The total investment in this project amounts to 55.97 billion yuan, of which 7.8 billion yuan is allocated for environmental protection efforts, accounting for 13.94% of the overall project investment. The main construction components include 19 process units such as 3.2 million tons per year of direct coal liquefaction and 0.8 million tons per year of indirect coal liquefaction, along with the supporting auxiliary facilities. Project overview: The project includes main works, storage and transportation works, utility works, auxiliary works, environmental protection works, etc. The main processes include 19 sets of process units in total, such as coal powder preparation, catalyst preparation, coal liquefaction, hydrogenation stabilization, hydrogenation reforming, light hydrocarbon recovery, asphalt formation, coal gasification, shift reaction, low-temperature methanol washing, oil synthesis, oil processing, PSA, hydrogen purification, air separation, desulfurization, sulfur recovery, phenol-ammonia recovery, and green hydrogen production ; Storage and transportation engineering includes coal silos, liquid storage tanks, and truck loading/unloading stations ; Auxiliary engineering includes water supply and drainage systems, power supply systems, waste heat utilization units, wastewater temporary storage tanks, rainwater monitoring tanks and accident tanks, as well as flare gas recovery and emission systems ; Environmental protection projects include facilities for incinerating solid and liquid waste, oil and gas recovery and treatment facilities, sewage treatment plants, hazardous waste storage warehouses, rigid landfills, etc. The project relies on the Chahaquan No. 1 Open-pit Coal Mine and its coal preparation plant, coal conveyance gallery, park water supply project, power supply project, general industrial solid waste landfill within the park, the district’s combined heat and power project utilizing thermal islands, new energy projects, etc. It is understood that the overall planning for the project’s construction includes: Phase 1 – the coal-to-oil project; Phase 2 – supporting chemical engineering projects and coal-to-oil storage facilities, as well as associated coal mines (including coal transportation infrastructure); external railways, water supply, power supply, new energy systems, slag disposal areas, carbon capture, utilization and storage (CCUS) facilities, and a production control center. Phase II – The coal chemical engineering project serves as a supporting project for the Phase I coal-to-liquids project with an annual capacity of 4 million tons. Utilizing naphtha and LPG produced in Phase I as raw materials, this phase involves the construction of a coupled naphtha-methanol cracking unit and a natural gas co-production unit. Additionally, facilities such as coal gasification units, methanol synthesis units, olefin separation units, utilities, and auxiliary facilities will also be built. The project combines coal chemical processing with coal-to-oil conversion to carry out high-value deep processing, extending the product value chain; through technological innovation and integration, it promotes the clean, low-carbon, and efficient utilization of high-carbon resources.
