Recently, Zhijin County issued the second public announcement regarding the construction project of the Guizhou Bijie phosphorus-coal chemical integration project (Phase I), which aims to produce 300,000 tons of ammonia from coal and 450,000 tons of hydrogen peroxide per year. In accordance with the relevant requirements of the \"Measures for Public Participation in Environmental Impact Assessment\" (Order No. 4 issued by the Ministry of Ecology and Environment), a second public announcement is being made regarding the Guizhou Bijie Phosphorus-Coal Chemical Integration Project (Phase I), which involves the construction of facilities capable of producing 300,000 tons of ammonia per year and 450,000 tons of hydrogen peroxide per year. The purpose of this announcement is to enable the local public who may be affected by the project to become aware of its details, to understand the public’s attitudes and suggestions regarding this project, and to allow for public supervision. Project Overview Project Name: Guizhou Bijie Phosphorus-Coal Chemical Integration Project (Phase I): Construction of a facility capable of producing 300,000 tons of ammonia per year and 450,000 tons of hydrogen peroxide per year. Project Type: New construction. Constructor: Youshan New Materials Technology (Guizhou) Co., Ltd. Location: Bijie-Zhijin Chemical Industrial Park, Chadian Township, Zhijin County, Guizhou Province. Project Overview: The project involves the construction of a facility that can produce 300,000 tons of liquid ammonia per year, as well as a plant capable of producing 450,000 tons of hydrogen peroxide per year. Construction unit: Youshan New Materials Technology (Guizhou) Co., Ltd. Address: Mofeng Village, Qimo Sub-district, Zhijin County, Bijie City, Guizhou Province, Guizhou Zhijin Economic Development Zone. Email for receiving comments: zhanggl@youshan.com According to the environmental impact assessment information published by the Zhijin County government in Guizhou, the total investment for the phosphorus-coal chemical integration project in Bijie is 73 billion yuan, with construction taking place in three phases. The park is planned to have a sulfur-based acid production facility with an annual capacity of 1.6 million tons, a pyrite-based acid production facility with an annual capacity of 400,000 tons, a wet-process phosphoric acid production facility with an annual capacity of 900,000 tons, facilities for producing ferric phosphate and handling wastewater with an annual capacity of 1.5 million tons, a lithium iron phosphate production facility with an annual capacity of 900,000 tons, a coal-based synthetic ammonia production facility with an annual capacity of 600,000 tons, a hydrogen peroxide production facility with an annual capacity of 900,000 tons, facilities for the harmless treatment and resource utilization of phosphogypsum with an annual capacity of 4.5 million tons, a facility for producing cement as a by-product of sulfuric acid from phosphogypsum with an annual capacity of 1.4 million tons, and a facility for purifying phosphoric acid with an annual capacity of 450,000 tons. Previously, the planned production capacity included 150 tons per year of iron phosphate, 800,000 tons per year of lithium iron phosphate, 1 million tons per year of DMC (dimethyl carbonate), 5 million tons per year of coking products, 500,000 tons per year of methanol produced from coke oven gas, 800,000 tons per year of synthetic ammonia, and 1 million tons per year of hydrogen peroxide. According to the publicly available environmental impact assessment information, synthetic ammonia is produced using coal as raw material, through a process that involves large-scale 2500t/d pulverized coal furnaces for gasification (semi-blast furnace process), isothermal shift reaction, purification via low-temperature methanol washing, further refinement using liquid nitrogen, and ammonia synthesis at low pressure. Hydrogen peroxide is produced using the anthraquinone process. The project involves producing synthetic ammonia at the base phosphate plant; the first phase of construction will enable an annual output of 300,000 tons of liquid ammonia and 450,000 tons of hydrogen peroxide.
