What’s in the red circle next to the coke tower?

There is a ladder leading up to the upper coke tower; it seems that an elevator has been installed there. If there were no elevator, there would be no need to construct wall structures for the middle and lower sections.
Why is the tower on the left much taller than the one on the right, and why doesn’t it have an elevator?
I don’t come from the coking industry; the tallest structure is likely the base of the water removal pole used in coke towers, and it’s not necessary for people to climb up there on a regular basis.
The elevator is in the red circle; don’t overthink it
Due to the frequent movement of people in and out, an elevator has been installed on site.
Not only can people be taken up, but supplies can also be transported at the same time.
