Why are only the feet of the centrifugal fan equipped with shock absorbers?

Generally, equipment foundations are bonded firmly to the ground through grouting; then why are shock absorbers needed between the ground and the base of fans alone?
Because of its vibration and high noise level
It’s best to be prepared for both scenarios based on the actual usage results. I tried it directly, and in the end I went with a hard connection; the results were better than those with a soft connection. For reference.
