consumption by implementing **policies to relax market access rules in the service consumption sector. Encourage the development of new consumption models and business forms, promote the integrated growth of online and offline consumption, foster new growth areas in consumption such as green, digital, customized, and experiential services, and develop contactless services and transactions. Expand urban and rural consumer markets and promote a gradual upgrade in the consumption patterns of residents in rural and pastoral areas. Optimize the layout of key nodes in the consumption network and establish several regional consumption centers. Strengthen the protection of consumers' rights and interests. (III) Improve the modern distribution system. Improve the mechanisms for the development of green distribution, coordinate the advancement of both hardware and software as well as the construction of channels and platforms, foster new technologies, business models, and approaches in distribution, remove institutional and systemic barriers that hinder the flow of goods and services, and reduce the distribution costs for enterprises. Build a modern integrated transportation system, improve the transportation market, and develop intermodal transport. Improve the modern commerce and distribution system, foster modern distribution enterprises, support foreign trade enterprises in developing businesses involving products of the same standard and quality, promote the renovation and upgrading of commerce and distribution facilities for healthy development, and advance the initiative of bringing express delivery services to rural areas. Implement **major regional strategies and strategies for regional coordinated development, strengthen exchanges and cooperation with the Beijing-Tianjin-Hebei region, the Yangtze River Delta, and the Guangdong-Hong Kong-Macao region, and enhance mutually beneficial cooperation with the three provinces in the Northeast and the provinces along the Yellow River. Promote the establishment of sound mechanisms for coordinated and open development in areas adjacent to neighboring provinces, and advance the construction of the Western Land-Sea New Corridor and the Xi-Chi-Chao-Jin Land-Sea Corridor. (5) Promote high-level opening up to the outside world. Fully integrate into the joint efforts to build the Belt and Road Initiative, actively participate in the development of the China-Mongolia-Russia Economic Corridor, deepen practical cooperation in areas such as ecological protection, international production capacity, and infrastructure, and vigorously develop the port-related economy to promote high-quality development through high-level openness. Coordinate ports, transportation routes, and various types of development platforms; clarify the functional roles of key ports; optimize the allocation of port resources; focus on developing major land, port, and air transport hubs such as Manzhouli, Erenhot, and Hohhot; work to establish efficient connections between land, sea, and air transportation networks; plan for the development of important hub cities, cargo distribution centers, and resource transformation parks; address the issues of homogeneous competition and isolated operation among ports; and create a framework in which ports drive development, the hinterland provides support, and there is interaction between border areas and the interior. Expand and diversify the routes taken by China-Europe freight trains, increase the number of such trains operating from various origins, develop new ways of sourcing goods for these trains, and address the issue of goods merely passing through without being utilized. Optimize the quality and structure of exports, increase the import of high-quality products, and advance in a coordinated manner the development of cross-border e-commerce pilot zones, comprehensive free trade zones, border trade areas for local residents, and bases for the transformation and upgrading of foreign trade. Implement projects to integrate trade and investment, enforce systems such as pre-establishment national treatment and negative lists for foreign investment, and improve policies and service frameworks to promote and safeguard overseas investments. Expand social and cultural exchanges in areas such as education, healthcare, tourism, and sports. Successfully hold the China-Mongolia Expo and the Inner Mongolia International Energy Conference. VI. Deepen reforms comprehensively on the basis of optimizing the business environment to inject strong momentum into high-quality development. Adhere to starting with innovating institutional mechanisms and improving the business environment as a way to break through constraints; enhance the systematic integration and coordinated efficiency of reform measures, focus on addressing deep-seated issues that hinder development, and promote a better integration of an effective market with proactive governance, as well as a deeper integration of reform and development. (1) Build a high-standard market system. Take actions to build a high-standard market system, promote the market-based allocation of factors such as land, labor, capital, technology, and data, improve market platforms for factor trading, refine the rules and service systems related to factor trading, and ensure that factor prices are determined by the market, that flow is autonomous and orderly, and that allocation is efficient and fair. Deepen the reform of the electricity system, steadily advance reforms on the electricity sales side, and increase the degree of marketization in electricity trading. Promote the standardized development of industries such as coal, and implement the market-based allocation of coal resources. Comprehensively improve the property rights system and strengthen the legal and judicial protection mechanisms for property rights. Implement the negative list system for market access to promote the widespread application of the principle of \"allow entry unless prohibited.\" Implement the fair competition review system, strengthen law enforcement and judicial efforts in anti-monopoly and anti-unfair competition, and coordinate both the review of new cases and the cleanup of existing ones. Raise the level of legality and standardization in the development of the social credit system, improve mechanisms for joint incentives for those who abide by their commitments and joint penalties for those who fail to do so, refine mechanisms for restoring the credit of entities that have violated their obligations, establish a system for holding such entities accountable, and build a social credit system that meets the requirements of high-quality development. (II) Stimulate the vitality of market entities. Adhere to the \"two unwavering principles\" and create a market environment, policy environment, and legal framework that ensure fair competition among all types of market entities. We will deepen the reform of state-owned assets and state-owned enterprises in a stratified and categorized manner, accelerate the establishment of a modern enterprise system with Chinese characteristics, improve and refine market-oriented operating mechanisms, and proactively and prudently advance the mixed-ownership reform of state-owned enterprises. Accelerate the optimization of the layout and structural adjustment of the state-owned economy; promote the concentration of state-owned capital in key industries, competitive enterprises, core businesses, and public service sectors, so as to strengthen, improve, and expand state-owned capital and state-owned enterprises. Strengthen the supervision of state-owned assets with a focus on capital management, deepen the reform of state-owned capital investment and operation companies, and further reform the evaluation system for the operation of state-owned assets that is oriented toward efficiency. Optimize the development environment for private enterprises, establish a healthy and transparent relationship between the government and businesses, provide comprehensive services throughout the entire life cycle of enterprises, improve mechanisms for communication and consultation between the government and businesses, protect the property rights of private enterprises as well as the rights of entrepreneurs in accordance with the law, refine the policy framework aimed at promoting the development of small and micro enterprises as well as individual business owners, and encourage private enterprises to accelerate their reform, development, and transformation. Support high-quality enterprises in going public to improve the quality of listed companies. Promote entrepreneurship and expand the ranks of entrepreneurs. (III) Accelerate the transformation of **functions. Innovate management and service methods; fully implement the system of lists outlining powers and responsibilities; and establish a governance system characterized by clearly defined duties and law-based administration. Implement list-based management of business operation permit matters related to enterprises; comprehensively eliminate disguised approval procedures; strengthen supervision during and after the process; and apply inclusive and prudent regulation to new industries and business forms. Deepen the reform of industry associations, chambers of commerce, and intermediary agencies. Advance the modernization reform of statistics. (IV) Deepen fiscal and financial reforms. Strengthen the coordination of financial resources to enhance financial support for major strategic tasks and grassroots public services, deepen reforms to the budget management system, promote standardization of fiscal expenditures, strengthen mid-term financial planning, and reinforce budgetary constraints and performance management. Build a regional modern financial services system, improve the mechanisms and systems through which finance can effectively support the development of the real economy, increase the supply of financial services for small and medium-sized enterprises, and enhance the accessibility of finance. Accelerate the development of regional capital markets and make efficient use of financial resources. Advance the reform of local small and medium-sized banks and rural credit cooperatives, strengthen local financial functions, and improve financial governance capabilities. (5) Deepen reforms in rural and pastoral areas. Implement the policy of extending the contract period for land and grassland use by another 30 years upon its expiration in the second round, enforce the system of separating ownership, contracting rights, and management rights over land and grasslands, and guide the standardized transfer of these rights related to land and grassland contracting. Implement a program to foster new types of agricultural and pastoral management entities, improve the professional and social service systems for agriculture and pastoralism, and develop various forms of moderate-scale operations. Improve the unified urban-rural construction land market, and explore the implementation of a system allowing collective operational construction land in rural and pastoral areas to enter the market. Establish a mechanism for identifying land for public interest purposes in land expropriation, in order to narrow the scope of such expropriations. Improve the mechanism for ensuring land for new construction in rural and pastoral areas, revitalize existing construction land, and explore ways to separate ownership, eligibility rights, and usage rights regarding homestead land. Protect the land contract rights, homestead use rights, and rights to share collective benefits of farmers and herders who move to cities, and encourage their voluntary and compensated transfer in accordance with the law. (1) Consolidate and expand the achievements in poverty alleviation. Maintain overall stability in support policies and financial investment, strengthen effective coordination between poverty alleviation efforts and rural revitalization in terms of planning, policies, industries, organizations, and talent, establish a support mechanism for low-income populations in rural and pastoral areas, and continue to promote the development of areas that have been lifted out of poverty. Improve the monitoring and support mechanisms to prevent poverty recurrence, enhance the social security and assistance systems in rural and pastoral areas, continue to focus on industrial poverty alleviation, employment-based poverty reduction, and follow-up support for those who have been relocated to alleviate poverty, and strengthen the management and supervision of funds and assets allocated for poverty alleviation projects. Leverage the advantages of online education, improve the lifelong learning system, and build a learning-oriented society. (5) Prosper and develop cultural undertakings and the cultural industry. Adhere to the guiding role of Marxism in the field of ideology, strengthen cultural confidence, use the core socialist values to guide cultural development, enhance the construction of socialist spiritual civilization, and promote the unity of meeting the people’s cultural needs and strengthening their spiritual strength. Deepen the construction of a civilized Inner Mongolia, raise the level of social civilization, and foster ideological concepts, mental attitudes, cultural norms, and behavioral standards that meet the requirements of the new era. Carry out in-depth education on **Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era**, and implement a project to strengthen people’s ideological foundations. Advance the research and development of Marxist theory, and strengthen the establishment of key Marxist colleges, new types of think tanks, and research bases for philosophy and social sciences. Improve the modern cultural industry system, deepen cultural system reforms, strengthen the development of the cultural market system, implement a digitalization strategy for the cultural industry, and accelerate the growth of new types of cultural enterprises, cultural business models, and cultural consumption patterns. Promote the deep integration of culture with tourism, technology, the Internet, etc., foster key cultural enterprises, develop major cultural industries, and build cultural industry parks and regional cultural industry belts. Drive external communication through innovation and strengthen cultural exchanges with other countries. (5) Maintaining social stability and security.
