Recently, Environment Minister Chen Jining conducted an unannounced inspection of Yanshan Petrochemical, where he found that there was a noticeable unpleasant odor around one set of VOCs treatment systems in the company’s rubber production workshop. Additionally, two other sets of VOCs treatment systems had not been modified, and the pollution problem had not been effectively resolved. In addition, Environment Minister Chen Jining requested access to the enterprise’s electronic database of leakage detection and repair records; however, after waiting for nearly 20 minutes, the enterprise was still unable to retrieve the relevant data. In response to the above situation, on April 6, Sinopec ordered the rubber production unit at Yanshan Petrochemical to suspend operations for rectification, and removed the relevant responsible persons from their positions. According to information released by Sinopec, on the morning of April 6, Sinopec Group held a special meeting to reflect on issues such as the Ministry of Environmental Protection’s criticism that the Yanshan Petrochemical Rubber Plant failed to provide complete data, making it impossible to retrieve relevant information, as well as the presence of unusual odors at the site. The meeting issued a critical review of issues at Yanshan Petrochemical, such as rough management practices and delayed repairs to exhaust gas treatment systems. Yanshan Petrochemical was ordered to immediately suspend operations of the relevant equipment in the rubber processing workshop, conduct a thorough investigation into these problems, and take severe action against those responsible. At present, Yanshan Petrochemical has removed the head of the company’s Energy and Environmental Protection Department as well as the party and administrative leaders of the rubber factory from their positions. **Following criticism from the Ministry of Environmental Protection, Yanshan Petrochemical conducted an immediate investigation into the relevant issues. Upon investigation, the main reason why the electronic data records cannot be retrieved is that the system is currently in the trial operation phase, and the data from 2016 was not entered completely. In response to this issue, Yanshan Petrochemical has requested the relevant departments to complete the entry of relevant data within 15 days, in order to ensure the integrity of the system data and facilitate its use and retrieval. At the same time, strengthen training for relevant personnel to improve system efficiency and achieve precise management. The main reason for the unpleasant odor at the rubber factory is the aging of some of the equipment and installations. In response, Yanshan Petrochemical has arranged for a comprehensive shutdown and renovation of the two exhaust gas treatment units at the rubber factory, specifying that the renovation work must be completed by the end of 2017. Another set was renovated in 2016, and it now meets the emission standards to a large extent.
