The electric heater in the lubricating oil station tank lacks insulation

The fuel tank heater in the lubricant station is powered by three-phase electricity; when an insulation test was conducted using a 500V megohmmeter, it was found that no insulation could be achieved between phases A/B/C and the enclosure. The lubricating oil tank has been filled with lubricant. Is the insulation between the heater and the housing damaged?
Did you conduct the insulation test on the low-voltage cabinet? If so, pull out the drawer cabinet and test again to see if it’s still zero How many cores does the cable have?
Star connection or delta connection?
It was measured at the heater end; the cable was disconnected. The cable is single-core.
