Why do some heat pump pumps require shaft turning while others do not?

Dear sea friends, I remember that high-temperature and high-pressure pumps need to be rotated during the warming-up process in order to ensure even heating of the moving and stationary components. However, I came across information related to power plant feed pumps that states that rotation is not allowed during warming up. Which statement is correct? Why? ? ?
