Fastest construction speed, fastest installation speed, fastest time to operation – the largest scale in Asia. A grand ceremony was held to mark the commissioning of the first phase of Kaifeng Longyu Chemical’s polyoxymethylene production facility and the start of work on the second phase. November 24, 2010: Provincial and municipal leaders attended the ceremony marking the completion of the first phase of Longyu Chemical’s polyoxymethylene production facility and the start of work on the second phase. On the morning of November 23, a ceremony was held at Kaifeng Longyu Chemical to mark the commissioning of the 40,000-ton capacity phase one of the polyoxymethylene production project, as well as the start of construction for phase two with a capacity of 60,000 tons. Vice Governor Shi Jichun, city leaders Liu Changchun, Zhou Yizhong, Jiang Yimin, Gu Jun, Yan Hongxin, Ji Bingwei, Sun Jigang, Li Liuxin, Li Bingji, Niu Yongye, as well as the heads of relevant municipal departments, along with leaders of the four key leadership bodies at the county level such as Zhi Xiaofeng and Li Mingzhe, attended the celebration ceremony. The ceremony was presided over by County Chief Li Mingzhe. The overall plan for the polyoxymethylene project of Kaifeng Longyu Chemical involves building a facility with an annual production capacity of 100,000 tons of polyoxymethylene. The total investment amounts to 3.7 billion yuan, and the construction will take place in two phases. The first phase has an annual production capacity of 40,000 tons, with a total investment of 1.6 billion yuan. Construction began in February 2009, and on September 26, 2010, polyoxymethylene products were successfully produced. The project was completed 8 months ahead of schedule, reducing the construction time by over a year compared to similar facilities in China and saving more than 100 million yuan in investment – thus creating a miracle in the construction of such facilities in China. Phase II will have an annual production capacity of 60,000 tons, with an investment of 2.1 billion yuan; construction is scheduled to begin and operation to start in 2012. Once the project is fully completed and put into operation, it is expected to generate an annual output value of over 1.5 billion yuan, along with profits and taxes of more than 400 million yuan. In his speech, **Zhi Xiaofeng of the county party committee noted that the polyoxymethylene project carried out by Kaifeng Longyu Chemical is a key construction project at the provincial and municipal levels, and it represents one of the emerging industries that are to be developed intensively during the 12th Five-Year Plan period. The establishment and construction of this project have further accelerated the economic and social transformation of Qi County, enhanced the ability of local enterprises to innovate independently, and inspired the enthusiasm of the people there to engage in business and entrepreneurship. The county party committee and the county ** will take today’s groundbreaking ceremony as a starting point, use project development as a means to drive industrial structure adjustment, and rely on projects to accelerate the transformation of the economic development model. The entire county will spare no effort to provide comprehensive, full-process, and round-the-clock services for the project’s development, seize development opportunities, create a favorable environment for growth, and accelerate the pace of progress, so as to ensure that the project comes online and starts yielding results as soon as possible, bringing benefits to the people of Qi County at an early date. In his speech, Mayor Zhou Yizhong noted that since the groundbreaking of the Kaifeng Longyu Chemical Polyoxymethylene project, its construction has progressed at a rapid pace, achieving a new \"Longyu speed\". Polyoxymethylene is **one of the strategic emerging industries that are encouraged for development; it also represents the direction in which the new materials industry in our province will evolve in the coming period. The commissioning of the first phase of Kaifeng Longyu Chemical’s polyoxymethylene project and the start of construction on the second phase signify that progress has been made in the development of this project; it will also surely accelerate the pace of transformation in Kaifeng’s economic development model.
