Recently, with the successful commissioning of the TG202 gasoline storage tank, the floating dock renovation project at the Yangtianchong oil depot, undertaken by Dagang Oil Construction Company under the Pipeline Bureau Engineering Company of CNPC Engineering, was completed after more than 200 days of hard work The Yangtianchong Oil Storage Facility is a class-1 oil depot with a storage capacity of over 100,000 cubic meters. The purpose of this renovation is to fully comply with the relevant requirements set by the Ministry of Emergency Management; the existing shallow-disk type floating roofs on the oil tanks are being replaced with safer and more advanced stainless-steel full-immersion floating roofs, along with efficient sealing systems. This approach helps to significantly reduce oil evaporation and VOCs emissions, thereby enhancing the safety and environmental performance of the storage tanks and enabling green storage and transportation practices. This renovation requires the upgrading of the key components in 3 gasoline storage tanks with a capacity of 10,000 cubic meters each and 1 tank with a capacity of 5,000 cubic meters, all while the oil depot continues to operate normally. The work involves high risks associated with welding operations, and safety control presents significant challenges. In the face of pressure, the project department developed a \"1+20\" specialized construction plan, refining it through repeated iterations to create a safety management system that covers the entire process. Before starting work, an emergency rescue drill based on real-world scenarios was organized. Five teams were involved in the operation: disaster relief, medical assistance, security and evacuation, communication, and logistics support, ensuring that everything was prepared in advance to avoid any problems.
On-site safety management is carried out with great attention to detail: • The project implements a system in which key management personnel are stationed on site; an \"security checkpoint\" is in place for those entering the premises, and a \"dual supervision + cloud monitoring\" approach is used to create a surveillance network that provides oversight over large areas. • During construction, strict control is exercised in accordance with top-tier fire safety standards. To address the risks associated with work at heights, a pipeline climbing platform featuring dual support and triple protection has been developed. • Strictly follow the procedure of \"ventilate first, then test, and finally proceed with work,\" and implement 24/7 forced ventilation through \"bottom ventilation + top exhaust.\" • Flammable gas detectors are installed throughout the process, with a strict inspection schedule every half hour. All personnel’s work uniforms and tools meet explosion-proof requirements, and everyone works in an explosion-proof environment.
