How is the flow rate for water replenishment to the water seal tank in acid vapor stripping and amine solution regeneration generally determined?

Without this concept, our estimate is that the water seal should have a capacity of 1.5 t/h; the water seal on our sewage tank is a combined positive and negative pressure type, and the volume of water flowing into it must be greater than the amount that leaks through a tear hole with a diameter of 8 mm under normal pressure.
Is there any regulation regarding the 8mm tear hole?
This is the dimension specified on the drawings for the water seal tank.
