There are some industrial parks in the country where wastewater treatment plants have been built, but there are no corresponding wastewater pipelines. Generally, the park authority is responsible for the construction. Special cases require special treatment.
I have seen some truly excellent industrial parks, such as the Shanghai Chemical Industry Park and the Nanjing Chemical Industry Park. These parks have clear planning objectives, with proper infrastructure in place (in some cases, even seven types of infrastructure), creating conditions that attract businesses to settle there. I’ve also seen some really poor industrial parks: they just mark out a piece of land, build a road, put up a sign, and then start attracting businesses, acting as if they’re welcoming guests when the doors are open but treating them badly once the doors are closed. Three connections and one leveling: water supply (supply and drainage), electricity supply, road access, and land leveling ； Five connections and one leveling: water supply, electricity supply, road access, ventilation, communication, and land leveling ； Seven connections and one leveling: water supply, electricity, road access, postal service, communication networks, heating, natural gas or coal gas supply, and land leveling.

This is nothing but bullying; attracting investment becomes an empty promise. Normally, everything within one meter outside a company’s boundaries falls under the responsibility of the industrial park and has nothing to do with the company itself. Moreover, before commencing operations, the company must have the capability to handle waste disposal
I once invested in an industrial project in an economic development zone in northern Jiangsu. Across the road from the site of the project was the park’s sewage treatment plant (operated by a third-party investor), but its processing capacity was already saturated, so connection to it was not allowed. Question: When will the park resolve the sewage discharge issue? Answer: After the expansion of the wastewater treatment plant. Question: When will the expansion be completed?
