Recently, the investigation report on the severe rainstorm disaster of July 20 in Zhengzhou, Henan was released. The public security authorities in Henan Province launched investigations into 8 company employees suspected of violating laws and regulations and arrested them in accordance with the law. The discipline inspection and supervision agencies in Henan Province, within their authority over cadre management, held 89 public officials suspected of disciplinary and legal violations in connection with the disaster strictly accountable in line with relevant rules and regulations. The investigation found that Zhengzhou Metro Group Co., Ltd. altered the design without approval, failed to submit it to the Development and Reform Commission for review; the design firm provided the construction party with the unapproved designs in violation of regulations, Zhengzhou Metro Group Co., Ltd. approved the use of those unapproved designs for construction in violation of regulations, and the construction party proceeded with construction using those unapproved designs. The quality supervision agency failed to detect any problems or defects and issued a certificate stating that the project quality met the requirements. In the end, 8 people, including the person in charge of the design project, the owner’s representative, the project leader, the project manager, and the project director, were arrested.
Why hasn’t the quality supervision station been held accountable? Why not initiate an investigation?
