No oil output from the vacuum tower after pressure reduction

The distillate yield from the vacuum tower is low; essentially no oil is produced； The amount of distillate from stage two is high; when the vacuum level is increased further, there is no liquid level in stage three. What are your thoughts on this?
Do not send oil to the secondary unit yet; let the tank of the secondary unit fill up to the point where excess oil overflows into the tertiary unit. Once there is enough oil in the tertiary unit, increase its reflux flow to establish a circulation system, and then gradually resume sending oil out, adjusting the reflux flow as needed
Reduce off-line delivery at the second reduction stage, increase overflow at the second reduction stage, and appropriately lower the vacuum level.
The delivery volume to the second-tier reduction level is too high; reduce it. Start the backflow reduction at three.
