On April 23, two environmental impact assessment documents—including that for the Coal-to-Olefins Upgrade Demonstration Project of Sinopec Great Wall Energy & Chemical (Inner Mongolia) Co., Ltd.—are scheduled to be reviewed and made public. Project name: Coal-to-Olefins Upgrade Demonstration Project of Sinopec Great Wall Energy & Chemical (Inner Mongolia) Co., Ltd. Construction location: Jungar Banner, Ordos City, Inner Mongolia Autonomous Region. Constructor: Sinopec Great Wall Energy & Chemical (Inner Mongolia) Co., Ltd. Environmental impact assessment agency: Beijing Feiyan Petrochemical Environmental Protection Technology Development Co., Ltd. Project overview: The project encompasses main works, storage and transportation facilities, utility systems, auxiliary facilities, and environmental protection measures. The main project comprises a total of 12 production units, including air separation, coal gasification, shift conversion, acid gas removal, refrigeration and compression, methanol synthesis, sulfur recovery, methanol-to-olefins, loop reactor polypropylene, gas-phase polypropylene, polyethylene, and EVA/LDPE ; Storage and transportation engineering includes circular coal storage yards, liquid storage tanks, and truck loading/unloading bays ; Utility works include water supply and drainage, power supply, power plants, temporary wastewater storage tanks, rainwater monitoring tanks and emergency ponds, flare gas systems, etc ; Environmental protection projects include oil and gas recovery facilities, foul odor treatment facilities, sewage treatment plants, wastewater treatment and reuse systems, high-salinity water treatment units, waste alkali incineration facilities, temporary storage areas for hazardous waste, etc. The project relies on the Bayan Qaidam Coal Mine, coal-transport railway, water supply pipelines in the park, power transmission lines, natural gas pipelines, a general industrial waste landfill, a comprehensive utilization project for gasification ash and slag, new energy projects, etc. The total investment for this project is 21.887 billion yuan, of which 1.604 billion yuan is allocated to environmental protection measures, accounting for 7.32% of the total project investment. The project involves the construction of a coal-to-methanol plant with an annual capacity of 2.26 million tons (including processes such as coal gasification, purification, methanol synthesis, and sulfur recovery), a polyolefin plant with an annual capacity of 900,000 tons, a 2.26 million tons/year MTO plant (including OCC), as well as polyolefin facilities comprising a 250,000-ton/year loop reactor-based polypropylene plant, a 200,000-ton/year gas-phase polypropylene plant, a 350,000-ton/year polyethylene plant, and a 100,000-ton/year EVA/LDPE plant. This also includes the air separation units and IGCC power plants that support the process equipment, as well as other associated utility systems and auxiliary production facilities.
