After treatment, is all the wastewater reused with no waste discharged? If there are emissions, then how are these emissions generally handled?

After the wastewater is treated, if all of it is reused with no waste discharged, that constitutes zero emissions; however, this is currently very difficult to achieve. If zero emissions can be achieved, then emission standards would be unnecessary, and that would truly enable harmonious development between humans and nature
This is too idealistic; in China, there are probably very few places that can achieve zero wastewater discharge – almost none, in fact.
The treated wastewater can be recycled after being processed by a reclaimed water reuse system; the sludge generated from wastewater treatment can be burned or buried, and the biogas produced through anaerobic treatment can be purified for use or burned in flares~
