How is a permit obtained for the over-dimensional transportation of tower equipment? Should the carrier handle it before the equipment leaves the factory, or should the truck driver handle it while transporting it, applying for a permit each time they pass through a certain location? How is it charged? Should costs in this area be considered when purchasing equipment? Should the delivery time required take transportation time into account?

1. If a motor vehicle carrying oversized items must travel on roads with specified limits and such travel endangers traffic safety, it shall proceed at the times, along the routes, and at the speeds designated by the traffic management department of the public security authorities, and must be equipped with visible signs. 2. The carrier responsible for transporting oversized goods must submit an application to the local traffic police department in the districts or counties through which the shipment will pass. They must provide the traffic management authorities with accurate information regarding the geometric dimensions and weight of the goods, as well as documents such as the vehicle registration certificate and identification proof of the person handling the shipment. 3. The district and county traffic police teams must verify the vehicle and its registration documents, and inspect the basic details of the oversized items (geometric dimensions, weight, whether they can be disassembled, etc.), the condition of loading, as well as any other factors that may affect road safety. 4. The district and county traffic police departments shall, based on the results of vehicle inspections, and in accordance with relevant laws and regulations such as the Road Traffic Safety Law of the People’s Republic of China and its implementing regulations, determine the time, route, and speed at which motor vehicles carrying oversized items may travel. They shall also issue the \"Shandong Province Permit for Vehicles Carrying Oversized Items\" (hereinafter referred to as the \"permit\"); one permit is issued for each shipment, and its validity period does not exceed 15 days.
