On January 16, 2026, the Daya Bay official WeChat account announced that the construction of the third phase ethylene plant of CNOOC Shell Huizhou is in full swing, with a total completion rate of 42.49% so far. Upon completion of the project, CNOOC Shell’s ethylene production capacity will reach 3.8 million tons per year, allowing it to maintain its status as China’s largest single ethylene plant and the largest ethylene production base in terms of scale. CNOOC Shell Huizhou Phase III Ethylene Project: The total investment in this project is approximately 52.1 billion yuan. With an ethylene cracking unit with a capacity of 1.6 million tons per year as its core, 18 chemical processing units, as well as utility systems and supporting facilities, will be built. This includes a 1.6 million tons per year ethylene plant, a 305,000 tons per year butadiene extraction plant, a 1.46 million tons per year pyrolysis gasoline hydrogenation plant, an 1.1 million tons per year aromatic extraction plant, a 645,000 tons per year ethylene oxide-ethylene glycol (EO-EG) plant, a 600,000 tons per year metallocene linear low-density polyethylene (mLLDPE) plant, a 400,000 tons per year linear α-olefin (LAO) plant, a 130,000 tons per year isomerization and disproportionation (ID) plant, a 130,000 tons per year Shell hydroformylation (SHF) plant, a 50,000 tons per year polyα-olefin (PAO) plant, a 500,000 tons per year polypropylene (PP) plant, a 1 million tons per year ethylbenzene (EB) plant, an 875,000/400,000 tons per year styrene-propylene oxide (SM-PO) plant, a 450,000 tons per year polyether polyol (DMC-POD) plant, a 100,000 tons per year polymer polyol (POP-POD) plant, a 270,000/80,000 tons per year MTBE/butene-1 plant, along with supporting storage and transportation facilities, utility systems, auxiliary facilities, and environmental protection systems. CNOOC Shell currently has two operating projects, with a total ethylene production capacity of 1.95 million tons per year. It is one of the largest single ethylene plants in operation in China, supplying the market with over 6 million tons of high-quality, diversified petrochemical products each year. Among them, the first phase of CNOOC Shell project came online at the beginning of 2006. Its main facilities include 11 production units along with associated utility systems, docks, storage and transportation facilities, as well as environmental protection systems. The ethylene production capacity is 950,000 tons per year. The project incorporates 13 world-class technologies, including Shell’s proprietary technologies, and adopts management models in line with international standards for its design, construction, and operation; it is capable of producing 2.8 million tons of chemical products per year to supply the market ; The CNOOC Shell Phase II project came online in April 2018. Its main facilities include 13 production units, along with supporting utilities, storage and transportation systems, and environmental protection facilities. The ethylene production capacity is 1 million tons per year. The project utilizes 17 advanced technologies from home and abroad, including Shell’s proprietary OMEGA, SMPO, and polyol technologies, which help to expand the range of products produced and improve overall energy efficiency. It is capable of producing 4 million tons of chemical products per year to supply the market.
