How to address severe water hammer in tubular soda mixers?

The water hammer phenomenon in soda mixers is severe; are there any good solutions?
Anti-impact or cushioning structures can be used.
I’ve never used it. I’ve seen two ways of mixing steam with water: one is using a steam temperature reducer, which has small holes (multiple ones) on its water nozzle; the other is using a tank, with water being added to maintain a certain water level and pressure in the tank.
