When are Ib series pipes used?

According to HG/T20553-2011, the Ib series of pipes serves as a substitute for the Ia series. When is the Ib series used? Why were pipe standards of sizes Ia and Ib established in the first place? Thank you.

In my opinion, the sizes in the Ib series were determined by the Chinese themselves through rounding; I’ve really never seen any design institute use them. . .
It is rarely used in practice; generally, IA series is used for imperial pipes, while II series is used for metric pipes
