The special equipment in most user units is in a two-phase state of shutdown and operation, or even experiences frequent starts and stops without any specific plan. Special equipment that has been out of use for over a year should have its shutdown procedures carried out promptly. The user entity shall, in accordance with Article 3.9 of the \"Rules for the Management of the Use of Special Equipment,\" promptly complete the procedures to notify the registration authority when special equipment is intended to be out of use for more than one year, and shall place a sign indicating that the equipment is out of use in a visible location. Apart from the special equipment that is supposedly shut down but actually remains in operation, as illustrated in this official account’s article titled “How to Supervise the Shutdown of Special Equipment in Cold Storage”, such equipment does not need to undergo regular inspections during its period of shutdown. Special equipment that has not undergone the deactivation procedures shall not exceed its inspection validity period. Most special equipment that operates intermittently is out of use for less than a year, and some units are in a state of standby; such equipment does not require or cannot go through the formalities for registration as being out of use. Special equipment that has not undergone deactivation procedures or is in a ready-to-operate state should be inspected regularly to ensure that its inspection validity period has not expired. Effective protective measures should be taken during the shutdown period. The user unit shall, in accordance with Clause 3.9 of the \"Rules for the Management of the Use of Special Equipment,\" take effective protective measures for special equipment that is out of use, install signs indicating that the equipment is not in use, conduct regular inspections of such equipment to verify the effectiveness of the protective measures during the period it is unused, and take timely action to remedy or adjust those measures. Before putting special equipment that has undergone deactivation procedures back into use, the necessary activation procedures for such equipment must be carried out. In accordance with Article 3.9 of the \"Rules for the Management of the Use of Special Equipment,\" when reactivating special equipment, the user entity shall conduct a self-inspection; if necessary, it shall carry out pressure tests on pressure-bearing equipment or manual rotation tests on mechanical and electrical equipment. Special equipment whose inspection validity period has expired must also undergo regular inspections, and the relevant procedures for reactivation shall be handled at the registration authority. Based on years of work experience, the author recommends that special equipment intended for use should undergo regular inspections as well as timely external or annual inspections. Personnel working with such equipment should receive training in safe operations and emergency response, and strict standards must be applied to assess their eligibility to carry out these tasks.
