On April 2, a public announcement was made regarding the status of acceptance of the environmental impact assessment report for Xinjiang Dongming Plastic Co., Ltd.’s 800,000-ton coal-to-olefins project’s coal transportation system. This project is the coal transportation system supporting Xinjiang Dongming Plastic Co., Ltd.’s 800,000-ton coal-to-olefins facility, and it is located in the Cainan Industrial Park within the Zhundong Economic and Technological Development Zone in Jinchang Prefecture, Xinjiang. The project starts at the TH07 transfer station of the belt corridor project of Xinjiang Hantai Energy Co., Ltd., and ends at the coal storage facility of Xinjiang Dongming Plastics’ 800,000-ton-per-year coal-to-olefins production project. To the west of the project area lies Xinjiang Dongfang Hope Non-ferrous Metals Co., Ltd., while the other three sides are open areas. Project starting coordinates: 89°7′11.526″ East, 44°40′44.792″ North. Endpoint coordinates: 89°6′38.020″ East, 44°39′56.164″ North. The new coal transport corridor for this project is approximately 2.2 kilometers in length. It starts at the TH07 transfer station of the belt conveyor corridor project operated by Xinjiang Hantai Energy Co., Ltd. (located 2 kilometers northeast of Dongming Plastics), and ends at the coal storage facility of Xinjiang Dongming Plastics’ project designed to produce 800,000 tons of coal-based olefins per year. The main facilities include 1 set of belt conveyor systems, 1 road-crossing trestle, 3 transfer stations, 1 control system, 1 fire suppression system, 1 monitoring system, 1 power supply and distribution system, etc. The project’s transportation capacity is 12 million tons per year. This project is the coal transportation system supporting Xinjiang Dongming Plastics Co., Ltd.’s 800,000-ton per year coal-to-olefins production facility. The coal required as raw material for this facility is primarily purchased from Mine No. 2, the open-pit mine in the Wucaiwan mining area of Xinjiang Zhundong, operated by Xinjiang Tianlong Hope Energy Co., Ltd.; this mine is located approximately 22 km to the north of the project site. The transportation of raw coal for this project relies on Phase I and Phase II of the belt conveyor system operated by Xinjiang Hantai Energy Co., Ltd. The starting point of this belt conveyor system is Transfer Station No. 2 of the coal transport corridors at Tianchi Energy’s open-pit mine and Shenhua Wucaiwan No. 3 open-pit mine, while the ending point is Transfer Station TH07 at the coal unloading plant of Dongfang Hope Metal Co., Ltd. The TH07 transfer station is still some distance away from the coal storage facility of Xinjiang Dongming Plastic Co., Ltd.’s project for producing 800,000 tons of coal-derived olefins per year; therefore, a closed coal transport tunnel needs to be constructed to deliver the coal to the storage facility. Project name: Dongfang Hope Group Xinjiang Dongming Plastics Co., Ltd.’s 800,000 tons per year coal-to-olefins production project. Location of construction: Modern Coal Chemical Industry Demonstration Zone, Zhundong Economic and Technological Development Zone, Xinjiang. Constructor: Xinjiang Dongming Plastics Co., Ltd. Land area required for the project: Approximately 186.4 square meters. Scale of construction: Methanol is produced using coal as raw material; subsequent to that, through MTO units and olefin separation processes, polymeric-grade ethylene and propylene are generated. Some of these polymeric-grade ethylene and propylene are used in PP and PE polymerization processes to produce polyolefin products, while another portion is used in the production of EPDM rubber. The facility includes equipment for producing 220×10^4 tons per year of methanol (after purification), including air separation, gasification, shift reaction, and purification processes; 80×10^4 tons per year of coal-to-olefins products (including olefin separation); 400,000 tons per year of polypropylene; and 400,000 tons per year of polyethylene. In addition to its main products of PP, PE, and EPDM, the facility also produces by-products such as sulfur, liquefied petroleum gas, and heavy C4+. Investment and construction plan: The total investment for the project is 1,896,744 million yuan (including 378,350 million US dollars in foreign currency), of which the amount allocated to construction is 1,755,881 million yuan (including 378,350 million US dollars in foreign currency). The interest on loans during the construction period amounts to 102,591 million yuan, while the amount designated for working capital is 38,272 million yuan. The planned construction period is 24 months, with commencement scheduled for April 2024 and completion by April 2026. Project engineering components: The project components mainly include the main structure, auxiliary works, utility systems, storage and transportation facilities, environmental protection measures, and supporting projects. The main components of the project include: gasification unit, shift unit, low-temperature methanol washing unit, sulfur recovery unit, methanol synthesis unit, methanol to olefins unit, olefin separation unit, polyethylene plant, polypropylene plant, ethylene propylene diene monomer plant, and water electrolysis unit. Auxiliary facilities include air separation units, raw coal pre-drying units, flare systems, fire protection systems, maintenance areas, offices and laboratories, as well as telecommunications facilities. On June 18, 2025, the design meeting and process package review session for the 450,000-ton/year polypropylene unit of Xinjiang Dongming Plastics’ 800,000-ton coal-based olefins project were held at Ningbo Engineering Company.
