On June 16, our newspaper’s reporters learned from Sinopec that the Sinopec Zhongke refining and chemical integration project, located on Donghai Island in Zhanjiang City, Guangdong Province, has been officially completed and put into operation. It is reported that this project is the largest integrated refining and chemical complex put into operation by Sinopec during the 13th Five-Year Plan period, and it also has the highest rate of domestic production equipment utilization among such integrated complexes in China at present. The Sinochem integrated refining and chemical project is a landmark refining and chemical complex under construction by Sinopec, and it serves as an important pillar for the Belt and Road Initiative as well as the strategy for development in the energy and chemical sectors.
Sinochem Refining and Chemicals is one of the key projects in the Maozhan complex, featuring a refinery with an annual capacity of 10 million tons and an ethylene plant with an annual capacity of 800,000 tons, along with related supporting facilities. Another project is Sinopec’s existing Maoming Petrochemical Complex, which has a crude oil processing capacity of 13.5 million tons per year and an ethylene production capacity of 1 million tons per year. When the production capacities of these two projects are combined, Sinopec has a crude oil processing capacity of over 23 million tons per year and an ethylene production capacity of 1.8 million tons per year in Guangdong Province; it is thus the company with the highest refining and petrochemical production capacity in that province at present. It is worth noting that the advanced refining and chemical production equipment technologies developed independently in China are widely used at Zhongke Refining & Chemical; the localization rate exceeds 95%. In particular, the key equipment for oil refining is entirely domestically produced, from the process technologies to the core equipment itself, reaching a level that is leading in China and advanced on the international scale.

The 700,000 tons/year gas fractionation unit and the 1.13 million tons/year gas and liquefied gas refining units began construction in April 2018. The EPC contract for both projects was awarded to Nanjing Jinling Petrochemical Engineering Design Co., Ltd.; Nanjing Nanhua Construction Co., Ltd. was responsible for the construction work, while Anhui Wanwei Engineering Management Company handled supervision. During the construction of these two sets of facilities, the First Refining Unit of Sinopec Refining combined the \"150-Day Intensive Work\" labor competition with the project goals set for October 30th, and carried out joint efforts in party building together with Nanjing Jinling Company and Nanhua Construction Company, while also ensuring proper supervision of construction safety and quality.
As an important environmental protection device, the spent alkali treatment unit is designed with a processing capacity of 18.61 t/h. Construction of this facility began in April 2018, with Shanghai Engineering Company acting as the general contractor, Sinopec 10th Construction Company handling the construction work, and Luoyang Petrochemical Engineering Company responsible for supervision. To ensure that the waste alkali treatment facility achieves high standards of completion, the Public Works Department of Sinopec Refining organized personnel to go to the site of the facility in advance to assist with the construction work, ensuring that any issues were resolved without delay. “During the “three inspections and four determinations” process, 420 construction quality issues were identified. Repeated discussions were held with the parties involved in the project to address these issues, and efforts were made to resolve them step by step.
