How to target blasting purging

For the blasting and purging of a carbon steel pipeline with a design pressure of 0.9 MPA and DN250, how should the targeting be carried out? Fix the target plate in place and then blast it? The rupture disc will hit the target plate directly... What is the typical burst pressure? The blasting pressure using asbestos board is only 0.2 MPa. Could you please advise? Thank you!
Our 3.5 MPa steam is used to drive the steam turbine and turbines, while the 0.9 MPa steam is only used for heating and purging the extractors in the pressure reduction tower; it is used for purging only, not for driving any equipment.

Blasting plates for blasting? ? I’ve never heard of this; we use kraft paper.
