On January 4, the Wuhai Ecology and Environment Bureau issued a public notice regarding the status of acceptance of environmental impact assessment documents for construction projects as of that date in 2026, which included the project undertaken by Inner Mongolia Dongjing Zhongke New Materials Technology Co., Ltd. to produce 1.2 million tons per year of PBAT biodegradable polyester. Inner Mongolia Dongjing Zhongke New Materials Technology Co., Ltd. was established on March 4, 2025, as a joint venture between Inner Mongolia Dongjing Biological Environmental Protection Technology Co., Ltd. and Beijing Zhongke Green Energy New Materials Co., Ltd. (with Inner Mongolia Dongjing Biological Environmental Protection Technology Co., Ltd. holding 58% of the shares and Beijing Zhongke Green Energy New Materials Co., Ltd. holding 42%). Its address is on the north side of Te Gou, east of Wuhu Mountain, Wuda District, Wuhai City, Inner Mongolia Autonomous Region. Inner Mongolia Dongjing Bio-Environmental Protection Technology Co., Ltd. is a wholly-owned subsidiary of Inner Mongolia Dongyuan Technology Group Co., Ltd., and holds an important position in the industry of BDO (1,4-butanediol) and its downstream processed products. The company has established production facilities with an annual capacity of 720,000 tons of calcium carbide (of which 432,000 tons are already in operation), 380,000 tons of BDO, and 120,000 tons of γ-butyrolactone; it is the largest production base in China for BDO and its downstream processed products across the entire value chain. Its operational integrated BDO plant with an annual production capacity of 380,000 tons has filled the gap in the BDO industry in Wuhai City and the autonomous region; meanwhile, the plant’s annual production of 120,000 tons of γ-butyrolactone has set world records for product purity and output per unit facility in this industry. As a raw material, PBAT can be used to manufacture disposable products such as packaging materials, tableware, sanitary items, and plastic mulch. It is also expected to find wide applications in high-tech fields such as medical materials, optoelectrochemistry, and fine chemicals, offering broad market prospects. The project developer, Inner Mongolia Dongjing Zhongke New Materials Technology Co., Ltd., intends to extend the downstream industrial chain based on the 380,000-ton BDO production project of Inner Mongolia Dongjing Bio-Environmental Protection Technology Co., Ltd., in order to produce PBAT biodegradable polyester particles. By utilizing this series of products, the company aims to lengthen its product supply chain and enrich as well as optimize its product portfolio; therefore, it plans to implement the “1.2 million tons per year PBAT biodegradable polyester production project” by Inner Mongolia Dongjing Zhongke New Materials Technology Co., Ltd. Project Name: Inner Mongolia Dongjing Zhongke New Materials Technology Co., Ltd.’s Annual Production of 1.2 Million Tons of PBAT Biodegradable Polyester ProjectProject Type: New construction
Developer: Inner Mongolia Dongjing Zhongke New Materials Technology Co., Ltd.
Location: Wuda High-Tech Industrial Development Zone, Wuda Industrial Park
Land Area: The project covers an area of 335,232.7 m²
Construction Scope: This project involves the construction of production lines for manufacturing 1.2 million tons of PBAT biodegradable polyester resin per year, with 10 continuous production lines in total, each having a capacity of 120,000 tons. There is also one set of THF recovery equipment to handle the recovery of by-products generated during PBAT polymerization ; At the same time, auxiliary facilities such as a central control room, substation and power distribution station, cabinet rooms, tank areas, heat medium stations, circulating water stations, and sewage treatment stations will be constructed as well. Construction investment: The total investment for this project is 581,243.77 million yuan. The investment in environmental protection measures amounts to 37.9 million yuan, accounting for 0.65% of the total investment amount. The construction period is from November 2025 to November 2027. The number of employees required is 350. The working schedule is 8,000 hours per year, with three shifts per day. Features of this project: It is a new construction project located in the Wuda Industrial Park within the Wuda High-Tech Industrial Development Zone in Wuhai City, Inner Mongolia. The industry category for this project is C2651, which relates to the manufacturing of primary-form plastics and synthetic resins. This project has the following features: It is located within the Wuda Industrial Park, which boasts well-developed infrastructure such as water supply, power supply, gas supply (natural gas), and centralized sewage treatment. The raw material for this project, 1,4-butanediol (BDO), comes from the 380,000-ton BDO production project of Inner Mongolia Dongjing Bio-Environmental Protection Technology Co., Ltd. With the biodegradable polyester PBAT as the final product, the development of the fine chemicals industry can effectively adjust the industrial structure and extend the industrial chain. It represents an important step in advancing the integration and diversification of the industry surrounding this project, and it is also essential for the clustered development of energy industries in the region. This project adopts the esterification melt polycondensation method (one-step process), which offers significant advantages such as high efficiency, energy savings, low production costs, good product quality, environmental friendliness, and being non-toxic and harmless.
