Welding issues with PE pipes

There is a section of PE pipe that needs to be heat-welded, but the welder omitted the intermediate heating step during the actual welding process. What problems can arise with a weld made in this way?
We also use this material. What does heating in the middle mean? Does it refer to heating in advance during welding? We haven’t done it either, but we use low pressure and no problems have arisen; the welding quality is good enough.
