Overview of the procurement project: This project involves the construction of a chemical-oriented oil refinery with a capacity of 10 million tons per year (partially utilizing existing process units and equipment from Dalian Petrochemical), a plant for the comprehensive utilization of 1.2 million tons per year of ethylene and its downstream low-carbon olefins, as well as facilities for oil storage and transportation, utility systems, auxiliary facilities, a wharf, and off-site pipeline projects. The site of the proposed PetroChina Dalian Petrochemical Company (Xizhong Island) integrated refining and petrochemical project contains a large area of artificially backfilled soil, with a relatively great thickness. In accordance with the recommendations in the “Geotechnical Investigation Report for the Project (Site Selection Phase)”, settlement monitoring should be conducted across the entire site. On June 15, a tender was issued for entrusting an agent to introduce technologies for the integrated refining and petrochemical project of PetroChina Dalian Petrochemical Company (Xizhong Island). The feasibility study report for the integrated refining and chemical processing project at Dalian Petrochemical Company of China National Petroleum Corporation (Xizhongdao) has been approved by the parent company. The plans for this project must comply with the latest regulatory requirements, including an overall yield for refined products from integrated refining and chemical processing operations of ≤40%, a specific energy consumption for refining of ≤6.85 kgoe/(t·energy factor); the energy consumption limits must adhere to **Standard Level 1**, and the electrification rate must be >20%. In selecting the appropriate technologies for this project, it is necessary to take into account not only their advanced nature and reliability but also the industry’s trend toward greener, lower-carbon, cleaner, and more efficient operations. Depending on the various sources of technologies and procurement methods, the selection of technologies will be carried out in accordance with the law and regulations, following a “one technology, one approach” principle ； Fully leverage the Group’s advantageous technologies to enhance the core competitiveness of projects. Since some refining and chemical subsidiaries lack relevant proprietary technologies, it is necessary to introduce advanced technologies from external sources. Such technology introduction efforts must be carried out in accordance with the relevant requirements set forth in the “Procedures for Technology Introduction at China National Petroleum Corporation (Trial)” and the “Implementation Rules for the Management of the Catalogue of 594 Technologies Restricted or Prohibited from Introduction at China National Petroleum Corporation”. Projects should be classified according to their respective categories. The refining and chemical integration project of Dalian Petrochemical Company of China National Petroleum Corporation (Xizhongdao) is the first large-scale case of a refining and chemical enterprise being relocated and rebuilt in China. With a total investment of 68.5 billion yuan, construction is scheduled to begin in 2026. The project will build a refinery with an annual capacity of 10 million tons, an ethylene plant with an annual capacity of 1.2 million tons, as well as associated downstream chemical processing facilities. Downstream products include one 400,000-ton/year PP unit, two 450,000-ton/year FDPE units, one 300,000-ton/year LDPE unit, one 200,000-ton/year POE unit, and one 300,000-ton/year CHPPO unit, among others.
