Project Name: Electrolytic hydrogen production project supporting HuanDian’s flexible ammonia production project. Launch date: October 31, 2025. Location: Gansu. Project owner: Gansu Huanshui Energy Chemical Co., Ltd. Total investment amount: 2,111.22 million yuan. Current progress: Environmental impact assessment has been submitted. Location of construction: Tianshui Chemical Industrial Park, Tianshuibao Town, Huan County, Qingyang City, Gansu Province. Scope of construction: The project covers an area of 170 mu, and it involves the construction of a 240,000-ton/year sodium chloride electrolysis plant, a 300,000-ton/year mercury-free polyvinyl chloride plant, as well as the necessary utility systems and auxiliary production facilities. The project consumes 192,000 tons of industrial salt, 190,000 tons of industrial waste salt, 141,000 tons of ethylene, 29.4 million Nm3 of oxygen, 690,000 tons of water, and 794.7 million kWh of electricity per year (the electricity comes from Huadian’s new energy power plants that generate green electricity) ； Annual production of 200,000 tons of sodium hydroxide ； 300,000 tons of polyvinyl chloride ； 31.5 million Nm3 of hydrogen (part of the Ministry of Industry and Information Technology’s project on flexible ammonia production); the remaining hydrogen is used as fuel for steam generators to produce steam. Progress milestones: 2025-10-30 – The project is currently in the process of completing preliminary procedures (environmental impact assessment application submitted). 2025-10-19 – Draft environmental impact assessment report for the electrolytic hydrogen production project associated with Gansu Huanshui Energy Chemical Co., Ltd.’s “MIIT-focused project: Huadian’s flexible ammonia production project” was made public for comments (environmental impact assessment application submitted). 2025-09-22 – First public consultation regarding the environmental impact assessment of the electrolytic hydrogen production project associated with Gansu Huanshui Energy Chemical Co., Ltd.’s “MIIT-focused project: Huadian’s flexible ammonia production project” (environmental impact assessment public notice)
