How to design the coking screening building more reasonably

For example, coke can be divided into three categories: ① large coke with a diameter greater than 25; ② small coke with a diameter between 10 and 25; ③ coke powder with a diameter less than 10. Design 1: The coke first passes through a sieve with a diameter of 25, and the material that remains on the sieve is the large coke； The undersize material consists of fine coke and coke dust; it is then passed through a sieve with a diameter of 10. The material that passes through the sieve is fine coke, while the undersize material is coke dust. Design 2: The coke is first passed through a sieve with a diameter of 10, and the undersize material obtained is coke dust ； The material passing through the sieve consists of large cokes and small cokes; it is then filtered through a sieve with a diameter of 25. The material that passes through this sieve is considered large coke, while the material that remains behind is considered small coke. Which approach, Design 1 or Design 2, is more reasonable?
The design must be better. In Design 2, coke dust is first filtered out; during the screening process, both large and small coke pieces generate additional coke dust, which ends up in the small coke pieces, resulting in unsatisfactory particle size for those pieces. The coke powder also needs to be screened again
Option 1 is more appropriate; Option 2 not only requires further screening but also faces excessive wear of the vibrating screen’s sieve plates.
Option one, that’s how ports conduct screening these days
It seems that everyone is in agreement that Design 1 is better; we should first filter out the large pieces of coke with a size of over 25, as this ensures more thorough screening and results in a higher quality rate for the coke. I think the same. But there was a boss of a coking plant who really liked Design 2.
I now understand the intentions of that coking plant owner; with Design 2, coke dust and coke pellets can be used as coke for sale
For an independent coking plant, Option 2 is still applicable
