I guess it’s used to adjust the spring pressure, but in the cases I’ve seen before, locking was achieved using round nuts. This one likely serves the same purpose – to adjust the setting, one first removes the set screw, adjusts the starting pressure as needed, then reinserts the set screw to lock it in place. After that, just apply a sealant and it’s done. This type has gears, while what I was used to previously had a continuously variable transmission.
The image is hard to open. By ‘top-tier’ you mean, in my opinion, the one on the side of the valve body. It is the adjusting ring used to secure the valve core; the function of this adjusting ring is to regulate the return pressure of the safety valve. The function of the top piece is to secure the adjustment ring. If there is an upper adjustment ring, then another screw needs to be added to this tip.
