Liquid level measurement in heavy fuel oil storage tanks

There is a heavy fuel oil storage tank with a diameter of ~30m and a height of ~15m, and its level needs to be measured; it is not used for trade measurement purposes. What level gauge do you all think is suitable?
The radar should work; an electrically heated type is required. Because there is heating at the bottom of your oil tank.

A contactless high-frequency radar level gauge can solve this problem.
