On May 22, a public notice was issued regarding the approval opinions on the environmental impact assessment document for the 250,000 tons per year project aimed at producing 1-butene from carbon tetrafluoride, carried out by Inner Mongolia Baofeng Coal-based New Materials Co., Ltd. Project Name: Construction of a 250,000-ton/year 1-butene production facility using coal as raw material by Inner Mongolia Baofeng Coal-based New Materials Co., Ltd.
Location: Phase I of the Tuk Industrial Project Area in the Sulihe Economic Development Zone, Ordos – a facility for 2.6 million tons/year of olefins produced from coal, along with a complementary facility for 400,000 tons/year of olefins produced through the integration of green hydrogen.

Environmental Impact Assessment Agency: Inner Mongolia Shangqing Environmental Protection Technology Co., Ltd.
Project Overview: A 250,000-ton/year 1-butene production plant will be built, utilizing domestically developed processes that include “selective hydrogenation + super pre-distillation + 2-butene isomerization + etherification to remove isobutylene + precise distillation”. This facility will produce 140,000 tons per year of polymer-grade 1-butene, 18,300 tons per year of MTBE (methyl tert-butyl ether), and 89,700 tons per year of heavy tetrahydrocarbons. The main construction components include a feedstock system, a hydrogenation reaction unit, a super pre-distillation unit, a 2-butene isomerization unit, an etherification and isobutylene removal unit, and a precision distillation unit. The utility systems make use of the existing facilities in the plant, with environmental protection facilities being built as part of the infrastructure. The 3 million tons per year polyolefin production project of Inner Mongolia Baofeng Coal-based New Materials Co., Ltd. was funded by Baofeng Energy with an investment of 48.4 billion yuan; all three production lines were completed and put into trial operation by March 2025.
