When conducting maintenance in a factory, scaffolding is needed. Is it required that all workers who set up the scaffolding have certificates as high-altitude scaffolding workers, or is it sufficient for only some of them to have such certificates? Since the factory’s production volume is small, it’s difficult to find suitable personnel if everyone is required to have a certificate.
Strictly speaking, anyone who works on setting up scaffolds must have a certificate; otherwise, how can they be qualified to carry out such work? If the company does not enforce strict requirements, it may be possible for some people to work without certificates, but in the event of an accident, the company will also be held responsible for its oversight gaps.
All scaffolders should obtain certification.
Such requirements are necessary, but it’s impossible to meet them in practice; as long as inspections can be carried out and certificates can be produced to meet the requirements, that’s basically the common practice among enterprises. If strict adherence to the law were truly enforced, China wouldn’t be any worse than the United States...
Currently, the situation is that usually one person has a license while the others are migrant workers

The requirement of having relevant qualifications before taking up a job is sometimes difficult to implement in China. Sometimes, you can only say you watched. . It’s already quite good for some people.
A license is required; as safety supervisors, we definitely cannot relax this requirement. If any leader thinks it’s difficult to implement and wants to relax it, that’s not our concern – our opinion and stance are already very clear
