According to a report from Sinochem New Network, recently, the Qinghai Kunlun Economic and Technological Development Zone (hereinafter referred to as Kunlun ETDZ) aligned itself with the requirements related to technological innovation set forth in the evaluation criteria for **-level economic development zones. It identified the weaknesses and shortcomings of the enterprises within the zone in terms of technological innovation, and worked together with third-party professional agencies to provide comprehensive and targeted services aimed at promoting technological innovation in these enterprises. To address issues such as insufficient R&D investment and a low proportion of R&D expenses in some enterprises, the professional team from Kunlun Economic Development Zone and United Science and Technology Innovation Company held discussions with the enterprise’s technical management and financial officials. The two parties conducted in-depth discussions on key details such as equipment depreciation accounting, the allocation of costs related to R&D personnel, and the classification of R&D projects, aiming to assist the company in establishing a scientific mechanism for managing R&D expenses, so as to ensure that all relevant expenses are properly accounted for in a standardized manner. Focusing on ensuring the effective implementation of policies, Kunlun Economic Development Zone conducted face-to-face presentations for enterprises to explain in detail the \"Action Plan for Further Deepening the Reform of the Science and Technology System in Qinghai Province\", as well as various policies aimed at supporting businesses, such as those related to the management of research funds, additional deductions for R&D expenses, and tax incentives for high-tech enterprises. Through customized interpretations and updates, the key points of policies are broken down in light of the actual operational conditions of enterprises, providing step-by-step guidance to help them navigate the policy application process. To address issues such as unclear R&D pathways and a lack of professional management talent in some enterprises, mentors from specialized institutions provide targeted guidance on topics including science and technology finance policies, the establishment of R&D auxiliary accounting systems, and the recognition and registration of technical contracts, thereby improving the professionalism and standardization of enterprise R&D expense accounting.
